Yet 27 years after apartheid, those business interests remain largely entrenched. Why? Did the South African business community play a role in engineering this outcome – perhaps recognising the apartheid era was over, and jumping ship in time? Conversely, the mission of the ANC was widely perceived to be to shift wealth and power into the hands of the whole community. Yet despite ‘black empowerment’ measures, corporate ownership remains largely in white hands – and certainly in the hands of an elite few, even though no longer restricted to whites. This picture is replicated across the global south, where corporate ownership tends to be concentrated in the hands of an elite, rather than being more democratically spread. Why have alternative corporate forms not been pursued more vigorously, with ownership in the hands of customers, employees, and local communities? In the case of South Africa, where the majority of customers and employees are black, this could have delivered on the ANC’s mission to replace the apartheid era with a democratic one – in terms of wealth, incomes and power, as well as in terms of voting and civic rights. Book excerpt: The present book is an outcome of a seminar which focused on finding out the possibilities of rethinking socialism in terms of workersâ (TM) socialism vs. state socialism (or more broadly, workersâ (TM) and peasantsâ (TM) socialism vs. state managed socialism) which has been so well analysed by many scholars such as David Lane and Evan Luard. Scholars like Peter Bins, Tony Cliff, and Chris Harman have gone further and shown how the revolution was lost by the workers to state capitalism. However, there have been many instances and cases which have occurred simultaneously all over the world in non-socialist countries wherein workers have shown extraordinary zeal and commitment in forming workersâ (TM) cooperatives free of state support and intervention. Scholars like Robert Oakeshott and Sharit Bhowmik have written and documented this phenomenon extensively. The collapse of the state socialist regimes in Eastern Europe and the disintegration of the socialist federation of the USSR stand as a testimony to, and logically confirm the above accounts. The wave of failures of socialist patterns in states like India and welfare states in Western Europe and the USA have illustrated that even their public sector enterprises with loose state control have not succeeded. Hence, the retreat of the state and the moves towards privatization and re-privatization, have been embedded in the liberal paradigm. It is interesting to note that a different kind of phenomenon of production of goods and services by different groups, with reduced control of the state and with the initiative of the workers and peasants and other groups, has been in existence parallel to the above two phenomena. This phenomenon can broadly be called â ~workersâ (TM) cooperatives, â (TM) meaning worker-owned and worker-controlled cooperatives. Naturally, one looks to such phenomena and examines the possibilities of developing it as an alternative to capitalism on the one hand, and state socialism of varied types on the other. The main intention here is to see whether these phenomena of workersâ (TM) cooperatives can be developed into socialist formations with a redefined socialism by reinterpreting and unravelling the broad Marxist, socialist assumptions like self-activity and the self-organisation of workers. It is clear from the different authors of this book that the theoretical framework and empirical experiments suggest an alternative to state-controlled cooperatives and state socialism. This volume extensively covers the conceptual and empirical aspects of workersâ (TM) cooperatives across the globe with explorations of the possibilities of linking workersâ (TM) cooperatives with socialist politics. The book is a fitting contribution to the debates currently going on in search of alternatives to capitalist liberalization and globalization on the one hand, and the failure of different kinds of existing socialisms in the former Soviet Union and different parts of Eastern Europe on the other hand. Book excerpt: This monograph narrates the decade-long struggle of workers, unions, and management in transforming one of the largest ailing family-owned jute businesses in India, into a sustainable worker-owned and governed cooperative. It focuses on the variation in the three groups’ involvement in the transformation. It begins with the employees’ struggles in taking over the business, deserted by its owners, to save their jobs. The study analyzes the tensions between the three groups in creating and maintaining democratic governance that would sustain the initial leap in employee participation in the transformation. The analysis reveals contradictions at multiple levels, starting with the unexpected outcome of information sharing with workers: increased information sharing by management resulting in decreased employee involvement. The study explains this paradox by showing that for workers, information has a symbolic nature and information sharing is a signal of their trustworthiness in the assessment of those who are privy to the information. This means involvement is contingent upon the feeling that the information that workers consider crucial is being shared with them. However, what workers consider crucial, and thus a symbol of trust, changes over time as the nature and breadth of their involvement evolves. Thus, worker expectation as well as management and union expectation of information sharing evolves. However, the evolution has the potential to create a mismatch between the two expectations that might lead to contradictions in employee involvement. While for management, information sharing is an instrument in eliciting involvement, and thus management’s expectation of information sharing goes through an instrumental loop, for employees, information sharing is a matter of trust, and thus their expectation of information sharing goes through an institutional trust-based loop. To sustain high employee involvement, the organization should ideally institutionalize the trust-based loop and avoid engaging with the instrumental loop. The author proposes a collaborative approach to organizational transformation that will help deal with the contradictions more effectively, sustaining employee involvement in the transformation. The author also discusses the implications of these propositions for academic scholarship and organizational practices and situates them in the ongoing attempts to reform Industrial Disputes Act in India.
