This research investigated various business case frameworks for funding social housing as infrastructure, including using cost-benefit analysis (CBA) and other alternatives, in order to develop stronger analytical methodologies. The 'avoided cost' approach estimates whole-of-government savings across portfolios, avoiding assigning financial value to the 'intangible' dimensions of housing that a CBA would typically calculate. The 'housing adjusted life years' (HALY) methodology sees social housing as a welfare/ public health intervention which improves life expectancy and quality of life.

Book excerpt: From the mid-1940s, state housing authorities in Australia built large housing estates to enable home ownership by working-class families, but the public housing system they created is now regarded as broken. Contemporary problems with the sustainability, effectiveness and reputation of the Australian public housing system are usually attributed to the influence of neoliberalism. Housing, Neoliberalism and the Archive offers a challenge to this established ‘rise and fall’ narrative of post-war housing policy. Kathleen Flanagan uses Foucauldian ‘archaeology’ to analyse archival evidence from the Australian state of Tasmania. Through this, she reveals that the difference between past and present knowledge about the value, role and purpose of public housing results from a significant discontinuity in the way we think and act in relation to housing policy. Flanagan describes the complex system of ideas and events that underpinned policy change in Tasmania while telling a story about state housing policy, neoliberalism and history that has resonance for many other places and times. In the process, she shows that the story of public housing is more complicated than the taken-for-granted neoliberal narrative and that this finding has real significance for the dilemmas in public housing policy that face us in the here and now.

Chapters present diverse case studies from Europe, the Middle East, Africa, India, Australia, and the United States and discuss projects that range in scale from small housing initiatives to neighborhoods and to whole districts. They focus on diverse experiences of social mix: between university students and young professionals and low-income social housing tenants, between older, low-income residents and younger, middle-class residents, between diverse ethnic and social class groups sharing a neighborhood, and between private and public housing residents. Chapters also vary on the tools used to create social mix, from local non-for-profit initiatives, a national policy intervention, and urban policies that aim to enhance social mix. Lastly, the book shows the range of analytical tools researchers have used to understand the diverse appearances of social mix, its underlying goals, and its consequent outcomes. These include comparative analyses of social mix in diverse national and political settings, including the Global East, an evaluation of social mix from the perspective of social justice, a historical analysis of the development of an urban district, and a design analysis of urban renewal projects. The chapters in this book were originally published as a special issue of Journal of Urban Affairs.

It focuses on large-scale interventions composing public social housing stocks, realized during the second half of the twentieth century. Fortunately, after years of dedicated efforts, meaningful achievements have been made: the increasing participation of the people as a whole, combined with growing investments in land degradation prevention and ecological construction on the part of private enterprises, has to some extent compensated for the lack of government involvement. Further, Inner Mongolia has been a pioneer in the use of PPPs for the prevention and control of land degradation, which has yielded numerous ecological, social and economic benefits. To better promote the development of ecological construction and expand the participation in land degradation control, this book systematically studies the use of PPPs in the Inner Mongolia autonomous region, drawing on field investigations and case analyses to do so. Its main goal is to explore a public-private partnership model that can effectively expand the scale of investment in land degradation prevention and sustainable land management.
