Available in PDF, EPUB and Kindle. Book excerpt: This paper analyzes the effect of an IMF Staff-Monitored Program for Chad to enhance economic development. Weak institutional capacity and governance concerns have limited economic development and donor support in Chad. It is highlighted that the reduction in the nonoil primary deficit envisaged in the 2013 budget appears appropriate, but expenditures linked to the regional security situation and lower than anticipated oil revenues imply large financing needs. There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.

Available in PDF, EPUB and Kindle. Book excerpt: In this comprehensive narrative of the political and economic evolution of Africa, Robert I. Rotberg explains the critical events, players and policies in the continent¡¯s tumultuous shift toward democracy. The book reviews the process of decolonization throughout the continent--and subsequent debut of democracy and authoritarianism--the transition of settler-run Rhodesia into African Zimbabwe, and the battle for Southern Africa. Rotberg then traces the epic struggle to free South Africa from the yoke of apartheid, including the contributions of leaders such as Nelson Mandela. He concludes with a look at how current developments will affect Africa¡¯s continuing transition to democratic rule into the 21st century. The book includes a collection of Rotberg¡¯s best opinion pieces and analytical articles from 40 years of reporting on Africa¡¯s democratic efforts.

Book excerpt: Zimbabwe is a landlocked country in southern Africa, bordered by South Africa to the south, Botswana to the west, Zambia to the north, and Mozambique to the east. The country has a population of approximately 14.4 million people, with the majority living in rural areas. Zimbabwe gained its independence from British colonial rule in 1980 and has been governed by the Zimbabwe African National Union - Patriotic Front (ZANU-PF) since then. Zimbabwe's economy has faced many challenges in recent years, including hyperinflation, a shortage of foreign currency, and political instability. Agriculture is the largest sector of the economy, with the majority of the population engaged in subsistence farming. The country is also rich in minerals such as gold, platinum, and diamonds. Despite its economic struggles, Zimbabwe remains a popular tourist destination, known for its wildlife, natural beauty, and historical landmarks such as Great Zimbabwe, a 15th-century stone city that is now a UNESCO World Heritage site.

Available in PDF, EPUB and Kindle. Book excerpt: The book interrogates the European Union (EU) - Zimbabwe Economic Partnership Agreement (EPA) negotiations, covering trade in goods, trade-related rules and development cooperation. The negotiations coincided with EU’s motives as the dominant development partner, and Zimbabwe’s state-stakeholder fault-lines, creating dilemmas in the pursuit of a fair EPA outcome. As a result, the economically weak Zimbabwe signed and ratified an asymmetrical interim EPA (iEPA) with an economically powerful EU in 2009 and 2012, respectively. Meanwhile, direct bilateral re-engagement which eluded the Government of National Unity (GNU), became real following ZANU-PF landslide victory on 31 July 2013, that sufficiently altered the power balance to trigger the process between the former nemesis in support of iEPA domestication, and social and economic development. ZANU-PF government stopped blaming the EU and other western nations for the country’s continued economic under-performance, signaling a softening approach on its part. Similarly, the EU and its member states softened its perception on ZANU-PF leadership leading to resumption and intensification of re-engagement despite failure to implement the Global Political Agreement-related constitutional and democratic reforms, agreed by GNU. This re-engagement was firmly endorsed when the EU and Zimbabwe signed an agreement in July 2015 to normalise bilateral relations and start cooperation.
