Book excerpt: This report looks at the proposal from the European Commission to replace the existing Directive on consumer credit and replace it with on that aims to offer a higher level of consumer protection and promote an internal market in cross-border credit. It concentrates on three questions: will the proposed harmonisation achieve its objective; will it provide a high level of consumer; will it reduce the amount of protection offered by current UK legislation. It identifies a number of concerns, which it hopes will be addressed by further changes to the text of the draft Directive. And recommends that the issue should be debated I the House

Book excerpt: The European Commission want to set up a European Institute for Gender Equality to collect and analyse data, carry out research and promote exchanges of information and good practice about gender issues in the EU. The European Union Committee expresses the view that a separate body of this kind is not needed, and that more consideration should be given to the case for incorporating gender equality work in the proposed European Fundamental Rights Agency. The Committee also states that the establishment of such a body requires a good management structure along with adequate funding. The Committee further states that the Government should take a clear and consistent line on the correct legal base for this and similar proposals.

Book Synopsis Paediatric Medicines by : Great Britain: Parliament: House of Lords: European Union Committee
Download or read book Paediatric Medicines written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2006-02-02 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over 50 per cent of all medicines given to children (and about 90 per cent of those given to the newly-born) have never been tested or authorised for use on them. The Committee's report examines the European Commission's proposal to introduce a Regulation (the Clinical Trials Directive) on medicinal products for paediatric use which aims to stimulate the development of medicines for children and lay down rules for testing and approval. Issues discussed include: the need for better regulation of paediatric medicines; the ethical considerations involved in clinical trials on children, including the issue of consent; mechanisms for implementing the Regulation; access to the database of information on clinical trials; the rewards and incentives proposed to stimulate the research and development of medicines; and the legal basis for the regulation under the EC Treaty. The Committee's report recognises the urgent need for effective action at the European level to authorise medicines for paediatric use and gives broad support to the proposed Directive. However, a number of key issues are highlighted, including: the need for improved labelling of medicines; that the guidelines underpinning the Directive should take account of ethical considerations involved to ensure the rights and capacity of children to give informed consent to trials; and concerns are raised about the adequacy of proposed incentive mechanisms.

This book was released on 2006-03-16 with total page 370 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.

This book was released on 2007-03-14 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report finds that the funding of the EU is complex and lacks transparency and that there is a need for a simpler system that would reduce the administrative burden. It concludes that a Gross National Income based revenue source is the best way of providing the bulk of the budget's funding. Apart from other considerations, the Committee has seen no evidence that any other new form of taxation would provide the same level of clarity and certainty.

Book Synopsis The Euro by : Great Britain. Parliament. House of Lords. European Union Committee
Download or read book The Euro written by Great Britain. Parliament. House of Lords. European Union Committee and published by The Stationery Office. This book was released on 2008 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: 2008 marks the tenth anniversary of the creation of the European Central Bank (ECB) and the setting of conversion rates between the currencies of the original participating countries of the eurozone. Since then the euro has been introduced in fifteen Member States with negligible transition costs. This report examines the structure and governance of the eurozone institutions and developments in the eurozone economy in the past ten years, including the management of inflation and the impacts on trade and economic growth. The primary conclusion is that the young currency has made a positive start to its life but that, based on the experience to date, it is too soon to state what the future holds. Other conclusions include: The ECB has gained public acceptance and market credibility, has run a credible price-stabilising policy in the euro area and is performing its primary role of maintaining price stability effectively. The introduction of the euro has been a major influence on increased trade both within the eurozone and with other countries, and it has stimulated integration in parts of the capital market. The euro has become an important reserve currency, and has established itself with remarkable speed as a widely accepted transactions currency. The euro has resisted external shocks to date, and does not face any foreseeable likelihood of disintegration. None of the fears, expressed at the time of its launch, about a divisive or negative impact on European economies has been borne out. Its existence has contributed to economic development and low inflation in the eurozone.

Book Synopsis The Single Market by : Great Britain: Parliament: House of Lords: European Union Committee
Download or read book The Single Market written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2008-02-08 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is about the need for the Commission and Member States to take action in order to prevent the Single Market project from failing to achieve expectations. Increased competition, lower prices and a wider choice of products and services are the potential benefits to consumers; access to an enormous home market is the potential benefit to business. In reality the failure of Member States to implement important legislation has maintained barriers and prevented the fuller completion of the Single Market. This failure is aggravated by the growing trend towards economic protectionism in a number of Member States. Misguided attempts to protect domestic industries and safeguard national jobs are preventing consumers and businesses from reaping the full benefits of a truly open Single Market. The EU needs to reassess the tools it uses. The legislative route is not always the most effective means for achieving Single Market goals. The increased use of other, non-legislative tools will help to overcome the difficulties of legislating for an expanded EU. National Regulatory Authorities (NRAs) must be independent of government, especially where governments have financial interests in the major market operator or national incumbent. There is no need for a 'super-regulator' at EU-level in any of the sectors considered in this inquiry: energy, telecommunications and financial services. Achieving consistent implementation begins with effective policy-making based on detailed sector-specific understanding. Currently very few SMEs are engaged in cross-border activity and this is largely due to the regulatory barriers which remain in place, and the lack of reliable information to assist businesses. The Committee welcomes the objective of engaging small business in the Single Market.

Book Synopsis Current developments in European trade policy by : Great Britain: Parliament: House of Lords: European Union Committee
Download or read book Current developments in European trade policy written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2007-11-28 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report reproduces the oral evidence the Committee received from the Parliamentary Under-Secretary of State for Trade and Consumer Affairs, Gareth Thomas MP. Key topics in the evidence are: Parliamentary scrutiny of trade negotiating mandates in the House of Lords; the WTO Doha Round; food miles; the impacts of trade agreements on developing countries; the Common Agricultural Policy; trade in services; bilateral trade agreements; UK influence on European trade policy; trade defence instruments, and trade relations with China. The Committee also announces an inquiry which will look beyond the Doha Round to the future of multilateral trade agreements. The Committee is concerned that there has been scant progress towards a conclusion of the Doha Round. It notes the increasing number of bilateral agreements that are being negotiated by the EU and the USA, and is concerned that these might be replacing the multilateral approach.
