Book excerpt: Excerpt from Civic Education in Elementary Schools As: Illustrated in Indianapolis Sir: From the inception of the tax-supported public school systems in the United States, one of their most important functions has been to give the instruction and training necessary for the intelligent performance of the duties of citizenship. Indeed, this work of preparation for citizenship has been and is still one of the strongest arguments for making education a function of the State and in justification of the levying of taxes for the support of schools. As the government and industrial and social life become more democratic, the importance of this function of the schools becomes more evident and necessary and the means of giving the necessary instruction and training becomes keener and more general. For several years the public schools of the city of Indianapolis have had a reputation for unusually good work in this direction. Since example adds much to the effectiveness of theory, and may be even more useful in results, I requested Mr. Arthur W. Dunn, the bureau's specialist in civic education, to make a careful study of this work in these schools for the purpose of making a concise report of its more important features. This Mr. Dunn was the better able to do because of the fact that he was at one time connected with the schools of Indianapolis as director of instruction and training in civics. The manuscript transmitted herewith is the result of this study. I recommend that it be published as a bulletin of the Bureau of Education. Respectfully submitted. The child must know what is right; he must desire to do it; but, most important of all, he must be trained, through constant practice, in the formation of goo-d habits. The knowledge of the right and the emotional basis for future action may be given by means of story, poem, song, memory gem, games, dramatization and other class or group exercises. In such instruction, care should be taken to avoid pointing the moral, as to do so is likely to Spoil the emotional reaction desired. While this instruo tion will constitute a very small part of the day's work, the doing side or practical application will be constant. In the main, the teacher's method should be one of securing results by commendation rather than by censure. Book excerpt: Excerpt from Citizenship and the Schools It would be extremely useful if the teachers of any school system, through reading circles or otherwise, could arrange their subjects harmoniously with this end in view, each making his own subject teach citizenship from its own view-point, so that the work of each teacher would supplement that of every other. In the higher grades where special teachers of separate subjects are employed, those teaching arithmetic, for example, would do well to work out a series of lessons adapted to local economic and social conditions, so that, while suited to the teaching of arithmetical principles, the lessons would also contribute to the work in history, geography, literature and science. The teachers in geography, in the same way, should prepare a series of lessons that would be of service to the classes in history, literature, and mathematics, while the teachers of history, liter ature, and science should so plan their work as not only to bring out the full value of those subjects from the social point of view, but also, by so doing, make each subject supplement the others. Adaptability to human service is the element in each case which will unify them. In the lower grades where all classes are taught by one teacher, such harmonious working of the different subjects can readily enough be planned, provided due care is taken and each subject is considered from the point of view of its relations to social life. If this book can contribute in even a slight degree towards giving our teachers the view-point of social and political betterment as their chief aim in teaching, I shall be content.
