Book excerpt: Hurricane Katrina was a stunning example of complete civic breakdown. Beginning on August 29, 2005, the world watched in horror as—despite all the warnings and studies—every system that might have protected New Orleans failed. Levees and canals buckled, pouring more than 100 billion gallons of floodwater into the city. Botched communications crippled rescue operations. Buses that might have evacuated thousands never came. Hospitals lost power, and patients lay suffering in darkness and stifling heat. At least 1,400 Louisianans died in Hurricane Katrina, more than half of them from New Orleans, and hundreds of thousands more were displaced, many still wondering if they will ever be able to return. How could all of this have happened in twenty-first-century America? And could it all happen again? To answer these questions, the Center for Public Integrity commissioned seven seasoned journalists to travel to New Orleans and investigate the storm’s aftermath. In City Adrift: New Orleans Before and After Katrina, they present their findings. The stellar roster of contributors includes Pulitzer Prize-winner John McQuaid, whose earlier work predicted the failure of the levees and the impending disaster; longtime Boston Globe newsman Curtis Wilkie, a French Quarter resident for nearly fifteen years; and Katy Reckdahl, an award-winning freelance journalist who gave birth to her son in a New Orleans hospital the day before Katrina hit. They and the rest of the investigative team interviewed homeowners and health officials, first responders and politicians, and evacuees and other ordinary citizens to explore the storm from numerous angles, including health care, social services, housing and insurance, and emergency preparedness. They also identify the political, social, geographical, and technological factors that compounded the tragedy. Comprehensive and balanced, City Adrift provides not only an assessment of what went wrong in the Big Easy during and following Hurricane Katrina, but also, more importantly, a road map of what must be done to ensure that such a devastating tragedy is never repeated.

Book excerpt: From floods to fires, tornadoes to terrorist attacks, governments must respond to a variety of crises and meet reasonable standards of performance. What accounts for governments’ effective responses to unfolding disasters? How should they organize and plan for significant emergencies? With fifteen adapted Kennedy School cases, students experience first-hand a series of large-scale emergencies and come away with a clear sense of the different types of disaster situations governments confront, with each type requiring different planning, resourcing, skill-building, leadership, and execution. Grappling with the details of flawed responses to the LA Riots or Hurricane Katrina, or with the success of the Incident Management System during the Pentagon fire on 9/11, students start to see the ways in which responders can improve capabilities and more adeptly navigate between technical or operational needs and political considerations.

Accurate information disseminated to the general public, to elected officials and community leaders, as well as to the media, reduces risk, saves lives and property, and speeds recovery. Disaster Communications in a Changing Media World, Second Edition, provides valuable information for navigating these priorities in the age of evolving media. The emergence of new media like the Internet, email, blogs, text messaging, cell phone photos, and the increasing influence of first informers are redefining the roles of government and media. The tools and rules of communications are evolving, and disaster communications must also evolve to accommodate these changes and exploit the opportunities they provide. Disaster Communications in a Changing Media World, Second Edition, illuminates the path to effective disaster communication, including the need for transparency, increased accessibility, trustworthiness and reliability, and partnerships with the media. - Includes case studies from recent disasters including Hurricane Sandy, the 2011 tsunami in Japan, and the Boston Marathon bombings - Demonstrates how to use blogs, text messages, and cell phone cameras, as well as government channels and traditional media, to communicate during a crisis - Examines current social media programs conducted by FEMA, the American Red Cross, state and local emergency managers, and the private sector - Updated information in each chapter, especially on how social media has emerged as a force in disaster communications

Book excerpt: This sweeping study traces the development of water policy in the United States from the 19th century to the present day, exploring the role of legislation in appropriating access to water to the American people. Three factors influence the development of water policy and politics in the United States: the availability of water, the manner in which people use the commodity to its maximum economic benefit, and governmental control. This book is a one-stop resource for understanding the scope of water issues in America, from governing doctrine and legislation, to Native American water rights, to water protection and pollution, and to the mitigation of natural and manmade disasters. Distinguished author and noted scholar John R. Burch Jr. reviews the conflicts among state, federal, and international agencies in dealing with water supply and points to competing legal rulings and laws as undermining the creation of a cohesive policy for all. Through an analysis of key documents, Burch examines the recent calamities befalling the American water system—including droughts, oil spills, and natural disasters—and considers the future of water distribution to the American people. Organized into six parts, sections include doctrines and rights, waters of the West, border regions water management and flood control, environmental issues, and water supply and safety.
