Book excerpt: Thorvald Stoltenberg President of the Norwegian Red Cross Chairman of the Editorial Advisory Board Despite the very optimistic language on the imminence of new accessions to the European Union that came out of the June 2001 European Council in Gothen burg, it will serve no good purpose to neglect the fact that EU membership for the Central and Eastern European applicants remains a difficult process. Painful experience makes it prudent to exercise caution in predicting developments with in the European Union. Negotiations may drag out, snags may appear and some thing may happen on the way to ratification. So perhaps it is wise to take a broad er view of European integration - and therefore integration within the North European, Barents and Baltic Sea region that is the focus of this Yearbook. EU membership for those countries that are able to satisfy the Copenhagen requirements - and the chapters of the acquis communautaire that have subse quently been specified - is certainly a prize worth fighting for. But all is not lost if some of the applicants end up not joining the Union as a result of the current enlargement round. Even more important than formal membership is the process of growing together that has taken place simultaneously with the membership negotiations. We are dealing here with integration in the real world of trade, investments, division of labour, politics, environment, hard and soft security, people-to-people relations etc.

Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even ‘backsliding’ into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the ‘backsliding’ debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. Contributors present less frequently considered perspectives on ‘democratic backsliding’ in the CEE region, such as the role of oligarchisation and wealth concentration; the potential of ethnographical approaches to democracy evaluation; the trade-offs between democratic quality and democratic stability; and the long-term interplay between social movements, state-building, and democratisation. These do not result in State succession; they may be dealt with under the rubric of State continuity. The Baltic – Russian cases show the particularly complex nature of these situations, both as concerns agreement on continuity and decisions on nationality. The author examines in detail the Citizenship Laws of the Baltic States and Russia, as well as relevant constitutional and international statements about the international legal status of the States and responses of the international community thereto. The main question addressed in the book is about solutions which States have to adopt concerning nationality of individuals in situations of State continuity, especially where States re-emerge after long years of occupation. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia’s activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze’s attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of “conditional” amendments in both cases, as well as the local political climate postaccession.
