Book excerpt: Excerpt from A Compilation of the Messages and Papers of the Presidents, Vol. 9 This volume comprises the papers of Benjamin Harrison and of Grover Cleveland (second term). The events of these two Administrations of eight years, though highly interesting, coming as they do down to March 4, 1897, are so recent and fresh in the public mind that I need not com ment on them. This volume is the last of the series, except the Appendix and Index volume. The work of compiling was begun by me in April, 1895, just after the expiration of the Fifty-third Congress. I then anticipated that I could complete the work easily within a year. Though I have given my entire time to the undertaking when not engaged in my official duties as a Representative, instead of completing it within the time mentioned it has occupied me for nearly four years. The labor has been far greater than the Joint Committee on Printing or I supposed it would be. I had no idea of the difficulties to overcome in obtaining the Presidential pa pers, especially the proclamations and Executive orders. In the Prefa tory Note to Volume I, I said: I have sought to bring together in the several volumes of the series all Presidential proclamations, addresses, messages, and communications to Congress excepting those nominating persons to ofiice and those which simply transmit treaties, and reports of heads of Departments which contain no recommendation from the Exec utive. But after the appearance of Volume I, and while preparing the contents of Volume II, I became convinced that I had made a mistake and that the work to be exhaustive should comprise every message of the Presidents transmitting reports of heads of Departments and other communications, no matter how brief or unintelligible the papers were in themselves and that to make them intelligible I should insert editorial footnotes explaining them. Having acted upon the other idea in mak in g up Volume I and a portion of Volume II, quite a number of such brief papers were intentionally omitted. Being convinced that all the papers of the Executives should be inserted, the plan was modified accordingly. Book excerpt: Volume V of The Papers of Clarence Mitchell Jr. records the successful effort to pass the 1957 Civil Rights Act: the first federal civil rights legislation since 1875. Prior to the US Supreme Court’s landmark 1954 decision in Brown v. Board of Education, the NAACP had faced an impenetrable wall of opposition from southerners in Congress. Basing their assertions on the court’s 1896 “separate but equal” decision in Plessy v. Ferguson, legislators from the South maintained that their Jim Crow system was nondiscriminatory and thus constitutional. In their view, further civil rights laws were unnecessary. In ruling that legally mandated segregation of public schools was unconstitutional, the Brown decision demolished the southerners’ argument. Mitchell then launched the decisive stage of the struggle to pass modern civil rights laws. The passage of the Civil Rights Act of 1957 was the first comprehensive lobbying campaign by an organization dedicated to that purpose since Reconstruction. Coming on the heels of the Brown decision, the 1957 law was a turning point in the struggle to accord Black citizens full equality under the Constitution. The act’s passage, however, was nearly derailed in the Senate by southern opposition and Senator Strom Thurmond’s record-setting filibuster, which lasted more than twenty-four hours. Congress later weakened several provisions of the act but—crucially—it broke a psychological barrier to the legislative enactment of such measures. The Papers of Clarence Mitchell Jr. is a detailed record of the NAACP leader’s success in bringing the legislative branch together with the judicial and executive branches to provide civil rights protections during the twentieth century.

Book excerpt: In this sweeping history of United States policy toward Latin America, Lars Schoultz shows that the United States has always perceived Latin America as a fundamentally inferior neighbor, unable to manage its affairs and stubbornly underdeveloped. This perception of inferiority was apparent from the beginning. John Quincy Adams, who first established diplomatic relations with Latin America, believed that Hispanics were lazy, dirty, nasty...a parcel of hogs. In the early nineteenth century, ex-President John Adams declared that any effort to implant democracy in Latin America was as absurd as similar plans would be to establish democracies among the birds, beasts, and fishes. Drawing on extraordinarily rich archival sources, Schoultz, one of the country's foremost Latin America scholars, shows how these core beliefs have not changed for two centuries. We have combined self-interest with a civilizing mission--a self-abnegating effort by a superior people to help a substandard civilization overcome its defects. William Howard Taft felt the way to accomplish this task was to knock their heads together until they should maintain peace, while in 1959 CIA Director Allen Dulles warned that the new Cuban officials had to be treated more or less like children. Schoultz shows that the policies pursued reflected these deeply held convictions. While political correctness censors the expression of such sentiments today, the actions of the United States continue to assume the political and cultural inferiority of Latin America. Schoultz demonstrates that not until the United States perceives its southern neighbors as equals can it anticipate a constructive hemispheric alliance.
