In recent decades, however, poor landless workers have mounted a major challenge to this state of affairs. A broad grassroots social movement led by the Movement of Landless Rural Workers (MST) has mobilized hundreds of thousands of families to pressure authorities for land reform through mass protest. This book explores the evolution of the landless movement from its birth during the twilight years of Brazil&’s military dictatorship through the first government of Luiz In&ácio Lula da Silva. It uses this case to test a number of major theoretical perspectives on social movements and engages in a critical dialogue with both contemporary political opportunity theory and Mancur Olson&’s classic economic theory of collective action. Ondetti seeks to explain the major moments of change in the landless movement's growth trajectory: its initial emergence in the late 1970s and early 80s, its rapid takeoff in the mid-1990s, its acute but ultimately temporary crisis in the early 2000s, and its resurgence during Lula's first term in office. He finds strong support for the influential, but much-criticized political opportunity perspective. At the same time, however, he underscores some of the problems with how political opportunity has been conceptualized in the past. The book also seeks to shed light on the anomalous fact that the landless movement continued to expand in the decade following the restoration of Brazilian democracy in 1985 despite the general trend toward social-movement decline. His argument, which highlights the unusual structure of incentives involved in the struggle for land in Brazil, casts doubt on a key assumption underlying Olson's theory.

Book excerpt: The aim of this paper is to address the sources of technical and allocative inefficiency from a cross section sample of 308 beneficiaries of a market assisted land reform program, called “Cédula da Terra” from five states in Northeastern region of Brazil. In spite of some differences on governance of the “Cédula da Terra” in comparison with traditional expropriation land reform program, studies carried by Buainain et al. (2002) have shown small differences between then, regarding their social and economic characteristics. We believe that our results could be useful to identify the main problems of Brazilian land reform settlements. We estimated a potential production frontier following the methodology of Battese and Coelli (1995), Coelli et al. (1998) and applied econometric techniques to explain inefficiency. The results indicate the existence of technical and allocative inefficiency, which is identified mostly in situations where the presence of production for consumption is high. This is a result that shows how immature the agriculture activity is in most of Cédula da Terra Program settlements and the difficulty to overcome the limitations imposed by the initial condition of formation of agrarian reform, primarily in Northeastern region of Brazil.

Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. This book was a special issue of The Third World Quarterly.

Building on reforms that started in the 1980s, the SUS represented a significant break with the past, establishing health care as a fundamental right and duty of the state and initiating a process of fundamentally transforming Brazil's health system to achieve this goal. This report aims to answer two main questions. First is have the SUS reforms transformed the health system as envisaged 20 years ago? Second, have the reforms led to improvements with regard to access to services, financial protection, and health outcomes? In addressing these questions, the report revisits ground covered in previous assessments, but also brings to bear additional or more recent data and places Brazil's health system in an international context. The report shows that the health system reforms can be credited with significant achievements. The report points to some promising directions for health system reforms that will allow Brazil to continue building on the achievements made to date. Although it is possible to reach some broad conclusions, there are many gaps and caveats in the story. A secondary aim of the report is to consider how some of these gaps can be filled through improved monitoring of health system performance and future research. The introduction presents a short review of the history of the SUS, describes the core principles that underpinned the reform, and offers a brief description of the evaluation framework used in the report. She argues that social movements are not the politically coherent, bounded entities often portrayed by scholars, the press, and movement leaders. Instead, they are constantly changing mediations between localized moral economies and official movement ideologies. Wolford develops her argument by analyzing how a particular social movement works: Brazil’s Rural Landless Workers’ Movement, known as the Movimento Sem Terra (MST). Founded in the southernmost states of Brazil in the mid-1980s, this extraordinary grassroots agrarian movement grew dramatically in the ensuing years. By the late 1990s it was the most dynamic, well-organized social movement in Brazilian history. Drawing on extensive ethnographic research, Wolford compares the development of the movement in Brazil’s southern state of Santa Catarina and its northeastern state of Pernambuco. As she explains, in the south, most of the movement’s members were sons and daughters of small peasant farmers; in the northeast, they were almost all former plantation workers, who related awkwardly to the movement’s agenda of accessing “land for those who work it.” The MST became an effective presence in Pernambuco only after the local sugarcane economy had collapsed. Worldwide sugarcane prices dropped throughout the 1990s, and by 1999 the MST was a prominent political organizer in the northeastern plantation region. Yet fewer than four years later, most of the region’s workers had dropped out of the movement. By delving into the northeastern workers’ motivations for joining and then leaving the MST, Wolford adds nuance and depth to accounts of a celebrated grassroots social movement, and she highlights the contingent nature of social movements and political identities more broadly.
