Available in PDF, EPUB and Kindle. Book excerpt: This paper offers an examination of international justice from the perspective of rape survivors from the Rwandan genocide, and exposes the squandered opportunities that have characterized sexual violence prosecutions over the past decade at the International Criminal Tribunal for Rwanda (ICTR). Throughout the Rwandan genocide, widespread sexual violence, directed predominantly against Tutsi women, occurred in every prefecture. Thousands of women were raped on the streets, at checkpoints, in cultivated plots, in or near government buildings, hospitals, churches, and other places where they sought sanctuary. Women were held individually and in groups as sexual slaves for the purpose of rape. They were raped to death using sharp sticks or other objects. Their dead bodies were often left naked, bloody, and spread-eagled in public view. The hate propaganda before and during the genocide fuelled the sexual violence by demonizing Tutsi women's sexuality. Given the evidence and the crimes that the ICTR is tasked with prosecuting, virtually every defendant coming before this international court should be charged and convicted, where appropriate, for his role in perpetrating these acts, or for command responsibility in not preventing the acts of subordinates. Yet on the tenth anniversary of the Rwandan genocide, the ICTR had handed down 21 sentences: 18 convictions and 3 acquittals. An overwhelming 790 per cent of those judgements contained no rape convictions. More disturbingly, there were double the number of acquittals for rape than there were rape convictions. No rape charges were even brought by the Prosecutor's Office in 770 per cent of those adjudicated cases. If the trend continues, full and fair justice for women victims of the Rwandan genocide appears increasingly unlikely before the ICTR. This paper is based on interviews with Rwandan rape survivors, including some who have testified as witnesses before the ICTR. The first part is an examination of the dismal record of the ICTR Prosecutor's Office in investigating and prosecuting sexual violence crimes. The past decade reveals a lack of political will at the senior management level to integrate sexual violence crimes into a consistently followed prosecution strategy. Prosecutions have been hampered by inadequate investigations, the use of inappropriate investigating methodology, and a lack of training for staff. Some cases have moved forward without rape charges, sometimes even when the prosecutor is in possession of strong evidence. In a significant proportion of the cases, rape charges have been added belatedly as amendments, rather than being made an integral part of the prosecution strategy. Trial team leaders continue to have differing, and even contradictory, interpretations of legal responsibility for the violence against women and opinions on what legal approaches to adopt in the courtroom. The second part of the paper is based on the voices of the rape witnesses, including some who have testified before the ICTR. It reveals the deep disappointment and frustration of rape victims with the international justice process. Rwandan women articulate what they see as the failure of this court, which not only denies them justice, but exacerbates the suffering they continue to experience. This paper highlights some of the shortcomings in the process, which is structured without regard to providing optimal care and protection to rape victims, including a lack of information and follow-up, and the lack of full disclosure by the Prosecutor's Office on the possible risks. In the courtroom, often as a result of joint trials with multiple defendants, rape victims find the courtroom environment hostile as they are subjected to repeated and lengthy cross-examinations, coupled with a reluctance on the part of some judges to limit excessive cross-examination. Because of a lack of adequate preparation, some rape victims have felt humiliated and embarrassed on the stand because they were not warned that they would have to speak explicitly about sexual parts or acts. Following trial, rape victims often find that despite the promised anonymity, they return home to find their identity revealed as rape victims, and are subject to threats and reprisals. After a decade of existence, it is discouraging to see how little justice the ICTR has delivered to the victims of sexual violence. In this era of international justice, concerted efforts must be made to learn from the experiences of the Rwandan rape victims to ensure that the United Nations does not continue to short-change rape victims. Looking at international justice through the eyes of rape victims points to an urgent need to better ensure, as a priority, that international criminal courts neither overlook sexual violence crimes nor allow a judicial process that marginalizes, dehumanizes or demeans rape victims.

Book excerpt: This book provides a unique account of the high-profile community-based restorative justice projects in the Republican and Loyalist communities that have emerged with the ending of the conflict in Northern Ireland. Unprecedented new partnerships between Republican communities and the Police Service of Northern Ireland have developed, and former IRA and UVF combatants and political ex prisoners have been amongst those involved. Community restorative justice projects have been central to these groundbreaking changes, acting as both facilitator and transformer. Based on an extensive range of interviews with key players in this process, many of them former combatants, and unique access to the different community projects this books tells a fascinating story. At the same time this book explores the wider implications for restorative justice internationally, highlighting the important lessons for partnerships between police and community in other jurisdictions, particularly in the high-crime alienated neighbourhoods which exist in most western societies, as well as transitional ones. It also offers a critical analysis of the roles of both community and state and the tensions around the ownership of justice, and a critical, unromanticized assessment of the role of restorative justice in the community.

Book excerpt: Contemporary slavery has recently and unexpectedly emerged as a source of both popular fascination and a spur to political mobilization. This volume brings together a cast of leading experts to carefully explore how the history and iconography of slavery has been invoked to support a series of government interventions, activist projects, legal instruments, and rhetorical and visual performances. However well-intentioned these interventions might be, they nonetheless remain subject to a host of limitations and complications. Recent efforts to combat contemporary slavery are too often sensationalist, self-serving, and superficial; and therefore end up failing the crucial test of speaking truth to power. The widely held notion that anti-slavery is one of those rare issues that “transcends” politics or ideology is only sustainable because the underlying issues at stake have been constructed and demarcated in a way that minimizes direct challenges to dominant political and economic interests. This must change.

Former stunt double, KC Briggs wants to be an agent, but she also has an ulterior motive to be accepted by IRO—she wants access to their superior technology. When the training exercise turns into a real abduction, will KC's naivete lead to death or to a successful conclusion to the case?

Available in PDF, EPUB and Kindle. Book excerpt: This book is a collection of all four parts of The Struggle for Justice and Truth book series by Tomas Cudzis, a fan fiction work dedicated as a tribute to the Linkin Park music band, from which songs the author’s inspiration has come. The goal being, it should look like Linkin Park were making the soundtrack for the book, not the other way around. Note: This book only includes references to the songs that should be played with each section for an enhanced experience, It doesn’t contain any of the songs referenced in itself, and it’s purely optional for the reader to gain access to those songs at their own expense. As use of those songs is purely experimental, it doesn’t guarantee improved experience compared to merely reading this book, although test readers did find it most helpful. Synopsis: Tomas’s sense of inferiority since his childhood has forced him to transform himself physically, becoming the underground king of illegal MMA fights in the heart of Hong Kong. After an unfortunate incident involving the Triads, he is forced into hiding in the United States, where he is actively hunted by them and others. Realizing he has no other choice, he takes on the Triads by himself in his last attempt for freedom, or vengeance. To his surprise, he survives, with the help of a top-secret US agency, enlisting in their ranks and together taking on criminals considered to be untouchable. However, with the ever-increasing body count at Tomas’s hands, he realizes he can’t handle the emotional trauma and doesn’t like what he is turning into. Determined to break the chain and leave his old life behind, Tomas finds himself sucked right back into it every single time he tries, leaving him feeling hopeless fighting a fight that he considers pointless. “I don’t know. It can’t be outfought, it can’t be outdone, it can’t be outrun. It’s just the way it is. There is no justice, except the one that is paid for in blood or money. I don’t have money.” In his personal struggle for justice and truth, convinced that the current government is becoming more and more dystopian with every passing day, he pushes to find out the truth against all odds, in hopes that it will finally bring him inner peace stopping worldwide growing tyranny.
