Book excerpt: In developing countries across Asia, food marketing parastatals have played an important role in agricultural policy, especially with regard to government efforts to stabilize food prices. Three broad market failures constitute the primary arguments for this form of government intervention: a lack of market integration stemming from inadequate infrastructure, the absence or inadequacy of risk-mitigating institutions and markets, and the need to protect the world's poorest communities from a volatile global market. Opponents of such public intervention schemes claim that the old rationales are no longer convincing, that the programs are not cost-effective and do not allocate resources optimally, and that private institutions are strong enough to take over many of the functions traditionally performed by parastatals. In From Parastatals to Private Trade, the editorsclearly from the latter camppose three general questions: Why must parastatal-centered policies in Asia change, when should policy changes occur, and how should such change happen: gradually or abruptly? Experts in agricultural policy use case studies from South Asia (Bangladesh, India, and Pakistan) and East Asia (Indonesia, the Philippines, and Vietnam) to answer these questions; and a concluding chapter synthesizes these countries' experiences with price stabilization programs. Book excerpt: Contrary to the generally positive connotation of development as structural improvement in people's well-being, development policies, programmes and projects often affect people's lives in a negative way. Is there, then, a protection against such "development hazards"? The question is highly topical as about ten million people annually enter the cycle of forced displacement and relocation due to development projects. Their lack of access to decision-making on development policies is part of the problem. In this context the internationally declared right to development might offer a solution as it stipulates free and meaningful participation. The analyses in this thesis show that the official and international consensus on the moral ideas behind the right to development is insufficient to guarantee proliferation and implementation of that discourse at the grass root level. In Indonesia, efforts towards implementation reflect different dynamics entailing competing encounters between all stakeholders, which sometimes are unfavourable to the poor. Notably, the enforcement of the right to development - as both a legal resource and a political instrument to change development practices - needs to be firmly rooted in an enabling, rather than adverse, national environment. While opening a new dialogue on the right to development as an instrument to combat development hazards, this book reveals the complex interface between human rights and development as actually practised.

Climate change adds a further challenge, as changes in temperature and precipitation threaten agricultural productivity and the capacity to feed the world's population. This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.Using various modeling techniques, the authors project 15 different future scenarios for food security through 2050. Each scenario involves an alternative combination of potential population and income growth and climate change. The authors also examine the specific test case of a hypothetical extended drought in South Asia, to demonstrate the possible effects of increased climate variability on a particular world region. They conclude that the negative effects of climate change on food security can be counteracted by broad-based economic growthparticularly improved agricultural productivityand robust international trade in agricultural products to offset regional shortages. In pursuit of these goals, policymakers should increase public investment in land, water, and nutrient use and maintain relatively free international trade. This inquiry into the future of food security should be of use to policymakers and others concerned with the impact of climate change on international development.
