Book excerpt: The study reviewed in this report examined the effectiveness of the "Milwaukee Parental Choice Program" ("MPCP"), which provides vouchers for low-income students to attend private schools. The study analyzed data on about 600 students who were given "MPCP" vouchers in the 2006-07 school year. The authors created a comparison group of similar size by matching the "MPCP" students to students who attended Milwaukee Public Schools. The study estimated the effect of the voucher program by comparing "MPCP" students' standardized test scores in 2010--four years after they were given a voucher--with those of comparison group students. The study found that the reading test scores of "MPCP" students in 2010 were 0.15 standard deviations higher than they were for the matched comparison sample, a statistically significant difference. There was no significant difference in math test scores in 2010. The research described in this report meets What Works Clearinghouse (WWC) evidence standards with reservations. The study examined the four-year academic achievement growth of more than 600 students who were given a voucher in the 2006-07 school year, compared to the academic achievement growth of a matched sample of students who had attended Milwaukee public schools. The study reported that students who began participating in the MPCP in the 2006-07 school year had statistically significantly higher reading achievement in the 2010-11 school year than comparison students, with an effect size of 0.15. There was no difference in math achievement. The study cannot "meet the What Works Clearinghouse (WWC) evidence standards" because it is not a randomized controlled trial. The study may be able to "meet WWC evidence standards with reservations" because the authors established that their quasi-experimental matching design resulted in equivalent groups of MPCP students and comparison students on test scores and demographic characteristics in 2006. However, because of a change in district policy in the final year that applied only to schools receiving voucher students, it is possible that the observed effects were not solely due to the MPCP. A more thorough review (forthcoming) will examine the issue further to determine the study rating. In fall 2006, the study's authors matched each voucher participant with one comparison student from Milwaukee Public Schools. Math and reading scores of a subsample of these matched students were measured through fall 2008 to determine the effect of voucher participation. Analyses controlled for student demographic characteristics and student test scores from before the study's first year. The authors found no significant differences between math and reading achievement of students who used a voucher to attend private school and comparison students from Milwaukee Public Schools. The WWC does not consider these results to be conclusive because it could not verify from data presented in the study whether the voucher-and comparison-group students were initially equivalent in math and reading achievement. Milwaukee is home to one of the nation's largest and longest-running school choice programs. If there are systemic effects from expanding school choice we should be able to see them in Milwaukee. This paper also introduces a novel method for analyzing systemic effects. Taking full advantage of student-level data, we develop a new measure of those effects based on the extent of voucher options that each student has each year. The idea behind this measure is that school systems face greater competitive pressure to serve students well when students have more options to leave. This type of measure might be useful for future analyses of systemic effects. Using this new approach, we find that students fare better academically when they have more options from Milwaukee's voucher program. The effects are modest in magnitude, but they are robust to multiple specifications of the model. (Contains 8 tables and 6 footnotes.) Book excerpt: The Milwaukee Parental Choice Program (MPCP) is the nation's oldest and largest urban school choice program, offering private-school scholarships to low-income students in the city of Milwaukee since 1990. In the early years of the program, voucher schools were not required to test their students, though many of them did so using nationally normed standardized tests. That changed on March 10, 2006, when Wisconsin Governor Jim Doyle signed Wisconsin Act 125 into law. The Act required participating private schools to administer either the state test, the Wisconsin Knowledge and Concepts Examination (WKCE), or a nationally normed test annually in reading, mathematics and science to MPCP (aka "Choice") students enrolled in 4th, 8th, and 10th grades. Beginning in 2006 and extending through 2011, the law required that the individual student results of the tests be provided to the School Choice Demonstration Project (SCDP), an independent research organization. This report describes the results of student testing conducted by MPCP schools during the 2010-11 academic year. Participating MPCP schools sent the WKCE scores from their test administration to the Department of Public Instruction, which shared the resulting scores with the School Choice Demonstration Project in the spring of 2011. Participating schools that opted to continue administering additional nationally normed tests reported those results directly to the SCDP, with most of them arriving in the summer of 2011. The SCDP staff carefully entered these scores into a single database and delivered the data to the Legislative Audit Bureau on December 16, 2011. Unfortunately, most of this coverage and commentary uncritically accepted the report's conclusions about school choice, and even worse, applied them more broadly to private school choice programs. But as this analysis finds, the WPRI report is fatally flawed, undermining both its claims about public school choice and any implications for private school choice in Milwaukee or elsewhere. This analysis finds flaws in the report's methodology, sampling procedure, failure to measure cause-and-effect, improper creation of variables, and unfounded assumptions about parental involvement.
