Book Synopsis Navy Force Structure and Shipbuilding Plans by : Ronald O'Rourke

Available in PDF, EPUB and Kindle. Book excerpt: Updated 12/10/2020: In December 2016, the Navy released a force-structure goal that callsfor achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-shipgoal was made U.S. policy by Section 1025 of the FY2018 National Defense AuthorizationAct (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense(DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal. The new goal is expected to introduce a new, more distributed fleet architecture featuring asmaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier oflarge unmanned vehicles (UVs). On December 9, 2020, the Trump Administration released a document that can beviewed as its vision for future Navy force structure and/or a draft version of the FY202230-year Navy shipbuilding plan. The document presents a Navy force-level goal that callsfor achieving by 2045 a Navy with a more distributed fleet architecture, 382 to 446 mannedships, and 143 to 242 large UVs. The Administration that takes office on January 20, 2021,is required by law to release the FY2022 30-year Navy shipbuilding plan in connection withDOD's proposed FY2022 budget, which will be submitted to Congress in 2021. In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.
Book Synopsis Options for Strategic Military Transportation Systems by : David Alan Arthur
Download or read book Options for Strategic Military Transportation Systems written by David Alan Arthur and published by Congressional Budget Office. This book was released on 2005 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Congressional Budget Office study, prepared at the request of the Readiness Subcommittee of the House Committee on Armed Services, looks at the technical, operational, and cost issues associated with alternative transportation systems that DoD might develop and procure to reduce the time needed to deploy forces. The Department of Defense (DoD) is pursuing a variety of initiatives designed to reduce the time necessary to deploy combat forces around the world, including ongoing production of C-17 transport aircraft by the Air Force, development of concepts for the sea basing of military forces by the Navy and Marine Corps, and development of lighter, more easily transportable combat vehicles by the Army as part of its Future Combat Systems program. The study compares the advantages, disadvantages, and costs of six transportation alternatives: four that would use existing technologies and two that would develop more-advanced systems.

Book excerpt: "The present volume, Reposturing the Force: U.S. Overseas Presence in the Twenty-first Century, is the twenty-sixth in the Newport Papers monograph series, published since 1991 by the Naval War College Press. Its primary aim is to provide a snapshot of a process--the ongoing reconfiguration of America's foreign military "footprint" abroad--that is likely to prove of the most fundamental importance for the long-term security of the United States, yet has so far received little if any systematic attention from national security specialists and still less from the wider public. As such, it serves well the broad mission of the Newport Papers series--to provide rigorous and authoritative analysis, of a sort not readily available in the world of academic or commercial publishing, of issues of strategic salience to the U.S. Navy and the national security community generally"--Foreword.

Book Synopsis An Analysis of the Navy's Fiscal Year 2011 Shipbuilding Plan by :
Download or read book An Analysis of the Navy's Fiscal Year 2011 Shipbuilding Plan written by and published by . This book was released on 2010 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy is required by law to submit a report to the Congress each year that projects the service's shipbuilding requirements, procurement plans, inventories, and costs over the coming 30 years. Since 2006, the Congressional Budget Office (CBO) has been performing an independent analysis of the Navy's latest shipbuilding plan at the request of the Subcommittee on Seapower and Expeditionary Forces of the House Armed Services Committee. This CBO report, the latest in that series, summarizes the ship requirements and purchases described in the Navy's 2011 plan and assesses their implications for the Navy's funding needs and ship inventories through 2040. The new plan appears to increase the required size of the fleet compared with earlier plans, while reducing the number of ships to be purchased, and thus the costs for ship construction, over the next three decades. Despite those reductions, the total costs of carrying out the 2011 plan would be much higher than the funding levels that the Navy has received in recent years.
Book Synopsis Asia-Pacific Rebalance 2025 by : Michael Green
Download or read book Asia-Pacific Rebalance 2025 written by Michael Green and published by Rowman & Littlefield. This book was released on 2016-02-04 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

The Navy estimates the procurement cost of this ship at $2 billion. The ship received $184 million in FY 2010 advance procurement funding, and the Navy plans to request the remaining $1.9 billion of the cost in the FY 2012 budget. Accordingly, the Navy¿s proposed FY 2011 budget does not request any procurement funding for the LPD-17 program. Book Synopsis Amphibious Shipping Shortfalls by : Maren Leed
Download or read book Amphibious Shipping Shortfalls written by Maren Leed and published by Rowman & Littlefield. This book was released on 2014-09-18 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report, the CSIS Harold Brown Chair in Defense Policy Studies analyzes the types of capabilities necessary across the range of military operations, and compares that with the characteristics of amphibious ships, as well as those in the Combat Logistics Fleet, Maritime Prepositioning Force, and others. Resulting shortfalls in key capability areas suggest some degree of risk. The study then describes how amenable those risks may be to mitigation and some of the associated implications. This report provides a framework for policymakers to understand those areas in which alternative platforms might be most useful, where risks associated with their employment are most significant, and how readily broadening platforms beyond the uses for which they were designed might be accomplished.
