Book excerpt: Excerpt from A History of Political Economy It is with great pleasure that I embrace the opportunity afforded me by the publishers of Dr. Ingram's "History of Political Economy" to commend the book to the attention of the American public. Dr. Ingram needs no introduction to our students of economics. His work in the Encyclopaedia Britannica has attracted marked attention wherever earnest thinkers are studying the social and economic problems of our time, whether in Europe or America. The present treatise deserves especial notice, as the first serious attempt by a properly qualified English writer to present a view of the progress of economic thought The works of M'Culloch and Twiss on the same subject were of value only because there was nothing else on the same topic. They testify eloquently to the exceedingly primitive state of the history of economic thought and policy which existed in their day. The work of Blanqui, recently translated into English, is rather a history of economic systems (and a poor one even as such) than of economic theories and doctrines. Up to the time of the appearance of the nineteenth volume of the Encyclopedia Britannica there was no essay on the subject in English which could be considered a very valuable one. We now have a treatise which will compare favourably with any work of similar compass in any other language. Book excerpt: Excerpt from History of Political Economy in Europe To attempt a narration of these experiences in Europe from the earliest period - their successes and their fail ures - was the task that M. Blanqui proposed to himself in writing the history under consideration. The result of his labors has been of necessity imperfect, because the material for constructing a complete record does not exist; and because the restriction of the discussion of such material as is available, which the author at the outset seems to have prescribed to himself, namely, two small 12mo volumes (in the French edition), did not admit of the entering at any great length into details, or the accomplishment of much other than the presenta tion of the more important economic transactions in the history of Europe, and the extent of their influences in promoting or retarding the world's material progress and development. Nevertheless the book as it exists to day, with its record terminating in 1842, is in the highest degree instructive, and in a popular sense, exceedingly attractive. It is moreover, one of the comparatively few books published during the last half century which has attained a world-wide reputation, and its translation and present re-publication fills a place, which so far as the observation of the writer extends, is not supplied by any other work in the English language. Book excerpt: Excerpt from An Introduction to the Study of Political Economy The favourable reception of the Author's Guide to the Study of Political Economy, translated and published in England and America at the suggestion and under the auspices of the late Professor Jevons, paved the way for an English version of what was begun as a third edition of that work, though it has finally shaped itself into a completely new book. In preparing the following pages, enriched by the author with important changes and valuable additions, both he and the Translator have received much encouragement and aid from the appreciative reviews of the Italian original published in the Journal of the Statistical Society, and in Professor Edgeworth's Economic Journal, as well as from the paragraph devoted to it in the Nation (New York). Following a hint given in the last-named periodical, the Translator has compiled are Index of Subjects; he has also enlarged the Index of Authors, and has added, under the designation of Sources, important anonymous works, periodicals and collections frequently referred to. Book excerpt: Excerpt from The National System of Political Economy The work consists of four parts - the History, the Theory, the Systems, and the Politics of National Economy. It is important to bear in mind that all were written before 1844, and the fourth part in particular treats of political circum stances and of commercial policies which have now for the most part ceased to exist. The Corn Laws, the Navigation Laws, and the generally protectionist tariff of Great Britain were then still unrepealed; the manufacturing industry of Germany was still in its infancy, and the comparatively moderate tariff of the German States still permitted England to supply them with the greater part of the manufactured goods which they required. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from National System of Political Economy Frederick List was born, the 6th August, 1789, at Reutlingen, a free city of Suabia. His early education was incomplete. At the Classical School he exhibited so little taste for its studies, that his father withdrew him; but as he showed equal indisposition to learn his father's business, he was subsequently left to shape his own education. This he did, however, to such purpose, that we find him, in 1816, holding an appointment in the Central Administration of Wurtemberg, in which he justified the confidence placed in him by a distinguished statesman, the Minister Wangenheim, who offered his young assistant, in the following year, the chair of Political Economy, in the University of Tubingen. List accepted this position. He tells us in the Preface to his National System, that the principle of free trade was one of the first encountered in his new career. "It seemed to me at first reasonable; but gradually I satisfied myself that the whole doctrine was applicable and sound only when adopted by all nations. Thus I was led to the idea of nationality; I found that the theorists kept always in view mankind and man, never separate nations. Book excerpt: Excerpt from First Lessons in Political Economy This book has been prepared for use in High Schools and Academies. In writing its pages, I have been Well aware that the object sought is the most difficult at which an economist can aim. Whether this effort to reach the minds of pupils of fifteen, sixteen or seventeen years has been successful, will only be learned on actual trial. In preparing a text-book for students in the period of life indicated, I have not thought it necessary to make the work childish. It is no Primer of Political Economy which is here offered but a substantial course of study in this vitally important subject. I can only hope that it will be found that those for whom it has been designed will be able to follow that course to their own satisfaction and with good results. The general bearing of the W'ealth of Nations is, undoubtedly, Optimistic, though pessimists can find support in places. The School of Harmony was a later product, due more to Henry C. Carey than to anybody else. It is now generally recognized that a great deal of what Bastiat put forth as original was taken from Carey. Book excerpt: Excerpt from A Short History of Political Economy in England, From Adam Smith to Arnold Toynbee In this critical estimate an attempt is made to express the general drift of subsequent Opinion rather than the particular views of the writer of this history, which does not put forward any pretensions to originality. The author has freely used all the sources of information and instruction which he has been able to discover; and, although he has embraced every opportunity, which seemed naturally to present itself without burdening the notes, of acknowledging his special indebted ness to particular authorities on certain points, he is under a general obligation which can only be fittingly discharged in apreface. He is indebted to all who have in any way, by commentary on the great writers of the past, or independent development of their theories, helped to elucidate the history of a branch of knowledge of which England may perhaps claim to be the classic home, although she has often, and more especially of recent times, experienced the benefits of suggestion and criticism at the hands of foreign writers. Book excerpt: Excerpt from Guide to the Study of Political Economy To a reader fairly acquainted with the English Literature of Political Economy it will be evident why this translation of an Italian text-book has been undertaken. The sufficient reason is that no introduction to the study of Economics at all approaching in character to Professor Cossa's Guida allo Studio dell' Economia Politica is to be found in the English tongue. This work presents, in a compendious form, not only a general view of the bounds, divisions, and relations of the science, marked by great impartiality and breadth of treatment, but it also furnishes us with an historical sketch of the science, such as must be wholly new to English readers. Every economist would grant that we have in English the works of the father of the science, Adam Smith, and of not a few successors or predecessors who have made the science almost an English science. Book excerpt: Excerpt from A Manual of Political Economy The Delegates of the Clarendon Press, having deter mined on issuing a series of manuals intended for educational purposes, have entrusted me with the duty of supplying a short treatise on Political Economy. The several topics discussed in this little work have formed the material for certain courses of lectures which I have given during some years in London and Oxford, though they are presented in the following pages in a condensed form, many historical and statistical illustrations being omitted. These illustrations, which should be supplied by the teacher, are of the utmost importance in the study of the science, for just as the historian who is ignorant of the interpretations of political economy is constantly mazed in a medley of unconnected and unintelligible facts, so the economist who disdains the inductions of history is sure to utter fallacies. Much of the merit of Adam Smith's great work is derived from the steady use which this philosopher made of history and statistics.
