It confronts the distinction between women’s increasing wealth as a consequence of the success of microcredit programmes and their apparent non-commensurate empowerment, looking at two organisations (the Grameen Bank and the Bangladesh Rural Advancement Committee) as they operate in two localities in rural Bangladesh, in order to discover how enrichment and empowerment are often confused. The book goes on to establish that the well-publicised success stories of the microcredit programme are blown out of proportion, and that the dynamics of collective responsibility for repayment of loans by a group of women borrowers – usually seen to be a tool for the success of microcredit – is in fact no less repressive than traditional debt collectors. This book makes a contribution to development debates; challenging adherents to more closely specify those conditions under which microcredit does indeed have validity, as well as providing insights relevant to South Asian Studies and Development Studies.

Book excerpt: The Local Production and Assistance (LPA) Unit in the Regulation and Prequalification Department (RPQ), Access to Medicines and Health Products Division (MHP), WHO, supports Member States, particularly low- and middle-income countries (LMICs), to strengthen sustainable local production and technology transfer to improve timely, equitable access to quality, safe and effective essential medical products. The LPA Unit provides assistance and support to Member States with an ecosystem-wide and holistic approach, such as fostering global coordination and partnerships, conducting ecosystem assessments for sustainable, quality local production, developing & implementing strategies/roadmaps, providing comprehensive capacity building and technical assistance, including for WHO Prequalification (PQ)/Emergency Use Listing (EUL), facilitating technology transfer (TT) and developing global resources on local production and TT. A landmark resolution WHA74.6 on strengthening local production of medicines and other health technologies to improve access was adopted in the Seventy-fourth World Health Assembly, signalling globally the important role local production plays in improving access and strengthening health security. Within this mandate, the LPA Unit, developed a series of case studies on the ecosystem for local production of pharmaceuticals, vaccines and biologicals, with a focus on country context in the low- and middle-income countries. These case studies add to the existing repository of resources on strengthening local production and technology transfer of health products for countries to leverage upon when countries embark in these areas. The countries in this series are Bangladesh, Kenya, Nigeria, Pakistan, Senegal and Tunisia. From July to September 2022, a series of interviews and consultative meetings, including a review of available literature, policies and other documents, and administration of a questionnaire, were performed. This case study is intended to report the collated information in areas such as available policies, initiatives, financing, regulatory system, patent protection system, research and development work, markets and capacity and preparedness to uptake local production of quality-assured pharmaceuticals, vaccines (including mRNA vaccines), and biologicals. The expectations and needs of these countries were also collected and included in the case study, along with proposed recommendations, for the reader to see various viewpoints towards strengthening sustainable local production and achieving universal health coverage and the Sustainable Development Goals.

Shahidur Rahman has found that although globalization has created opportunities, the process of globalization has also triggered a deformed development leaving Bangladesh increasingly vulnerable to shifts and tensions within the world trading regime. Bangladesh’s vulnerability, experienced as a constraining framework by all the major actors in dependent industrialization, is of particular importance to the progress both of workers and of Bangladesh’s industrializing modernizers in the garment industry. This book intends to respond to three questions. First, has the garment industry been able to counteract the vulnerability that women garment workers had experienced in their villages? Second, is the formation of a welfare committee a substitute model for unions when it comes to protecting women’s rights? Finally, how is a Least Developing Country dealing with both domestic and external pressures in its response to globalization? Rahman argues that in spite of the opportunities created by the growth of the garment industry, the key actors such as workers, entrepreneurs, unions, and even the government have become vulnerable in the process of the global integration of this industry. This is an ethnographic study that tells the story of the rise, growth, and demise of a Bangladeshi garment company. From a broader approach, an internal force such as the government of Bangladesh is not alone in being responsible for pushing the workers into a vulnerable position; external pressure on the state is also responsible for intensifying the vulnerability of Bangladeshi institutions and actors. Climate change is one of the biggest challenges to society. It can lead to serious impacts on production, life and environment on a global scale. Higher temperatures and sea level rise will cause flooding and water salinity problems which bring about negative effects on agriculture and high risks to industry and socio-economic systems in the future. Climate change leads to many changes in global development and security, especially energy, water, food, society, job, diplomacy, culture, economy and trade. The Intergovernmental Panel on Climate Change (IPCC) defines climate change as: “Any change in climate over time, whether due to natural variability or as a result of human activity.” Global climate change has emerged as a key issue in both political and economic arenas. It is an increasingly questioned phenomenon, and progressive national governments around the world have started taking action to respond to these environmental concerns.
