The conflict over the past has played out in diverse arenas, including film, memoirs, court cases, and textbooks. It has had profound implications for democratization and relations between neighboring countries. This collection provides a comparative case study of how memories of World War II have been constructed and revised in seven European nations: France, Germany, Austria, Switzerland, Poland, Italy, and the USSR (Russia). The contributors include scholars of history, literature, political science, psychology, and sociology. Country by country, they bring to the fore the specifics of each nation’s postwar memories in essays commissioned especially for this volume. The use of similar analytical categories facilitates comparisons. An extensive introduction contains reflections on the significance of Europeans’ memories of World War II and a conclusion provides an analysis of the implications of the contributors’ findings for memory studies. These two pieces tease out some of the findings common to all seven countries: for instance, in each nation, the decade and a half between the late 1960s and the mid-1980s was the period of most profound change in the politics of memory. At the same time, the contributors demonstrate that Europeans understand World War II primarily through national frames of reference, which are surprisingly varied. Memories of the war have important ramifications for the democratization of Central and Eastern Europe and the consolidation of the European Union. It seeks to combine comparative politics and political history to examine core themes such as war experience, national security, military security, economic security, societal security, and research and education in three major European countries, i.e. France, Germany, and Britain. It analyses the references to the ensuing European integration process in national parliamentary debates, analyzing which national needs were thought European integration could cater to, but also which national positions were seen as being compromised by a closer European commitment. The development of a national position on European integration and in turn the evolution of European concepts are considered by using discourse theory on parliamentary debates in France, Germany, and Britain. Parliamentary discourses are shown to be an ideal source for analyzing grand themes, such as European integration, because they cover all fundamental ideas; they have to be public and open-ended deliberations which in turn determined the position of each country towards European integration. The great variety of positions reflected in the parliamentary discourse, in particular those which did not prevail and which did not find their way into the commonly accepted historical storyline of European integration, provide a greater comprehensiveness and a better understanding of the history of the European integration process.

Book excerpt: In most European countries, the horrific legacy of 1939–45 has made it quite difficult to remember the war with much glory. Despite the Anglo-American memory narrative of saving democracy from totalitarianism and the Soviet epic of the Great Patriotic War, the fundamental experience of war for so many Europeans was that of immense personal losses and often meaningless hardships. The anthology at hand focuses on these histories between the victors: on the cases of Hungary, Estonia, Poland, Austria, Finland, and Germany and on the respective, often gendered experiences of defeat. The book’s chapters underline the asynchronous transition to peace in individual experiences, when compared to the smooth timelines of national and international historiographies. Furthermore, it is important to note that instead of a linear chronology, both personal and collective histories tend to return back to the moments of violence and loss, thus forming continuous cycles of remembrance and forgetting. Several of the authors also pay specific attention to the constructed and contested nature of national histories in these cycles. The role of these ‘in-between’ countries – and even more their peoples’ multifaceted experiences – will add to the widening European history of the aftermath, thereby challenging the conventional dichotomies and periodisations. In the aftermath of the seventieth anniversary of 1945, it is still too early to regard the post-war period as mere history; the memory politics and rhetoric of the Second World War and its aftermath are again being used and abused to serve contemporary power politics in Europe

Book excerpt: The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.

Identity formation is an integral and tangible aspect of contemporary European politics. Drawing on an array of approaches, the author investigates empirically how six national, regional and all-European identities involve the exclusion of the East. The focus is on how identities are being renegotiated in practice. The readings of how Europe is constituted by its discourse on Turkey and Russia respectively argue that European identity of marked by these exclusions. The exclusions are part of the preconditions for action which are undertaken in political forums where European identity is seen as relevant, such as the debates about NATO and EU enlargement. Readings of regional discourses constituting repectively Northern and Central Europe argue that the politics of these regions serve to exclude those living further East. The two readings of Bashkir and Russian discourse demonstrate how the self/other nexus may be used as a springboard for analyzing national identities. The conclusion addresses the question of how far our present theoretical approaches may take us.

Book excerpt: This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. Emily Marker maps the horizons of belonging in postwar France as leaders contemplated the inclusion of France's old African empire in the new Europe-in-the-making. European integration intensified longstanding structural contradictions of French colonial rule in Africa: Would Black Africans and Black African Muslims be French? If so, would they then also be European? What would that mean for republican France and united Europe more broadly? Marker examines these questions through the lens of youth, amid a surprising array of youth and education initiatives to stimulate imperial renewal and European integration from the ground up. She explores how education reforms and programs promoting solidarity between French and African youth collided with transnational efforts to make young people in Western Europe feel more European. She connects a particular postwar vision for European unity—which coded Europe as both white and raceless, Christian and secular—to crucial decisions about what should be taught in African classrooms and how many scholarships to provide young Africans to study and train in France. That vision of Europe also informed French responses to African student activism for racial and religious equality, which ultimately turned many young francophone Africans away from France irrevocably. Black France, White Europe shows that the interconnected history of colonial and European youth initiatives is key to explaining why, despite efforts to strengthen ties with its African colonies in the 1940s and 1950s, France became more European during those years.
