Book excerpt: In the mountains of the Northern Pakistan, Tajikistan and Afghanistan School and schooling are both symbolic of wider ranging cultural and political battles over morals, modernity, development, gender and the rule of law. Educational Policies in Pakistan, Afghanistan, and Tajikistan: Contested Terrain in the Twenty-First Century is about both the normative battles over the purpose of education, as well as about the structural impediments to providing instruction in those remote and challenging locations where it is attempted. The analytical frames in this collection come primarily from the social sciences and comparative education. Contributors examine education, policy, processes and structures in the broader socio-cultural, religious and economic context of three countries sharing somewhat similar colonial and post- colonial legacy and current uprising of extreme religious positions and a drive to social-cohesion.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The authors report on a survey of primary public and private schools in rural Pakistan with a focus on student achievement as measured through test scores. Absolute learning is low compared with curricular standards and international norms. Tested at the end of the third grade, a bare majority had mastered the K-I mathematics curriculum and 31 percent could correctly form a sentence with the word "school" in the vernacular (Urdu). As in high-income countries, bivariate comparisons show that higher learning is associated with household wealth and parental literacy. In sharp contrast to high-income countries, these gaps decrease dramatically in a multivariate regression once differences between children in the same school are looked at. Consequently, the largest gaps are between schools. The gap in English test scores between government and private schools, for instance, is 12 times the gap between children from rich and poor families. To contextualize these results within a broader South Asian context, the authors use data from public schools in the state of Uttar Pradesh in India. Levels of learning and the structure of the educational gaps are similar in the two samples. As in Pakistan, absolute learning is low and the largest gaps are between schools: the gap between good and bad government schools, for instance, is 5 times the gap between children with literate and illiterate mothers.

Drawing on the extensive knowledge and experience that the authors bring to these challenges – this case study of the ‘broken promise’ of education for sustainable development will have significant impact in post COVID-19 Pakistan, South Asia more broadly, and in other postcolonial development contexts around the world.

Available in PDF, EPUB and Kindle. Book excerpt: Educational planning for developing countries is a much more strenuous and unpredictable enterprise than its name suggests. Among its hazards are the mental and physical strain, including illness, to which the foreign adviser is subject, the often critical absence of data, the instability of the economy, and particularly the idiosyncrasies of politicians and administrators. Through his own experience as a consultant to developing nations, Mr. Curle became intimately familiar with the problems and responsibilities of the foreign expert. In his wryly realistic view, the advisor, far from being a remote and godlike figure, is thrust in the middle of confusing and often frustrating conditions. He emphasizes the need for wisdom and common sense on the advisers part and gives a thoroughly practical appraisal of what accomplishments can be reasonably expected. Mr. Curle deals extensively with the state of education in Pakistan, where he was an adviser off and on for ten years.

Book excerpt: This ethnographic study examines the role of differing school knowledge in reproducing various social classes in the society. It was observed that an unequal availability of capital resources, agents' class habitus, and the type of their "cultural currency" act as selection mechanisms that clearly favour some social groups over others. The ruling classes ensure the transfer of their power and privilege to their children by providing them with quality education in elite schools. The disadvantaged classes are excluded from these unique institutions by both social and economic sanctions. They have no other option than to educate their children either in public schools or Islamic madaris. As a result, inequitable educational opportunities consolidate the existing social-class hierarchy.
