It focuses on the primary reasons for their failure: excessive right-left student activism, political polarization, intellectual-academic irresponsibility, status quo conservative and communist inspired subversion of the political process, ineffective civilian political leadership, excessive number of political parties, the impact of communist success in Indochina, and US foreign policy twards Thailand during this period. The paper also examines basic attitudes and patterns of action of traditional Thai political culture that may have indirectly contributed to the failure of democracy in Thailand. A central theme of the paper, however, is that old Thai bureaucratic polity that governed Thailand from 1932 to October 1973 collapsed because its political process could not cope with the rise of new economic and social pressures tht its earlier development 'successes' created. Thailand, in short, is seen as a case study of the hypothesis that long term economic development and political stability cannot occur and be maintained without corresponding development of the political structure and process that ultimately will develop and define the policies and processes most conducive to steady economic and social progress.

The Royal Thai Scholars program is a government initiative that selects young Thai students to receive full scholarships for study in the United States from their postgraduate year of high school to the completion of a BA, MA, or PhD. In return, the scholars commit to working for Thailand’s government for twice the number of years spent abroad. The current study’s inquiry question, “How does the Royal Thai Scholars program impact the identity of returning Royal Thai Scholars?”, is accompanied by two subquestions: “Do the returning Royal Thai Scholars actively take part in social innovation in Thailand after their return?” and “How does the intercultural re-entry experience affect their process of re-entry into Thai society?” This case study research employed a social constructivist paradigm to focus on the influence and impact of the program on identity during the scholars’ re-entry period. To gather data, a triangulated method was used. First, a survey with 35 open-ended questions was sent to returned Thai Scholars through affiliated organizations and gathered 13 responses. Second, a focus group was conducted with four members of one of the affiliated support organizations, the Office of Educational Affairs (OEA). A close analysis of the results from the survey and focus group participants revealed indications that the Royal Thai Scholars program did impact the scholars’ identities through several identity shifts that developed during their sojourn in the United States. Although Scholars reported noticeable identity shifts, the majority recalled easily reintegrating with Thai society; although some participants noted difficulty adapting to the organizational culture of the Thai public sector. Even though the TS behaved and felt differently, these changes did not cause adverse effects to their integration back into Thai society. The case study underscores the importance of the Thai Scholars’ voices, through narrative examples, a discussion section, and a suggested re-entry support program." -- abstract.
