Available in PDF, EPUB and Kindle. Book excerpt: The report was issued as a statutory requirement of the Colorado State Board of Education. The report was directed to include, but not be limited to: (1) Whether student scores have improved since the accountability reports were issued in 2001; (2) Data on safety incidents involving students; (3) Whether the format of the School Accountability Reports (SARs) could be improved; (4) Whether the State Board or Department has been informed of problems with the SARs; and (5) Whether the State Board recommends that the SARs be continued. Gains since the first SAR indicate steady, but slow progress. The more significant gains are in the sheer number of schools that have been able to move up in the ratings from 2001 to 2004. Incidents involving student safety show nearly a 6% decline since 2001. Nine general issues identified by the report include: (1) Flexibility is needed for this Board to manage the quality and productivity of the SAR; (2) Data needs to be presented in a more readable format; (3) Colorado's three measures of holding schools accountable can be better communicated and reported to parents; (4) Clarify the use of the new academic growth rating for students; (5) Review and clean up statutory language on John Irwin Award Program; (6) Parents like the information on the SAR, but do not feel empowered to act; (7) Split schools require multiple SARs; (8) Use the Internet in a better way as an interactive communication toll with the SARs; and (9) Re-baseline weighted total scores to performance grades. Eighteen recommendations are discussed, these changes include verbiage changes for clarification, moving information from one part of the report to another, adding accreditation status and removal of irrelevant information. The report concludes that the School Accountability Report statutory language is one of the most prescriptive pieces of legislation that the State Board of Education must administer. While appreciating that the SAR is the most visible accountability system in Colorado, the State Board unanimously feels that added flexibility and less micromanagement of the reporting process would produce a more useful tool for both parents and policy-makers. Understanding the need for consistency with this type of report, the Board recommends making gradual changes over time rather than annual major overhauls. Allowing for the noted recommendations, the State Board of Education recommends the SAR be continued. The following are appended: (1) CSAP Trends 2001-2004; and (2) Safety Incidents and Actions Taken. (Contains 3 figures and 2 tables.).

Book excerpt: Honest, engaging, and inspiring, Our School tells the story of Downtown College Prep, a public charter high school in San Jose that recruits underachieving students and promises to prepare them for four-year colleges and universities. The average student enters ninth grade with fifth-grade reading and math skills. Many have slid through school without doing homework. Some barely speak English. Tracking the innovative and pioneering program, award-winning journalist Joanne Jacobs follows the young principal who tries to shake the hand of every student each day, the dedicated teachers who inspire teens to break free from their histories of failure, and the immigrant parents who fight to protect their children from gangs. Capturing our hearts are the students who overcome tremendous odds: Roberto, who struggles to learn English; Larissa, a young mother; Pedro, who signals every mood change with a different hair cut; Selena, who's determined to use college as her escape from drudgery; the girls of the very short, never-say-die basketball team; and the Tech Challenge competitors. Some will give up on their dreams. Those who stick with the school will go on to college. This gritty yet hopeful book provides a new understanding of what makes a school work and how desire, pride, and community--ganas, orgullo, and communidad--can put students on track for success in life.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the key importance of accountability for the legitimacy of humanitarian action, inadequate academic attention has been given to how the concept of accountability is evolving within the specific branches of the humanitarian enterprise. Up to now, there exists no comprehensive account of what we label the 'technologies of accountability', the effects of their interaction, or the question of how the current turn to decision-making software and biometrics as both the means and ends of accountability may contribute to reshaping humanitarian governance. UNHCR and the Struggle for Accountability explores the UNHCR's quest for accountability by viewing the UNHCR's accountability obligations through the web of institutional relationships within which the agency is placed (beneficiaries, host governments, implementing partners, donors, the Executive Committee and UNGA). The book takes a multidisciplinary approach in order to illuminate the various layers and relationships that constitute accountability and also to reflect on what constitutes good enough accountability. This book contributes to the discussion regarding how we construct knowledge about concepts in humanitarian studies and is a valuable resource for academics, researchers and professionals in the areas of anthropology, history, international relations, international law, science, technology studies and socio-legal studies.

Book excerpt: The effectiveness and efficiency of a country's public sector is vital to the success of development activities, including those the World Bank supports. Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. . The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. . Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service.

Available in PDF, EPUB and Kindle. Book excerpt: Public accountability is a hallmark of modern democratic governance and the foundation of the popular performance management movement. Democracy is just an empty exercise if those in power cannot be held accountable in public for their acts and omissions, for their decisions, their policies, and their expenditures. This book offers a finely detailed and richly informed consideration of accountability in both government and the contemporary world of governance. Twenty-five leading experts cover varying aspects of the accountability movement, including multiple and competing accountabilities, measuring accountability, accountability and democratic legitimacy, and accountability and information technology, and apply them to governments, quasi-governments, non-government organizations, governance organizations, and voluntary organizations. Together they provide the most comprehensive consideration of accountability currently available, with a blend of theoretical, empirical, and applied approaches.
