Book excerpt: The dismal experience of many developing countries with the use of large inflows of commercial bank loans and official development assistance in the 1970s and 1980s has manifested the continuous external vulnerability of their economies. This study provides a rigorous theoretical and empirical analysis of the international aspects of development finance, Credit-rationing rules set by bank managers and donor governments, together with uncoordinated macroeconomic policies in the industrialized world, tend to create unstable and inadequate external financing conditions for the developing world. This study not only makes overly clear that a global framework is needed to assess the contribution of external financial resources for development, it provides one as well.

Book excerpt: "Using a new database of World Bank loans to support financial sector development, the authors investigate whether countries that received such loans experienced more rapid growth on standard indicators of financial development than countries that did not. They account for self-selection with treatment effects regressions, and also use propensity score matching techniques. The authors' results indicate that borrowing countries had significantly more rapid growth in M2/GDP than non-borrowers, and swifter reductions in interest rate spreads and cash holdings (as a share of M2). Borrowers also had higher private credit growth rates than non-borrowers in treatment effects regressions, but not in standard panel regressions with fixed country effects. On the whole, however, the results indicate significant advantages for borrowers over non-borrowers in terms of financial development."--Cover verso.

Book excerpt: World Financial Orders challenges the predominance of neo-liberalism as a mode of knowledge about contemporary world finance, and claims that it neglects the social and political bases as well as the malign consequences of change. He looks to the field of International Political Economy (IPE) to construct an alternative mode, one that critically restores society and politics. An 'historical' approach to IPE is advanced that accounts for modern world finance since the seventeenth century as a succession of structurally distinct hierarchical social orders. This book will be of interest to those working in the field of IPE and to those scholars, researchers and students from across the social sciences who seek to challenge the common-sense, neo-liberal explanation of contemporary world finance.

Book excerpt: According to the contributors to this volume, the communications media deliberately blank out critical conditions and developments whose imagery would pose unacceptable challenges to the dominant structures of culture-power. Such "invisible crises" include the suppression of information about the dehumanization and stigmatization of groups of people; the drift toward ecological suicide; the neglect of vital institutions such as public education and the arts; the way in which television corrupts the electoral process; and the promotion of practices which drug, poison and kill. The book asks why the media are, in the view of contributors, withholding vital information from the public, and focuses on the increasing concentration of culture-power that, it is argued, keeps these truths from public view.

Available in PDF, EPUB and Kindle. Book excerpt: This work contains forewords by Desmond M. Tutu, Archbishop Emeritus, Cape Town, South Africa and Mogobe Ramose, Chairperson and Professor of Philosophy, Department of Philosophy, University of South Africa. "Health, Trade and Human Rights" shows how a policy of 'free' rather than 'fair' trade increasingly undermines Third World health. It clearly illustrates how the looming environmental crisis combined with growing levels of health inequity will have adverse effects and details precisely how the 'basic human rights' enshrined in the UN Charter have gradually become subsidiary to the dictates of free trade, enforced by the World Trade Organisation. This groundbreaking new book argues the need for impartial, data-based, and transnational arbitration of equity in health and other human rights - and suggests how this might be accomplished without violence to national rights, with an emphasis on 'regional free trade'. "Health, Trade and Human Rights" provides vital, thought provoking information for general readers with an interest in the Third World and social welfare. Academics and students studying development, international studies and public health will find it invaluable, as will healthcare professionals, international healthcare organisations, care agencies, and international charities. Policy makers and shapers in communities and government will find the content revelatory as will political activists and those with an interest in equality and globalisation. '[The book] criticises the basis, the method and the extent to which the politics of wealth continues to undermine and violate the right of the poor to good health. The combination of experience with scientific rigour is presented in accessible everyday language. It is seductive; inviting the curiosity of the reader to last until the very end of the book. MacDonald's message is clear and unambiguous: war is no longer the father of all things. Instead, justice is the mother of all peace.' - Mogobe Ramose, in his Foreword. 'Astonishingly accessible, informing and inspiring. Statistically sound, penetratingly. accurate, admirably balanced. Theodore MacDonald writes with passion, as well as with sense. Much of what he has to say is drawn from his own experience working as a medical doctor and a mathematician in a broad range of the world's poorest nations. But overarching that is a powerful insight into social and economic issues, along with well-honed skills as a communicator. I am pleased to recommend this splendid book.' - Desmond M. Tutu, in his Foreword.

Available in PDF, EPUB and Kindle. Book excerpt: The present volume articulates a state of concern with the destabilising and the growth retarding effects of current world finance relations. Emphasis laid in this volume on finance is justified, not only in terms of its dominance over real activities in the world economy but also with its influence on the pace of economic reforms in the debt-ridden countries. A large number of essays in this volume deals with the recent pattern of capital flows in the world economy. The latter has been of a high priority in the agenda for research in economics in recent times, especially with tendencies for financial fragility in the major financial markets and the enforcing of the structural adjustment programmes in the developing countries as a part of loan conditionalities. The volume provides a rich analysis of contemporary international finance relations, with individual chapters contributed by reputed economists who have made significant contributions to the literature.

Book excerpt: This book applies a multiparadigmatic philosophical frame of analysis to the global political economy. Crossing two disciplines and lines of literature—social philosophy and global political economy—this book considers seven aspects of global political economy and discusses each aspect from four diverse paradigmatic viewpoints: functionalist, interpretive, radical humanist, and radical structuralist. The four paradigms are founded upon different assumptions about the nature of social science and the nature of society. Each paradigm generates theories, concepts, and analytical tools which are different from those of other paradigms; developing an understanding of the different paradigms leads to a better understanding of the multi-faceted nature of the subject matter. In this book, the first chapter reviews the four paradigms. Each of the next seven chapters provides four paradigmatic explanations for each of the seven aspects of the global political economy. The final chapter concludes by recommending further paradigmatic diversity. This book will be of particular interest to students and researchers interested in political economy, heterodox economics, political science and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book traces the evolution of concessional financing to Third World countries from its postwar origins in the Marshall Plan to the debt crisis that engulfed virtually the entire Third World in the early 1980s. It documents the evolution of a system of aid provision, of structured access to concessional external financing. The central focus is on how this structure of access to aid has changed over time and shaped development options an choices in the Third World. From this perspective, the emergence of the debt crisis is closely connected to the role of aid in the world economy. Although the debt crisis had other roots as well, this book elucidates an important set of determinants, generally overlooked, within the systems of aid provision itself. It further seeks to show that the debt crisis defines a new era, not simply a set of discrete and extraordinary events beween, say, Mexico's request for rescheduling in August 1982 and Argentina's coming to terms with the International Monetary Fund in September 1984. The debt crisis has profoundly altered the international environment tha Third Wold countries face, and the legacy of debt will continue to be a central focus of international relations and development choices for years to come.
