A committee of experts was appointed to study all available data. More than a year was spent in this work alone. After the various groups submitted their recommendations, these were studied at great length by the full committee, and the final thinking was assembled into this one volume. It was also found that a real need existed for a single source of authoritative information for the prospective locker manager, and accordingly this subject was also dealt with fully in this volume.
