Many Filipinos interpreted the contagions as a harbinger of the Biblical Apocalypse. Though the direct forebodings went unfulfilled, Philippine morbidity and mortality rates were the world's highest during the period 1883-1903. In Agents of Apocalypse, Ken De Bevoise shows that those "mourning years" resulted from a conjunction of demographic, economic, technological, cultural, and political processes that had been building for centuries. The story is one of unintended consequences, fraught with tragic irony. De Bevoise uses the Philippine case study to explore the extent to which humans participate in creating their epidemics. Interpreting the archival record with conceptual guidance from the health sciences, he sets tropical disease in a historical framework that views people as interacting with, rather than acting within, their total environment. The complexity of cause-effect and agency-structure relationships is thereby highlighted. Book excerpt: Colonial Pathologies is a groundbreaking history of the role of science and medicine in the American colonization of the Philippines from 1898 through the 1930s. Warwick Anderson describes how American colonizers sought to maintain their own health and stamina in a foreign environment while exerting control over and “civilizing” a population of seven million people spread out over seven thousand islands. In the process, he traces a significant transformation in the thinking of colonial doctors and scientists about what was most threatening to the health of white colonists. During the late nineteenth century, they understood the tropical environment as the greatest danger, and they sought to help their fellow colonizers to acclimate. Later, as their attention shifted to the role of microbial pathogens, colonial scientists came to view the Filipino people as a contaminated race, and they launched public health initiatives to reform Filipinos’ personal hygiene practices and social conduct. A vivid sense of a colonial culture characterized by an anxious and assertive white masculinity emerges from Anderson’s description of American efforts to treat and discipline allegedly errant Filipinos. His narrative encompasses a colonial obsession with native excrement, a leper colony intended to transform those considered most unclean and least socialized, and the hookworm and malaria programs implemented by the Rockefeller Foundation in the 1920s and 1930s. Throughout, Anderson is attentive to the circulation of intertwined ideas about race, science, and medicine. He points to colonial public health in the Philippines as a key influence on the subsequent development of military medicine and industrial hygiene, U.S. urban health services, and racialized development regimes in other parts of the world.

Book excerpt: In recent years it has become apparent that the interaction of imperialism with disease, medical research, and the administration of health policies is considerably more complex. This book reflects the breadth and interdisciplinary range of current scholarship applied to a variety of imperial experiences in different continents. Common themes and widely applicable modes of analysis emerge include the confrontation between indigenous and western medical systems, the role of medicine in war and resistance, and the nature of approaches to mental health. The book identifies disease and medicine as a site of contact, conflict and possible eventual convergence between western rulers and indigenous peoples, and illustrates the contradictions and rivalries within the imperial order. The causes and consequences of this rapid transition from white man's medicine to public health during the latter decades of the nineteenth and early years of the twentieth centuries are touched upon. By the late 1850s, each of the presidency towns of Calcutta, Bombay and Madras could boast its own 'asylum for the European insane'; about twenty 'native lunatic asylums' had been established in provincial towns. To many nineteenth-century British medical officers smallpox was 'the scourge of India'. Following the British discovery in 1901 of a major sleeping sickness epidemic in Uganda, King Leopold of Belgium invited the recently established Liverpool School of Tropical Medicine to examine his Congo Free State. Cholera claimed its victims from all levels of society, including Americans, prominent Filipinos, Chinese, and Spaniards.

Comparing Taiwan and the Philippines under the colonial rule of Japan and the United States, in the late nineteenth and early twentieth centuries, he shows similar situations produce different outcomes and yet lead us to one conclusion. Contemporary statebuilding efforts by the US and the UN start from the premise that strong states can and should be constructed through the establishment of representative government institutions, a liberalized economy, and laws that protect private property and advance personal liberties. But when statebuilding runs into widespread popular resistance, as it did in both Taiwan the Philippines, statebuilding success depends on reconfiguring the very fabric of society, embracing local elites rather than the broad population, and giving elites the power to discipline the people. In Taiwan under Japanese rule, local elites behaved as obedient and effective intermediaries and contributed to government authority; in the Philippines under US rule, they became the very cause of the state's weakness by aggrandizing wealth, corrupting the bureaucracy, and obstructing policy enforcement. As Statebuilding by Imposition details, Taiwanese and Filipino history teaches us that the imposition of democracy is no guarantee of success when forming a new state and that illiberal actions may actually be more effective. Matsuzaki's controversial political history forces us to question whether statebuilding, given what it would take for this to result in the construction of a strong state, is the best way to address undergoverned spaces in the world today.

Today, the Philippines, Indonesia, and Malaysia are primarily exporters of their surplus of cheap labor, with more than ten million emigrants from the region working all over the world. How did a prosperous region become a peripheral one? In The Making of a Periphery, Ulbe Bosma draws on new archival sources from the colonial period to the present to demonstrate how high demographic growth and a long history of bonded labor relegated Southeast Asia to the margins of the global economy. Bosma finds that the region’s contact with colonial trading powers during the early nineteenth century led to improved health care and longer life spans as the Spanish and Dutch colonial governments began to vaccinate their subjects against smallpox. The resulting abundance of workers ushered in extensive migration toward emerging labor-intensive plantation and mining belts. European powers exploited existing patron-client labor systems with the intermediation of indigenous elites and non-European agents to develop extractive industries and plantation agriculture. Bosma shows that these trends shaped the postcolonial era as these migration networks expanded far beyond the region. A wide-ranging comparative study of colonial commodity production and labor regimes, The Making of a Periphery is of major significance to international economic history, colonial and postcolonial history, and Southeast Asian history.
