Book excerpt: The paper examines the role of land access in youth migration and employment decisions using a two wave panel data set from the Living Standards Measurement Study—Integrated Surveys on Agriculture (LSMS-ISA) from Nigeria. Overall, the findings show that the size of expected land inheritance is significantly and negatively associated with long distance migration and migration to urban areas, while a similar impact is negligible when a broader definition of migration is adopted and when migration is deemed as temporary. A more disaggregated analysis by considering individual characteristics of the youth shows that results are more elastic for older youth and those that are less educated, while we find no difference when comparisons are made by gender. Similar analysis on the influence of land access on youth employment choices shows strong evidence that the larger the size of the expected land inheritance the lower the likelihood of the youth being involved in non-agricultural activities and a higher chance of staying in agriculture or the dual sector. The results further reveal that youth in areas with a high level of agricultural commercialization and modernization seem to be more responsive to land access considerations in making migration and employment decisions than are youth residing in less commercialized areas. Finally, the results from the differential analysis suggest that rural-to-urban migration and the likelihood of youth involvement in the dual economy is more responsive to the size of the expected land inheritance for less educated youth as compared to more educated ones.

Fourth, the share of individual labour time devoted to farming is declining over time across age categories and gender, signifying that continued economic transformation processes are underway in Africa.

While comprehensive data on youth’s departure from Nigeria’s agriculture sector remain elusive, various studies indicate a heightened exit rate, particularly post-discovery of oil resources, and a notable 63 percent reduction in the time Nigerian youth spend in farming activities compared to adults (UNECA 2017). In general, discourse on youth unemployment, with specific pertinence to Africa, underscores the pivotal role of different economic structural transformations that are hindering the formation of “quality” employment opportunities (McMillan, Rodrik, and Verduzco-Gallo 2014).

Conversely, the decision to attend school is unaffected. These results appear to be most heavily driven by males and by the older half of our youth sample. We also find several mediating factors matter. Land inheritance plays a much more pronounced role in predicting rural-to-urban permanent migration and nonagricultural-sector employment in areas with less vibrant land markets and in relatively remote areas (those far from major urban centers). Overall, the results suggest that inheritance strongly influences the spatial location and strategic employment decisions of youth.

Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. On the other hand, the regulatory conditions and restrictions attached to land use and inheritance rights may serve as a pull factor and force youth to be tied to the rural and/or farming sector. Our study thus aims to explore how youth land access (both inheritance and market-based) affects their migration and employment decisions. Book excerpt: Migration is a prominent policy issue in many African countries, and youth and young adult (YYA) migration can be particularly important for the future vitality of rural and urban communities. However, there is limited empirical evidence on how agricultural land-related factors and off-farm employment are associated with rural-to-rural and rural-to-urban outmigration by YYA. We use data from nationally representative panel surveys from Zambia to estimate logit and multinomial logit models to investigate these issues. Results show that for young adults (ages 25-35), and to a lesser extent for youth (ages 15-24), employment in the off-farm economy is associated with a reduced likelihood of outmigration to both rural and urban areas - possibly because this method of income diversification reduces the need or desire for the geographic income diversification that can be achieved through migration. Results related to agricultural land factors are substantially more variable than results related to employment in the off-farm economy. We find that indicators of land market activity, perceived land availability in a village, and indicators of land tenure security have nuanced and varied associations with outmigration depending on destination type, migration type, and age group. The land related results suggest that careful policy and programs design is needed to accommodate the differential impacts that land market activity, land access perceptions, and tenure security may have on groups such as YYA who are important for the long term productivity and vitality of their communities.

The research was undertaken in order to develop recommendations to support the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO Cambodia in developing appropriate recommendations to support rural young people, especially those of the 15 to 17 age cohort. The study highlights the limited decent employment opportunities that currently exist along various agricultural value chains in rural Cambodia. Poverty and the structural problems of the agricultural sector are the main barriers for youth in accessing decent rural employment. A substantial enhancement of the education system, as well as the provision of appropriate training services to ensure successful schoolto-work transition is seen as necessary to tackle these challenges. A well-balanced policy mix reflecting national and local circumstances can encourage employment opportunities and create an environment that enables rural youth. Building on previous research on agriculture in Cambodia, agricultural transformation requires promotion of agribusiness enterprises, support to community-managed organizations of farmers, promotion of agropreneurs, and investments in agricultural and rural development, particularly in infrastructure, energy, water, education and health. Moreover, most youth entering agriculture are self-employed and work as smallscale farmers. Therefore, the provision of skills and training in rural areas should focus on the skills required to be self-employed.
