But outside the staid halls of power, in the gritty barrios of a rapidly urbanizing country, another politics was rising—unruly, contentious, and clamoring for inclusion. Based on years of archival and ethnographic research in Venezuela’s largest public housing community, Barrio Rising delivers the first in-depth history of urban popular politics before the Bolivarian Revolution, providing crucial context for understanding the democracy that emerged during the presidency of Hugo Chávez. In the mid-1950s, a military government bent on modernizing Venezuela razed dozens of slums in the heart of the capital Caracas, replacing them with massive buildings to house the city’s working poor. The project remained unfinished when the dictatorship fell on January 23, 1958, and in a matter of days city residents illegally occupied thousands of apartments, squatted on green spaces, and renamed the neighborhood to honor the emerging democracy: the 23 de Enero (January 23). During the next thirty years, through eviction efforts, guerrilla conflict, state violence, internal strife, and official neglect, inhabitants of el veintitrés learned to use their strategic location and symbolic tie to the promise of democracy in order to demand a better life. Granting legitimacy to the state through the vote but protesting its failings with violent street actions when necessary, they laid the foundation for an expansive understanding of democracy—both radical and electoral—whose features still resonate today. Blending rich narrative accounts with incisive analyses of urban space, politics, and everyday life, Barrio Rising offers a sweeping reinterpretation of modern Venezuelan history as seen not by its leaders but by residents of one of the country’s most distinctive popular neighborhoods.

Sea level will keep rising long after greenhouse gas emissions have ceased, because of the delay in penetration of surface warming to the ocean depths and because of the slow dissipation of excess atmospheric carbon dioxide. Adopting a long perspective that interprets sea level changes both underway and expected in the near future, Vivien Gornitz completes a highly relevant and necessary study of an unprecedented age in Earth's history. Gornitz consults past climate archives to help better anticipate future developments and prepare for them more effectively. She focuses on several understudied historical events, including the Paleocene-Eocene Thermal Anomaly, the Messinian salinity crisis, the rapid filling of the Black Sea (which may have inspired the story of Noah's flood), and the Storrega submarine slide, an incident possibly connected to a sea level occurrence roughly 8,000 years old. Book excerpt: Considered by many historians to be the birthplace of the Confederacy, South Carolina experienced one of the longest and most turbulent Reconstruction periods of all the southern states. After the Civil War, white supremacist leadership in the state fiercely resisted the efforts of freed slaves to secure full citizenship rights and to remake society based upon an expansive vision of freedom forged in slavery and the crucible of war. Despite numerous obstacles, African Americans achieved remarkable social and political advances in the ten years following the war, including the establishment of the state's first publicly-funded school system and health care for the poor. Through their efforts, the state's political process and social fabric became more democratic. Peter F. Lau traces the civil rights movement in South Carolina from Reconstruction through the early twenty-first century. He stresses that the movement was shaped by local, national, and international circumstances in which individuals worked to redefine and expand the meaning and practice of democracy beyond the borders of their own state. Contrary to recent scholars who separate civil rights claims from general calls for economic justice, Lau asserts that African American demands for civil rights have been inseparable from broader demands for a redistribution of social and economic power. Using the tension between rights possession and rights application as his organizing theme, Lau fundamentally revises our understanding of the civil rights movement in America. In addition to considering South Carolina's pivotal role in the national civil rights movement, Lau offers a comprehensive analysis of the National Association for the Advancement of Colored People (NAACP) during the height of its power and influence, from 1910 through the years following Brown v. Board of Education (1954). During this time, the NAACP worked to ensure the rights guaranteed to African Americans by the 14th and 15th amendments and facilitated the emergence of a broad-based movement that included many of the nation's rural and most marginalized people. By examining events that occurred in South Carolina and the impact of the activities of the NAACP, Democracy Rising upends traditional interpretations of the civil rights movement in America. In their place, Lau offers an innovative way to understand the struggle for black equality by tracing the movement of people, institutions, and ideas across boundaries of region, nation, and identity. Ultimately, the book illustrates how conflicts caused by the state's history of racial exclusion and discrimination continue to shape modern society.

In his new book, Autocracy Rising, veteran scholar of Latin American politics Javier Corrales explores how and why this happened. Corrales focuses on two themes: party systems and institutional capacity. He argues that Venezuela’s democratic backsliding advanced when the ruling party obtained far too much electoral clout while the opposition fragmented. The state then took control of formerly independent agencies of the state. This allowed the ruling party to use and abuse of the law to favor the president—which in turn generated a permanent economic crisis. After succeeding Hugo Chávez in 2013, Nicolás Maduro confronted, unexpectedly, another change in the party system: a rising opposition. This triggered deeper autocratization. To survive, the state was compelled to modernize autocratic practices and seek alliances with sinister partners. In short, Maduro concentrated power, paradoxically, by sharing power. Autocracy Rising compares what occurred in Venezuela to twenty other cases throughout Latin America where presidents were forced out of office. Corrales illuminates the depressing cycle in which semi-authoritarian regimes become increasingly autocratic in response to crisis, only to cause new crises that lead to even greater authoritarianism.

Why has the region accommodated China's rise? David C. Kang believes certain preferences and beliefs are responsible for maintaining stability in East Asia. His research shows that East Asian states have grown closer to China, with little evidence that the region is rupturing. These states see China's rise as advantageous and are willing to defer judgment as to China's wishes and future actions. They believe that a strong China stabilizes East Asia, while a weak China tempts other states to seek control of the region. Kang's provocative work reveals the flaws in contemporary views on China and offers a new understanding of sound U.S. policy in East Asia.
