Download or read book The Global Afghan Opium Trade written by and published by UN. This book was released on 2011 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: Opiates originating in Afghanistan threaten the health and well-being of people in many regions of the world. Their illicit trade also adversely impacts governance, security, stability and development in Afghanistan, in its neighbors, in the broader region and beyond. This report, the second such report of the United Nations Office on Drugs and Crime research project on the topic, covers worldwide flows of Afghan opiates, as well as trafficking in precursor chemicals used to turn opium into heroin. By providing a better understanding of the global impact of Afghan opiates, this report can help the international community identify vulnerabilities and possible countermeasures. This report presents data on the distribution of trafficking flows for Afghan opiates and their health impact throughout the world. A worrying development that requires international attention is the increasing use of Africa as a way station for Afghan heroin shipments to Europe, North America and Oceania. This is fuelling heroin consumption in Africa, a region generally ill-equipped to provide treatment to drug users and to fight off the corrupting effects of drug money. Another new trend is the growing use of sea and air transport to move Afghan heroin around the world, as well as to smuggle chemicals used in heroin production into Afghanistan. Traffickers in Afghan heroin have traditionally relied on overland routes, and law enforcement services will need to respond to this new threat. The findings of this report identify areas that need more attention. Strengthening border controls at the most vulnerable points, such as along Afghanistan's border with Pakistan's Baluchistan province, could help stem the largest flows of heroin, opium and precursor chemicals. Increasing the capacity to monitor and search shipping containers in airports, seaports and dry ports at key transit points and in destination countries could improve interdiction rates. Building capacity and fostering intelligence sharing between ports and law enforcement authorities in key countries and regions would help step up interdiction of both opiates and precursor chemicals. Addressing Afghan opium and insecurity will help the entire region, with ripple effects that spread much farther. Enhancing security, the rule of law and rural development are all necessary to achieve sustainable results in reducing poppy cultivation and poverty in Afghanistan. This will benefit the Afghan people, the wider region and the international community as a whole. But addressing the supply side and trafficking is not enough. We need a balanced approach that gives equal weight to counteracting demand for opiates.
Book Synopsis Pakistan’s fertilizer sector by : Ali, Mubarik
Download or read book Pakistan’s fertilizer sector written by Ali, Mubarik and published by Intl Food Policy Res Inst. This book was released on 2016-04-01 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: The fertilizer industry in Pakistan, with US$3.74 billion per year in sales, now stands at a crossroads where, after an initial substantial contribution in boosting crop productivity, its future potential is being challenged. Fertilizer-responsive crop varieties, supplementary irrigation water, and a favorable policy environment in Pakistan have induced fast growth in fertilizer demand. On the supply side, the availability of gas at low prices along with a favorable investment environment resulted in the buildup of excessive manufacturing capacity. But recently, a shortage of gas and monopolistic behavior has led to underutilization and greater imports. Restrictive laws put fertilizer processing and marketing in a few hands, which has also affected its efficiency. Moreover, the yield response of fertilizer has tapered off and per hectare use is fast reaching its optimal level. The existing policy environment leads to higher costs, inefficient use, and a heavy burden on the government as it charges one-fourth of the market price for feedstock gas used in fertilizer manufacturing. In addition, the government imports urea and absorbs the difference in international and domestic prices.

Book Synopsis Paradigms of Learning by : Malavika Karlekar

Available in PDF, EPUB and Kindle. Book excerpt: The Total Literacy Campaign (TLC), Launched in 1988, was different from other literacy programmes in that it moved decision-making out of Delhi to the districts, making the district magistrate/ collector the lynchpin of the programme. It broadened the campaign focus to include 'environment building' that involved entire populations, used innovative methods like kalajathas (cultural caravans), and appointed umbrella organization of NGOs to coordinate disparate literacy efforts across the country. The TLC has been by far the most effective strategy to deal with the problem of India's endemic illiteracy. The book provides representative snapshots of the working of the TLC, besides an analysis of the adult literacy situation in India and connected issues. Part I brings together case studies of the TLC in six districts of Ajmer, Dumka, Ernakulam, Ganjam, Nellore and Pudukkottai in the states of Rajasthan, Jharkhand, Kerela, Orissa, Andhra Pradesh and Tamil Nadu respectively. Part II discusses the results of these studies to give a comprehensive overview of the programme. Assessments of the TLC have swung between 'highly optimistic' and totally 'sceptical'. The optimists see it as a peoples movement that liberated many. The sceptics are convinced that no meaningful change can be brought about without social transformation and structural change. This book makes the point that any assessment of the TLC must take into account the programmes overall strategy, and the underlying assumptions that informed it. The studies in the volume underscore the serious problem of sustaining the gains from the literacy campaigns in the prevailing socio-economic environment of inequalities and disparities, how the absence of an environment that prompts one to read and write results in relapse to illiteracy, and how primers in unfamiliar languages describing alien situations creates retention problems for the learners. The case studies show that the TLC is not a magic wand, and that for the programme to sustain itself, regional contexts and differences must be factored into the strategy. This book represents a fresh look at the TLC, taken from the perspective of independent researchers trying to understand and evaluate not just outcomes, but also the processes and dynamics that impacted upon the programme. It combines first-hand field information with analysis and projections for the future. It will be of interest to academics, researchers, policy-makers and activists, besides the general well-informed reader.

Book Synopsis The China-Pakistan Axis by : Andrew Small
Download or read book The China-Pakistan Axis written by Andrew Small and published by Oxford University Press. This book was released on 2020 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Beijing-Islamabad axis plays a central role in Asia's geopolitics, from India's rise to the prospects for a post-American Afghanistan, from the threat of nuclear terrorism to the continent's new map of mines, ports and pipelines. China is Pakistan's great economic hope and its most trusted military partner; Pakistan is the battleground for China's encounters with Islamic militancy and the heart of its efforts to counter-balance the emerging US-India partnership. For decades, each country has been the other's only 'all-weather' friend. Yet the relationship is still little understood. The wildest claims about it are widely believed, while many of its most dramatic developments are hidden from the public eye. This book sets out the recent history of Sino-Pakistani ties and their ramifications for the West, for India, for Afghanistan, and for Asia as a whole. It tells the stories behind some of its most sensitive aspects, including Beijing's support for Pakistan's nuclear program, China's dealings with the Taliban, and the Chinese military's planning for crises in Pakistan. It describes a relationship increasingly shaped by Pakistan's internal strife, and the dilemmas China faces between the need for regional stability and the imperative for strategic competition with India and the USA."--Amazon.com.
