Book excerpt: This research looks at the financial transactions that occurred within United States Naval Air Systems Command (NAVAIR) between fiscal years 2012-2016. It analyzes over 180 thousand transactions with a total value in excess of 146 billion dollars. NAVAIR uses the Navy Enterprise Resource Planning (ERP) system to process its financial transactions and, since its implementation, there has been an increase in the overall number of transactions. As a result, there is an effort underway to reduce the number of transactions. This research provides insights into NAVAIR business practices, develops a metric with which to gauge efficiency and benchmark performance, and provides a few simple linear regression equations to determine adherence to the newly established benchmarks. We conclude that 55% of NAVAIR financial transactions are intergovernmental and that they are responsible for 80% of all transactions requiring amendments. We were also able to determine that the number of line items on a purchase request grows by 39% for intergovernmental transactions when requiring amendments. These findings indicate that intergovernmental transactions are easy to amend. Therefore, we recommend placing more purchase request line items on a single purchase request and working to reduce the number of intergovernmental transactions requiring amendments. I. Some commercial breakthroughs in advanced analytics sound promising for DoD acquisition, but some might not be applicable; research is ongoing. Advancement should include developing a data analytics strategy across acquisition domains, expanding data governance and data sharing, and continuing to expand and mature data collection, access, and analytic layers. In support of this effort, the Office of the Secretary of Defense asked the National Defense Research Institute (NDRI), a federally funded research and development center operated by the RAND Corporation, to construct a baseline of the DoD's government acquisition and procurement functions, including a functional decomposition and estimate of the cost of executing the government portion of the DoD's acquisition enterprise. NDRI researchers estimated these costs at between $29 billion and $38 billion in fiscal year 2017 dollars. To gain perspective on these costs, NDRI researchers identified commercial benchmarks for the amount of program management levels. As a percentage of DoD contracting obligations, NDRI researchers estimated the DoD's program management portion of these costs at about 1.5 percent in the last few years, which is below industry benchmarks of 2-15 percent.

Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."
