They were aimed at developing a theoretical and practical understanding of homeowners' attitudes and behaviors in the wildland-urban interface (WUI) in relation to the threat from wildland fires. Individual studies focused on models and methods that measured (1) value orientations (patterns of basic beliefs) toward natural processes, (2) attitudes toward wildland fire policies, and (3) behavioral intentions to adopt defensible space activities or support agency policies/actions. This report presents some of the key findings from these studies, highlights the practical consequences of adopting a theory-based approach to understanding wildland fire management in urbanized areas, and suggests strategies for successful wildfire-prevention education programs.

In addition, results from a survey of wildfire program managers provide insight into the obstacles faced in administering defensible space regulations. In evaluating program options, managers must assess/balance wildfire risk and safety issues with public acceptance of regulations and the potential effectiveness of the regulation in mitigating wildfire hazard.

Book excerpt: Residents in the wildland-urban interface (WUI) play an important role in reducing the catastrophic effects of wildfire by performing risk mitigation on their properties. Decisions about wildfire risk mitigation are complex and can be influenced by many factors. In 2017,the West Region Wildfire Council (WRWC), the Log Hill Mesa Fire Protection District, and the Wildfire Research (WiRē) Team collaborated to understand the nature of wildfire risk in the community served by the Log Hill Mesa Fire Protection District. This effort replicates an approach implemented in 2011 and 2012, which collected and analyzed wildfire risk data and social data in the same community of Log Hill Mesa Fire Protection District. This report focuses on the 2017 effort, which offers data-driven insights into the wildfire risk mitigation activities and related characteristics of residents in the Log Hill Mesa Fire Protection District. In general, the 2017 results highlight an engaged community with continued potential for more wildfire risk reduction on properties. Comparison against the 2011/2012 data suggests significant inertia in the ways that community residents engage with wildfire risk overtime, with slight decreases in perceived wildfire risk and select barriers to mitigation, slight increases in engagement amongst residents and with WRWC, and few other significant changes at the community level over time. We emphasize that these results may differ from the results of similar assessments and surveys in other communities.

Book excerpt: Exploding growth along the Colorado Front Range has expanded the wildland-urban interface-the area where homes and vegetation mix. This area, known as the WUI, is at high risk of wildfires. Wildfire risk is based on both natural conditions, such as invasive species and climate change, and human development decisions that allow continued growth in fire-prone areas. This thesis examines the approaches to wildfire risk mitigation taken by six counties along the Front Range. I argue that these mitigation approaches are effective but do not tackle important aspects of the wildfire problem, including who pays and how risks continue to increase. Counties should minimize development in the WUI by adopting strong policies that incorporate the full costs of fire protection into local jurisdictional budgets and address growth management in the WUI. This requires a greater incorporation of the land-use planning process into decisions that put people and property at risk to wildfire.

Book excerpt: The problem is that the Payson Fire Department (PFD) has vague and incomplete regulations to guide development and manage the vegetative and structural fuels that exist within the Wildland-Urban Interface (WUI). This situation creates an unacceptable risk to the community and keeps the fire department in a reactive frame of activity. The purpose of this descriptive research project examined pertinent literature, surveyed fire service code officials and analyzed the adopted WUI codes of several jurisdictions to identify programs and processes that would positively contribute to the adoption of the International Wildland-Urban Interface Code for Payson.
