Book excerpt: Historical studies of black youth activism have until now focused almost exclusively on the activities of the Congress of Racial Equality (CORE) and the Student Nonviolent Coordinating Committee (SNCC). However, the NAACP youth councils and college chapters predate both of those organizations. They initiated grassroots organizing efforts and nonviolent direct-action tactics as early as the 1930s and, in doing so, made significant contributions to the struggle for racial equality in the United States. This deeply researched book breaks new ground in an important and compelling area of study. Thomas Bynum carefully examines the activism of the NAACP youth and effectively refutes the perception of the NAACP as working strictly through the courts. His research illuminates the many direct-action activities undertaken by the young people of the NAACP — activities that helped precipitate the breakdown of racial discrimination and segregation in America. Beginning with the formal organization of the NAACP youth movement under Juanita Jackson, the author traces the group’s activities from their early anti-lynching demonstrations through their post–World War II “withholding patronage” campaigns to their participation in the sit-in protests of the 1960s. He also explores the evolution of the youth councils and college chapters, including their sometime rocky relationship with the national office, and shows how these groups actually provided a framework for the emergence of youth activism within CORE and SNCC. The author provides a comprehensive account of the generational struggle for racial equality, capturing the successes, failures, and challenges the NAACP youth groups experienced at the national, state, and local levels. He firmly establishes the vital role they played in the history of the civil rights movement in the United States and in the burgeoning tradition of youth activism in the postwar decades.

Despite this work, the library community has often overlooked—even ignored—its own history of White supremacy and deliberate inaction on the part of White librarians and library leadership. Author Wayne A. Wiegand takes a crucial step to amend this historical record. In Silence or Indifference: Racism and Jim Crow Segregated Public School Libraries analyzes and critiques the world of professional librarianship between 1954 and 1974. Wiegand begins by identifying racism in the practice and customs of public school libraries in the years leading up to the Brown v. Board of Education decision. This culture permeated the next two decades, as subsequent Supreme Court decisions led to feeble and mostly unsuccessful attempts to integrate Jim Crow public schools and their libraries. During this same period, the profession was honing its national image as a defender of intellectual freedom, a proponent of the freedom to read, and an opponent of censorship. Still, the community did not take any unified action to support Brown or to visibly oppose racial segregation. As Black school librarians and their Black patrons suffered through the humiliations and hostility of the Jim Crow educational establishment, the American library community remained largely ambivalent and silent. The book brings to light a distressing history that continues to impact the library community, its students, and its patrons. Currently available school library literature skews the historical perspective that informs the present. In Silence or Indifference is the first attempt to establish historical accountability for the systemic racism contemporary school librarianship inherited in the twenty-first century.

Edited by Winfred B. Moore Jr. and Orville Vernon Burton, this work originated with a highly publicized landmark conference on civil rights held at the Citadel in Charleston. The volume opens with an assessment of the transition of South Carolina leaders from defiance to moderate enforcement of federally mandated integration and includes commentary by former governor and U.S. senator Ernest F. Hollings and former governor John C. West. Subsequent chapters recall defining moments of white-on-black violence and aggression to set the context for understanding the efforts of reformers such as Levi G. Byrd and Septima Poinsette Clark and for interpreting key episodes of white resistance. Emerging from these essays is arresting evidence that, although South Carolina did not experience as much violence as many other southern states, the civil rights movement here was more fiercely embattled than previously acknowledged.
