The free movement of goods, services, factors of production, and people is seen as a key outcome of the African Union’s Agenda 2063, which expresses broad goals and aspirations for development and political and economic integration on the continent. The 2014 Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods includes tripling intra-African agricultural trade by 2025 as one of seven major commitments. The African Continental Free Trade Area (AfCFTA), launched in January 2021, seeks to increase intra-African trade in order to boost industrial and socioeconomic development. With several important areas of the AfCFTA Agreement, including rules of origin, still under negotiation as of early 2023, the African Union adopted “Year of AfCFTA: Acceleration of the African Continental Free Trade Area Implementation” as its theme for 2023 in an effort to increase attention and commitment to the AfCFTA.

Available in PDF, EPUB and Kindle. Book excerpt: Since the establishment of the WTO, there have been significant changes in the legal and institutional landscape of many developing countries. Whatever the motivation for trade-related legal reform, our experience in the FAO Legal Office has been that besides the substantial costs involved, there are many challenges to successful and meaningful legal and institutional reforms. Legal drafters must therefore be well aware of the existing legal and administrative culture. They must also have a realistic appreciation of the resource constraints in the country, for inadequate resources certainly restrict the ability of implementing bodies to put new rules into practice. This study is about the nature and extent of these trade-related legal and institutional reforms with a particular focus on those of direct relevance to the agricultural sector. In addition to the sectoral focus on agriculture, the study places distinct emphasis on the challenges of developing countries in the implementation of trade-related international obligations in the agricultural sector. It derives from FAO's experience in advising countries on the implementation of agriculture-related WTO agreements, key elements of which are discussed and illustrated by three representative case studies.

Indeed, their correlation is one of the mostdiscussed issues of combating poverty. The relationship is of great importance because if there is a clear causal dependency, reducing poverty could fundamentally be limited to measures to promote growth. However, if there was low growth or stagnation it would not be possible to reduce poverty decisively. In the opposite case, that of the phenomena having no causal relation, promising measures to reduce poverty could be taken up even without economic growth. Hardly anyone now explicitly expresses the view that economic development trickles down automatically to the poor. Practical experience has refuted this assumption dating from the early days of development policy in the 1960s. However, a number of studies show development of growth and a decline in poverty running parallel. On the other hand, there are also examples which show that despite high economic growth poverty is not reduced markedly. The common answer to the question this raises is thus: Yes, growth can reduce poverty, but only if additional measures oriented on the poor are taken up. This is often termed pro-poor-growth. But what that means in detail and whether economic growth as such plays a causal role at all, is not clarified. It is worth taking a look at the arguments on the basis of more recent empirical and theoretical knowledge. Among the many indicators of poverty, the income of the poor (income poverty) has the closest relationship to economic growth. An increase in gross domestic product and thus national income could, if other factors come into play be linked with an increase in the per capita income of the poor.

Book excerpt: Trade in temperate zone farm products between the developed countries has been beset with problems since the GATT's inception in 1947. The basic problem was always that the conditions in world agricultural markets were distorted by the national agricultural policies followed by all developed countries - policies which national authorities were reluctant to adapt to conform with the requirements of a liberal international trading system for agricultural products. This book describes and analyses the attempts that were made to make trade in agriculture less distorted, more stable and predictable, and less of a dangerous source of political friction between nations, in successive rounds of negotiations under the General Agreement on Tariffs and Trade in the 45-year period from GATT's inception in 1947 to the end of the Uruguay Round in 1993. While the book analyses the development of international trade policy throughout the post-war period, particular attention is given to the Kennedy, Tokyo and Uruguay Rounds of GATT negotiations in which the problems of trade in agricultural products were confronted.

They participated in 4 meetings and approved the consensus policy statement published here with the background papers developed for the meetings. These background studies include suggestions for reforming government policies worldwide; a North American and European Community approach to decoupling the policy decisions that affect production from those that are pursued on social or environmental grounds; agriculture in GATT negotiations and developing countries; and exchange rates and their role in agricultural trade issues.

Book excerpt: The United States bans imports of certain agricultural and wildlife goods that can carry pathogens or diseases or whose harvest can threaten wildlife stocks or endanger species. Despite these bans, contraband is regularly uncovered in inspections of cargo containers and in domestic markets. This study characterizes the economic factors affecting agricultural and wildlife smuggling by drawing on inspection and interdiction data from USDA and the U.S. Fish and Wildlife Service and existing economic literature. Findings reveal that agricultural and wildlife smuggling primarily include luxury goods, ethnic foods, and specialty goods, such as traditional medicines. Incidents of detected smuggling are disproportionately higher for agricultural goods originating in China and for wildlife goods originating in Mexico. Fragmentary data show that approximately 1 percent of all commercial wildlife shipments to the United States and 0.40 percent of all U.S. wildlife imports by value are refused entry and suspected of being smuggled.
