Book excerpt: The Mackenzie River stage forecast produces daily water levels for 17 hydrometric stations, providing forecast users with current readings for 8 primary locations, as well as a 3-day forecast for 3 critical locations (Norman Wells for Esso Resources oilfield operations; Sans Sault Rapids and the Ramparts at Fort Good Hope for river barge operators). Current water levels in the South Nahanni Park are also provided. This guide to designed to inform users of this forecast on the hydrometric (water level) observation network, data reporting and analysis, and the forecast distribution process, as well as to provide samples of the forecast and an illustration of its accuracy.

Book excerpt: The Mackenzie River stage forecast is a daily open water public report of the projected one, two and three day water level (or stage) at selected points along the Mackenzie River in the Northwest Territories. The report includes the current daily stage at hydrometric station locations on the Mackenzie, Liard and Peel Rivers and a summary of weather conditions over the basin. During periods of high stage, additional reports are prepared on an as-required basis, and summary plots of the daily stage at important points and ferry crossings are prepared and released on a weekly basis. This report describes the activities during the season, the hydrometric observation network, forecast users, weather reports, the costs of the program, new initiatives, the accuracy of the forecast and proposed improvements.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: Tremendous advances in oceanographic observing and modeling systems over the last decade have led to unprecedented developments in the nature of information available to marine science. While improvements in observational technologies and networks have garnered much attention, remarkable developments in forecasting the ocean have received much less focus. Exploiting this new predictive skill to improve scientific understanding, generate advice and aid in the management of marine resources, is emerging as one of the new challenges of marine science. Translating predictions of the physical environment into biological outcomes, however, is not straightforward. Fisheries scientists, for example, have been trying to understand the links between physics and biology, and generate predictions of variables such as recruitment, for close to a century, with limited success. Nevertheless, spatial distributions and the timing of key events, which have received less focus, are often tightly linked to the physical environment and may have management-relevant applications. The first-such forecasts based on this skill are now starting to emerge. This Frontiers in Marine Science Research Topic provides a snapshot of the state-of-the-art in Marine Ecological Prediction. It covers the opportunities for developing such forecasts, technical approaches that could be employed, and examples where the technology is already being applied. This body of work therefore marks an important milestone on the route to developing this new and exciting field of marine science.

This book was released on 2013-03-09 with total page 492 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate variability has major impacts in many parts of the world, including Australia. Developments in understanding of the El NiƱo - Southern Oscillation Phenomenon have introduced some skill in seasonal to inter-annual climate forecasting. Can this skill be harnessed to advantage? Or do we just continue to observe these impacts? How does a decision-maker managing an agricultural or natural ecosystem modify decisions in response to a skillful, but imprecise, seasonal climate forecast? Using Australian experience as a basis, this book focuses on these questions in pursuing means to better manage climate risks. The state of the science in climate forecasting is reviewed before considering detailed examples of applications to: farm scale agricultural decisions (such as management of cropping and grazing systems); regional and national scale agricultural decisions (such as commodity trading and government policy); and natural systems (such as water resources, pests and diseases, and natural fauna). Many of the examples highlight the participatory and inter-disciplinary approach required among decision-makers, resource systems scientists/analysts, and climate scientists to bring about the effective applications. The experiences discussed provide valuable insights beyond the geographical and disciplinary focus of this book. The book is ideally suited to professionals and postgraduate students in ecology, agricultural climatology, environmental planning, and climate science.
