Book excerpt: Every year the analysts at the Strategic Studies Institute prepare current strategic assessments for their particular areas of interest. These assessments are the bedrock of the annual SSI Study Program. This year's assessments seem especially crucial as the strategic situation throughout the world is far more complex and fraught with danger than many may realize. The dramatically altered world of the post-cold war period is not the peaceful and tranquil scene many had longed for and thought had, indeed, arrived. From the Danube eastward along the southern boundaries of what used to be the Soviet Union, ethnic conflict is rampant. Russia remains very much an enigma wrapped in a riddle, but, as always, Russian national interests are paramount in Kremlin thinking. While there are those in the Middle East who earnestly seek peace, there are others who are determined to support old hatreds and the policies that issued from them. In the Far East, North Korea has resisted U.N. demands to inspect its nuclear production facilities, China is modernizing its military forces, and Japan continues to seek new markets. In this dynamic international setting, a technological revolution is propelling many nations, the United States being foremost among them, from the industrial age into the information age. The implications for military force structures and strategies are as enormous as they are uncertain.

Book excerpt: Each January the regional analysts at the Strategic Studies Institute (SSI), U.S. Army War College assess global trends that are likely to determine the state of the world through the next decade. From these assessments study proposals are devised which focus on those issues and trends impacting on the requirements for maintaining America's Army as a strategic force during the coming years. In 1995, the analysts at SSI estimate that 14 major determinants will significantly influence the Army's posture, U.S. interests, and national military strategy:" The debate between the services pertaining to roles admissions will continue. Fiscal constraints will necessarily exacerbate the competition over roles and missions as each service tries to define its parameters in the wake of political change, an uncertain and constantly evolving international situation, and the ongoing Revolution in Military Affairs (RMA)." The Army will articulate and refine its vision as a strategic force for the 21st century as it re-engineers itself into Force XXI." Fiscal constraints will also continue to drive national priorities. Added to the budgetary restraints will be the uncertainties accompanying the changes in the political leadership in Congress where Republicans have replaced Democrats as chairs of all committees in both the House and Senate." U.S. forces will continue to be used in Military Operations Other Than War (MOOTW). However, ongoing emphasis on peacekeeping and peace enforcement operations in consonance with United Nations and other coalition partner swill cause the debate on the efficacy of this kind of use of U.S. force to intensify." The Caribbean will remain troublesome as the political and economic crisis in Cuba deepens. In Haiti, rising expectations will not be matched with socioeconomic progress and frustrations could well foster violence as the time for withdrawal of U.N. peacekeeping forces nears.

Book excerpt: Every year the analysts at the Strategic Studies Institute (SSI) prepare current assessments for their particular areas of interest. These assessments become the bedrock of the annual SSI Study Program. This year's assessments are crucial given the complexities of the post-Cold War world. Russia remains an enigma wrapped in a riddle with Russian national interests very much paramount in the Kremlin's thinking. As 1995 begins, Russian troops are heavily engaged in putting down a rebellion in the secessionist republic of Chechnya. The implications for the future of Russian democracy may be significant. The world of 1995 is very much one of continuity and change. Accordingly, old hatreds are very much a part of the equation. In the Middle East, Syria, Israel, and the Palestine Liberation Organization work toward a just and lasting peace. However, new hot spots, like Algeria, will emerge unexpectedly. In the Far East, North Korea and the United States are attempting to decrease tensions while Washington and Hanoi are moving much more rapidly toward better relations. China continues to modernize its military forces while Japan and the United States are seeking areas for economic cooperation. In Africa, the ravages of war and nature were part of the story in 1994. However, bright spots did occur, to include the peaceful transition to black majority rule in South Africa. In 1995 there will be reasons for optimism, like continued economic growth in Botswana and Namibia. On the other hand, corrupt governments, infectious diseases, and high population growth continue as areas for concern. South America, like Africa, is a continent beset with challenges and opportunities in the coming year. Rapidly expanding population and continuing poverty will frustrate proponents of democratic change in countries like Venezuela. While illegal migration from Central America has abated, in the Caribbean the potential for increased migration may grow in 1995.

Available in PDF, EPUB and Kindle. Book excerpt: Oil and the Kurdish Question critiques the conventional narrative of the Iran-Iraq War and the associated Anfal campaign. This narrative claims that in the last two years (1987-88) of the Iran-Iraq War the Ba’thists dominated the fighting using gas attacks. According to this narrative, the Ba’thists also used gas in a fearsome campaign of extermination against the Kurds of northern Iraq. This book argues that, contrary to conventional wisdom, the Iraqis trained hard to turn the tables on Iran in the last months of the war and won by superior generalship without the use of gas. Further, it was only when the Iranians conceded defeat that the Iraqi army went north and—in the space of nine days, using conventional arms—suppressed pockets of Kurdish insurgent unrest. The book also examines how publicists exploited the myth of the Kurdish holocaust as justification for America to declare war on Iraq. It exposes a scheme laid out before the war that aimed to defeat Iraq, deconstruct it, and create an autonomous Kurdish Regional Government which would then let lucrative oil concessions to interests mainly in the west. The intrigue accomplished two things: it subverted Iraq’s oil nationalization law which forbade granting concessions to foreigners, and it ended Iraq’s existence as a sovereign nation-state.
