Little, however, was reported of the initial wave of material from Soviet filmmakers, who were in fact the first to document these horrors. In First Films of the Holocaust, Jeremy Hicks presents a pioneering study of Soviet contributions to the growing public awareness of the horrors of Nazi rule. Even before the war, the Soviet film Professor Mamlock, which premiered in the United States in 1938 and coincided with the Kristallnacht pogrom, helped reinforce anti-Nazi sentiment. Yet, Soviet films were often dismissed or even banned in the West as Communist propaganda. Ironically, in the brief 1939-1941 period of Nazi and Soviet alliance, such films were also banned in the Soviet Union, only to be reclaimed after the Nazi attack on the Soviet Union in 1941, and suppressed yet again during the Cold War. Jeremy Hicks recovers much of the major film work in Soviet depictions of the Holocaust and views them within their political context, both locally and internationally. Overwhelmingly, wartime films were skewed to depict Soviet resistance, "Red funerals," and calls for vengeance, rather than the singling out of Jewish victims by the Nazis. Almost no personal testimony of victims or synchronous sound was recorded, furthering the disconnection of the viewer to the victims. Hicks examines correspondence, scripts, reviews, and compares edited with unedited film to unearth the deliberately hidden Jewish aspects of Soviet depictions of the German invasion and occupation. To Hicks, it's in the silences, gaps, and ellipses that the films speak most clearly. Additionally, he details the reasons why Soviet Holocaust films have been subsequently erased from collective memory in the West and the Soviet Union: their graphic horror, their use as propaganda tools, and the postwar rise of the Red Scare in the United States and anti-Semitic campaigns in the Soviet Union.

Utilizing all media -- including the nascent technology of television -- to rally civilian support, Horton's work ranged from educational documentary shorts like Pots to Planes, which depicted the transformation of aluminum household items into aircraft, to posters employing scare tactics, such as a German soldier with large eyes staring forward with the tagline "He's Watching You." Iconic and calculated, Horton's campaigns raise important questions about the role of public relations in government agencies. When are promotional campaigns acceptable? Does war necessitate persuasive communication? What separates information from propaganda? Promoting the War Effort traces the career of Horton -- the first book-length study to do so -- and delves into the controversies surrounding federal public relations. A former reporter, Horton headed the public relations department for the U.S. Maritime Commission from 1938 to 1940. Then -- until Pearl Harbor in December 1941 -- he directed the Division of Information (DOI) in the Executive Office of the President, where he played key roles in promoting the New Deal, President Franklin D. Roosevelt's unprecedented third-term reelection campaign, and the prewar arms-production effort. After Pearl Harbor, Horton's DOI encouraged support for the war, primarily focusing on raising civilian and workforce morale. But the DOI under Horton assumed a different wartime tone than its World War I predecessor, the Committee on Public Information. Rather than whipping up prowar hysteria, Horton focused on developing campaigns for more practical purposes, such as conservation and production. In mid-1942, Roosevelt merged the Division and several other agencies into the Office of War Information. Horton stayed in government, working as the PR director for several agencies. He retired in mid-1946, during the postwar demobilization. Promoting the War Effort recovers this influential figure in American politics and contributes to the ongoing public debate about government public relations during a time when questions about how facts are disseminated -- and spun -- are of greater relevance than ever before.

Agents had even been deployed to mainland Britain to spy on British military activity. Monitoring and reporting of their wireless transmissions fell to a small, secretive and largely unknown unit manned almost exclusively by volunteers. The Voluntary Interceptors (VI) as they became known would spend hours every day at home monitoring the short wavelengths for often faint and difficult to copy signals transmitted by these German secret intelligence services. This unit was to become known as the Radio Security Service (RSS) and was at the core of the signals intelligence production effort at Bletchley and the insights into German military tactical and strategic planning. Without interceptors like the RSS, Bletchley would not have existed. Their story has never truly been written and RADIO WAR focuses on the secret world of wireless espionage and includes first-hand accounts from the surviving veterans of the unit. Its existence was only made public 35 years after WWII ended, shortly after Bletchley Park's secrets were exposed.
