Book excerpt: A Brookings Institution Press and Russell Sage Foundation publication The extraordinary swings in the scope and content of the policy agenda during the first Clinton administration revealed a fundamental partisan divide over the social role of the federal government. This book argues that the recent conflicts over social policy represent key elements in strategies that parties designed in an attempt to consolidate their hold over the federal government. Long frustrated by divided government, each party exceeded its electoral mandate in hopes of enacting major policy reforms aimed to shift politics in their direction for the foreseeable future. The book traces the overreaching and limited legislative success that characterized the first Clinton administration's approach to three distinctive features of politics and policymaking: the polarization of political elites; the predominance of advertising campaigns and intense interest group politics as political parties have ceased to mobilize ordinary people; and the unprecedented role that budgetary concerns now play in social policymaking. Although neither party managed to enact its major transforming agenda, Congress did pass new policies--most notably welfare reform--that together with a host of other changes in the states and the private sector altered the landscape for social policy. The poor have been the biggest losers as Democrats and Republicans have fought to win the middle class over to their vision of the future. The authors first analyze the institutions and tools of policymaking, including Congress, the political use of public opinion polling, and the politics of the deficit. They then consider policies designed to win over the middle class, including health care policy, employer-provided social benefits, wages and jobs, and crime policy. The Machine Age, roughly delineated by the two decades between World Wars, was a watershed period during which modern society entered into an ambiguous embrace with technology that continues today. J. P. Telotte carefully blends film, technology, cultural, and genre studies to illuminate this nearly forgotten era in our cinematic history and to show, through analysis of classics like The Invisible Ray, Metropolis, and Things to Come, how technology played a major role as motif, "actor," and producer. What he also discovers as he ranges among the American, British, Russian, French, and German science fiction cinema — as well as mainstream films, figures, and cultural products such as the New York World's Fair — is a fundamental ambivalence, embedded in the films themselves, about the very machine-age ethos they promoted. Even as advances in the technical apparatus of filmmaking elevated it from mere entertainment to a medium of general communication and genuine artistic expression, Machine Age science fiction films remained curiously distant from and often skeptical of the very machines on which their narratives focus. Book excerpt: In the early 1990s, scholars voiced skepticism about the capacity of Eastern Europe's new democracies to manage simultaneous political and economic reform. They argued that the surge of popular participation following democratization would thwart efforts by successor governments to enact market reforms that imposed high costs on major elements of post-Communist society. David Bartlett challenges the conventional wisdom regarding the hazards of "dual transformations": far from hindering marketization, democratization facilitated it. Bartlett argues that the transition to democracy in East Central Europe lowered the political barriers to market reforms by weakening the ability of actors most vulnerable to marketization to manipulate the existing institutional structure to stop or slow down the process. Although the analysis focuses on Hungary, whose long history of market reforms makes it an ideal vehicle for assessing the impact of institutional change on reform policy, the author shows how his findings call into question the use of "shock therapy" and arguments, based on the experience in East Asia, that economic development and democratization are incompatible. This book will appeal to economists, political scientists, and others interested in transition problems in formerly communist countries, democratic transitions, and the politics of stabilization and adjustment. Book excerpt: In this milestone work, prominent China film scholar Yingjin Zhang proposes "polylocality" as a new conceptual framework for investigating the shifting spaces of contemporary Chinese cinema in the age of globalization. Questioning the national cinema paradigm, Zhang calls for comparative studies of underdeveloped areas beyond the imperative of transnationalism. The book begins by addressing theories and practices related to space, place, and polylocality in contemporary China before focusing on the space of scholarship and urging scholars to move beyond the current paradigm and explore transnational and comparative film studies. This is followed by a chapter that concentrates on the space of production and surveys the changing landscape of postsocialist filmmaking and the transformation of China’s urban generation of directors.
