However, the existing literature on territorial conflict rarely scrutinizes a pivotal, related question: what makes a state withdraw from an occupied territory, or entrench itself within it? In Understanding Territorial Withdrawal, Rob Geist Pinfold addresses this research gap. He focuses primarily on Israel, a unique but important milieu that offers pertinent lessons for other states facing similar policy problems. As Pinfold demonstrates, occupiers choose to either perpetuate or abandon an occupation because of three factors: their relations with the occupied, interactions with third parties, and the occupier's domestic politics. He argues that each withdrawal is the culmination of a gradual process of policy re-assessment. Critically, it is a combination of local violence and international pressure that causes popular and elite opinion within the occupier to endorse an exit, rather than perpetuate the status quo. To affirm this pattern, Pinfold constructs a generalizable framework for understanding territorial withdrawal. He then applies this framework to multiple case studies, which include: Israel's withdrawal from the Sinai Peninsula between 1974-1982; its "unilateral" withdrawal from southern Lebanon in 2000; and its "unilateral disengagement" from the Gaza Strip in 2005, as well as Israel's non-withdrawals from the West Bank and Golan Heights. Overall, Understanding Territorial Withdrawal delineates commonalities that manifested in each exit yet were absent in the cases of occupation without exit. A powerful analysis of a central concern for the study of international security, territorial conflict, and the Arab-Israel conflict alike, this book provides a critical intervention that identifies why occupiers either retain, or leave, occupied territory.

Book excerpt: In this book the record of the Marine occupation of the Dominican Republic from 1916-1924 is presented as an example of the active role played by the Marine Corps in the Caribbean region in the first three decades of the 20th Century. It was prepared principally from primary sources such as official reports, memoirs, personal correspondence, and recollection of the Marines involved. Captain Stephen M. Fuller, a Marine reserve officer, served on active duty as an aviation supply officer from 1968 to 1971. Subsequently, he spent three summers with the History and Museums Division, two of them in research and writing of this pamphlet and the third in preparation of a forthcoming pamphlet on Marines in Haiti. He has a Ph.D. in History from the University of New Mexico and currently is a candidate for the J. D. Degree at the University of Tulsa College of Law. In addition, he has taught for several years at Northeastern State College in Tahlequah, Oklahoma. The co-author, Dr. Graham A. Cosmas, joined the staff of the History and Museums Division in December 1973 after teaching at the University of Texas and the University of Guam. He has a Ph.D. in History from the University of Wisconsin and has published several articles on U.S. military history as well as An Army for Empire: The United States Army in the Spanish-American War.

In this definitive account of the resistance to the three longest occupations-in Nicaragua, Haiti, and the Dominican Republic-Alan McPherson analyzes these events from the perspective of the invaded themselves, showing why people resisted and why the troops eventually left. Confronting the assumption that nationalism primarily drove resistance, McPherson finds more concrete-yet also more passionate-motivations: hatred for the brutality of the marines, fear of losing land, outrage at cultural impositions, and thirst for political power. These motivations blended into a potent mix of anger and resentment among both rural and urban occupied populations. Rejecting the view that Washington withdrew from Latin American occupations for moral reasons, McPherson details how the invaded forced the Yankees to leave, underscoring day-to-day resistance and the transnational network that linked New York, Havana, Mexico City, and other cities.
