Book excerpt: While DFID's total budget is increasing, the Department will both restrict operating costs to 2% by 2014-15 and reduce its administrative costs by a third in real terms, from £128 million in 2010-11 to £94 million by 2014-15. This report warns that capping operational costs and staff numbers may not reduce overall costs or improve effective delivery of development assistance. The International Development Committee also raises concerns that cost pressures are driving DFID to use consultants to deliver its programmes, rather than in-house expertise. The Department spends £450 million on technical cooperation per year. Much of this is good work, yet it was unclear exactly what this money was spent on, or how effective it was and the extent to which external providers were used. DFID needs to improve its assessment of which projects and services it should use consultants for; and assess more carefully the use of consultants to manage the Department's own delivery programmes. In its efforts to reduce administrative spending DFID might be 'exporting' these costs to other organisations, including NGOs and multilateral aid organisations, with higher real administration costs. The Department should assess the best and most effective way to deliver development assistance as it may be able to do it more cheaply and effectively than external organisations. The report recommends that the Department improves its tracking of and reporting on the total cost of administering its aid programme with the aim of quantifying how much aid actually ends up reaching recipients.

Book excerpt: A wide-ranging analysis of a powerful but controversial new economic tool that has rapidly eclipsed the size of the hedge fund market In 2006, Chile teemed with protesters after finance minister Andrés Velasco invested budget surpluses from the nation's historic copper boom in two Sovereign Wealth Funds. A year later, when prices plummeted and unemployment soared, Chile's government was able to stimulate recovery by drawing on the funds. State-owned investment vehicles that hold public funds in a wide range of assets, Sovereign Wealth Funds enable governments to access an unprecedented degree of wealth. Consequently, more countries are seeking to establish them. Looking at Chile, China, Australia, Singapore, and numerous other examples, including a comparative analysis of Britain and Norway's use of oil revenues, Angela Cummine tackles the key ethical questions surrounding their use, including: To whom does the wealth belong? How should the funds be managed, invested, and distributed? With sovereign funds--and media attention--continuing to grow, this is an invaluable look at a hotly debated economic issue.

Available in PDF, EPUB and Kindle. Book excerpt: Financial regulation has entered into a new era, as many foundational economic theories and policies supporting the existing infrastructure have been and are being questioned following the financial crisis. Goodhart et al’s seminal monograph "Financial Regulation: Why, How and Where Now?" (Routledge:1998) took stock of the extent of financial innovation and the maturity of the financial services industry at that time, and mapped out a new regulatory roadmap. This book offers a timely exploration of the "Why, How and Where Now" of financial regulation in the aftermath of the crisis in order to map out the future trajectory of financial regulation in an age where financial stability is being emphasised as a key regulatory objective. The book is split into four sections: the objectives and regulatory landscape of financial regulation; the regulatory regime for investor protection; the regulatory regime for financial institutional safety and soundness; and macro-prudential regulation. The discussion ranges from theoretical and policy perspectives to comprehensive and critical consideration of financial regulation in the specifics. The focus of the book is on the substantive regulation of the UK and the EU, as critical examination is made of the unravelling and the future of financial regulation with comparative insights offered where relevant especially from the US. Running throughout the book is consideration of the relationship between financial regulation, financial stability and the responsibility of various actors in governance. This book offers an important contribution to continuing reflections on the role of financial regulation, market discipline and corporate responsibility in the financial sector, and upon the roles of regulatory authorities, markets and firms in ensuring the financial health and security of all in the future.

Available in PDF, EPUB and Kindle. Book excerpt: When it comes to the economy, American voters can no longer count on the Political Class. We are the ones who truly want progress, and—despite what politicians would lead us to believe—we are the only ones willing to make the difficult but necessary changes that willrestore our country’s fiscal sanity. For years, Americans have elected candidates who promise to reduce spending. Yet spending has steadily increased for more than half a century. For just as long, politicians have blamed voters, claiming a lack of public support for the necessary cuts to reduce the budget deficit. On the contrary, evidence suggests that voters are far more willing than politicians to make the compromises to eliminate this massive burden from future generations. Now, influential political analyst Scott Rasmussen, one of the most recognized public opinion pollsters in America, proves that our politicians are intentionally perpetrating a flat-out lie about their short-sighted and destructive economic choices and our hard-earned money. In The People’s Money, Rasmussen explores clear-headed, responsible, and reasonable ways to eliminate a deficit that is much larger than politicians would have us believe—$123 trillion and counting—all with the vast support of the American people. This is Rasmussen on: ·The bailouts—the cause and effects, and the catalyst that fueled the current era of discontent ·National defense—and the $100 billion annual cost that could be erased today with absolutely no threat to security ·Social security—and a plan that could not only reduce spending by trillions of dollars but offer a more satisfying plan for retirees ·Tax burdens—and the truth behind the changes Americans are willing to make for the sake of their country ·Government payroll—and the commonsense cuts that are necessary ·Health care—and why the current plans, from both Republicans and Democrats, are financially unhealthy Drawing on a comprehensive review of history, revelatory budgetary documents, and enlightening public opinion polls, Rasmussen lays out a step-by-step budget that could wipe out trillions from the national debt. It’s his job to call on the American people for their opinion. Resoundingly, they have called back with a collective voice that is at once hopeful, frustrated, honest, and angry. If only the American Political Class would listen. Until then, The People’s Money is a call to arms for the people to be heard, an ultimatum for a grossly out-of-touch American political system, and one of the most provocative, important, informed, and yet hopeful books on the economic state of the country yet written.

Available in PDF, EPUB and Kindle. Book excerpt: The impact of the global crisis was milder in Australia than in other advanced economies owing to strong demand from Asia and decisive policy responses. Australian banks were resilient to the global crisis, and the labor market was flexible in the face of the shock. The exit from fiscal stimulus is appropriate as is the recent review of the tax system. Banks could adopt riskier strategies and require vigilance. The exchange rate is overvalued but will dissipate as interest rates in other advanced economies eventually normalize.
