Book excerpt: In Volume 15 Jefferson, a veteran of the councils of his own country's revolution, becomes an eyewitness of the opening events of the great upheaval in France in 1789. The Archbishop of Bordeaux and his colleagues of the National Assembly ask Jefferson's aid and counsel in drafting a new constitution; he declines in July but gives a private dinner in August for Lafayette and the moderates who wish to form a coalition and thus avoid civil war. He is catapulted into the limelight by Mirabeau's attack on Necker for the shortage of grain and flour. He advises Lafayette about the latter's proposed draft of a Declaration of Rights and proposes a compromise charter for France in order to gain time, to consolidate the advances already made, and to allow public opinion to ripen. Jefferson dines with De Corny and learns at first hand what happened at the fall of the Bastille. Three days later he is among the crowds with Dugald Stewart, the young Scottish philosopher, as Louis XVI is "led in triumph by his people thro' the streets of the capital." He writes long dispatches to Jay and private letters to Thomas Paine and Richard Price, among others, detailing the events that he regarded as "the first chapter of the history of European liberty." Early in September Jefferson becomes ill and, treated by a philosopher-physician, is possessed by the idea that "the earth belongs in usufruct to the living." He urges Madison to develop this concept and to apply it to American legislation--but his ostensible purpose is supported by arguments addressed wholly to the situation in France, whereby he furnishes justification for the abolition of ancient debts, the public appropriation of feudal grants, the wiping out of hereditary privileges, and the eradication of monopolies. Late in September, with Polly, Patsy, Petit, and two servants, Jefferson leaves Paris for a six months' leave, unaware that the same day the United States Senate confirmed his nomination as Secretary of State. Four weeks later he lands in Norfolk, where he is greeted by the officials--and finds that politics and anti-federalism are far from inactive in Virginia.

In fact, as Cecilia O'Leary shows, most trappings of the nation's icons were modern inventions that were deeply and bitterly contested. While the Civil War determined the survival of the Union, what it meant to be a loyal American remained an open question as the struggle to make a nation moved off of the battlefields and into cultural and political terrain. Drawing upon a wide variety of original sources, O'Leary's interdisciplinary study explores the conflict over what events and icons would be inscribed into national memory, what traditions would be invented to establish continuity with a "suitable past," who would be exemplified as national heroes, and whether ethnic, regional, and other identities could coexist with loyalty to the nation. This book traces the origins, development, and consolidation of patriotic cultures in the United States from the latter half of the nineteenth century up to World War I, a period in which the country emerged as a modern nation-state. Until patriotism became a government-dominated affair in the twentieth century, culture wars raged throughout civil society over who had the authority to speak for the nation: Black Americans, women's organizations, workers, immigrants, and activists all spoke out and deeply influenced America's public life. Not until World War I, when the government joined forces with right-wing organizations and vigilante groups, did a racially exclusive, culturally conformist, militaristic patriotism finally triumph, albeit temporarily, over more progressive, egalitarian visions. As O'Leary suggests, the paradox of American patriotism remains with us. Are nationalism and democratic forms of citizenship compatible? What binds a nation so divided by regions, languages, ethnicity, racism, gender, and class? The most thought-provoking question of this complex book is, Who gets to claim the American flag and determine the meanings of the republic for which it stands?

The rise of global populism reveals a tension in Western thinking about democracy. Warnings about the "populist threat" to democracy and "authoritarian" populism are now commonplace. However, as Emily B. Finley argues in The Ideology of Democratism, dismissing "populism" as anti-democratic is highly problematic. Beyond Polarized American Democracy: From Mass Society to Coups and Civil War suggests remedies for each of ten types of nonviolent civil war, but most are long-term solutions that cannot deal with an imminent threat. Accordingly, the book reviews governmental and military resources as well as efforts to counteract the ideological contest through political innovations. The analysis flows from the sociological Mass Society Paradigm, which argues that democracy’s survival depends upon the ability of civil society to relay the needs of the people to institutions of government and provide effective pressure for corrective action. It means to talk – together with about the true and republican revolution, that of the right of independence – about a missed revolution – that of the natural rights of man. From a historiographical point of view, it means, in the American revolution, to break the continuity between the Declaration and the Constitution. Therefore, now those rights become fundamental in the current debate on the contemporary human rights – a debate in which their historical foundation is brought into question.
