Surprisingly, exports and imports, tariffs and quotas, and trade deficits and surpluses are central to American foreign relations. Ever since Franklin D. Roosevelt took office during the Great Depression, the United States has linked trade to its long-term diplomatic objectives and national security. Washington, DC saw free trade as underscoring its international leadership and as instrumental to global prosperity, to winning wars and peace, and to shaping the liberal internationalist world order. Free trade, in short, was a cornerstone of an ideology of "capitalist peace." Covering nearly a century, Capitalist Peace provides the first chronologically sweeping look at the intersection of trade and diplomacy. This policy has been pursued oftentimes at a cost to US producers and workers, whose interests were sacrificed to serve the purpose of grand strategy. To be sure, capitalists sought a particular type of global trade, which harnessed the market through free trade. Zeiler narrates this history from the road to World War II, through the Cold War, to the resurgent protectionism of the Trump era and up to the present. Trade issues are front-page news but most Americans know little about the potential impact of global economic interdependence on their jobs, standard of living, and quality of life. In Trade and the American Dream, Susan Aaronson highlights a previously ignored dimension of the United States trade policy: public understanding. Focusing on the debate over the three mechanisms designed to govern world trade—the International Trade Organization (ITO), the General Agreement on Tarriffs and Trade (GATT), and the World Trade Organization (WTO)—she examines how policymakers communicate and how the public comprehends trade policy. Since 1947 the U.S. has led global efforts to free trade, and support for freer trade policies and for an international organization to govern world trade has become dogma among policymakers, business leaders, and economists. Relaying on archival research, polling data, public documents, interviews, and Congressional testimony, Aaronson shows that the public also matters in trade policy decisions. Bringing the voters back in, Verdier shows that special interests, party ideologues, and state officials and diplomats act as agents of the voters. Constructing a general theory in which existing theories (rent seeking, median voting, state autonomy) function as partial explanations, he shows that trade institutions are not fixed entities but products of political competition. Verdier then offers a thorough analysis of how foreign trade policy was made in France, Britain, and the United States during the period from 1860 through 1990. He discloses a reality startlingly different from previous understandings of American and French trade policies. Challenging the conventional view that special interests have dominated American trade policy, he argues that sectoral economic weight has not been a good predictor of political power in the United States since 1888. Conversely, against the prevailing belief that French industry is controlled by an autonomous state, he reveals the existence of a privileged, collusive relationship between French industry and state officials from the 1892 Meline Tariff through the Socialist victory of 1981. The standard opinion is confirmed only in the case of Britain, where an arm's-length relationship has historically been maintained between industry and government. The book's findings make it essential reading for political scientists, political economists, and historians alike.
