On the contrary, he argues that it «is a discipline against which [...] serious charges need to be laid» (p. 1). Thereby he means the failure to provide a «generally accepted, comprehensive theory» about how to realise the overriding policy objectives according to Mills, namely the simultaneous achievement of substantial growth, full employment, moderate inflation, absence of poverty and sustainable development. Instead, the profession is «imprisoned by the implications of Say's Law» (p. 133). Moreover, economics on the whole is conservative and serves to legitimise the social status quo. Virtually only Keynes and post-war Keynesianism are exempted this verdict.There is much to criticize from a methodological point of view. Firstly, the formulation of any kind of universal benchmark against which to measure the economic doctrines of different times must roundly be rejected. Secondly, A Critical History of Economics clearly fails to achieve the appropriate scientific standards in some respect. A major deficiency lies in the treatment of literature. Mills persistently draws on other works on the history of economics, above all those by Blaug, Galbraith, Roll and Spiegel, whereas a treatment of primary sources is almost completely missing.
