Book excerpt: How do ambitious young men grapple with an unemployment rate in urban Ethiopia hovering around fifty percent? Urban, educated, and unemployed young men have been the primary force behind the recent unrest and revolutions in North Africa and the Middle East. Daniel Mains' detailed and moving ethnographic study, Hope is Cut, examines young men's struggles to retain hope for the future in the midst of economic uncertainty and cultural globalization. Through a close ethnographic examination of young men's day-to-day lives Hope is Cut explores the construction of optimism through activities like formal schooling, the consumption of international films, and the use of khat, a mild stimulant. Mains also provides a consideration of social theories concerning space, time, and capitalism. Young men here experience unemployment as a problem of time—they often congregate on street corners, joking that the only change in their lives is the sun rising and setting. Mains addresses these factors and the importance of reciprocity and international migration as a means of overcoming the barriers to attaining aspirations.

Book excerpt: Although it is a common theoretical assumption that the chances to find a job fall with time in unemployment, this is not systematically confirmed by empirical evidence, and there is no evidence for developing countries. Using a standard job search model we test the two main explanations why we may observe non-negative duration dependence while genuine duration dependence is negative, namely financial support for the unemployed and a change in the economy over time. We also identify a third explanation which may be relevant especially for developing countries, namely that the labor market is segmented, and extend the classic job search model. Using data for urban Ethiopia we first show that the observed hazard does not fall with time in unemployment for the majority of spells after controlling for unobserved heterogeneity. Using the tests developed from the model we can reject the classic explanations and find supportive evidence that labor market segmentation explains observed non-negative duration dependence, as searching for bad job lifts the hazard over time. Our findings underline the potential importance of labor market segmentation, especially in developing countries, and in particular in the presence of a large public sector.

Available in PDF, EPUB and Kindle. Book excerpt: Anthropologies of Unemployment offers accessible, theoretically innovative, and ethnographically rich examinations of unemployment in rural and urban regions across North and South America, Europe, Africa, and Asia. The diversity of case studies demonstrates that unemployment is a pressing global phenomenon that sheds light on the uneven consequences of free-market ideologies and policies. Economic, social, and cultural marginalization is common in the lives of the unemployed, but their experience and interpretation are shaped by local and national cultural particularities. In exploring those differences, the contributors to this volume employ recent theoretical innovations and engage with some of the more salient topics in contemporary anthropology, such as globalization, migration, youth cultures, bureaucracy, class, gender, and race. Taken together, the chapters reveal that there is something new about unemployment today. It is not a temporary occurrence, but a chronic condition. In adjusting to persistent, longstanding unemployment, people and groups create new understandings of unemployment as well as of work and employment; they improvise new forms of sociality, morality, and personhood. Ethnographic studies such as those found in Anthropologies of Unemployment are crucial if we are to understand the broader forms, meanings, and significance of pervasive economic insecurity and discover the emergence of new social and cultural possibilities.

Book excerpt: Ethiopia has long prioritized creating more and better jobs as core to its sustainable and inclusive development. However, steady growth in the gross domestic product and gains in agricultural productivity in recent decades have not translated into better opportunities nor increased earnings for much of the population. The 2021 Labor Force Survey data reveal labor trends since 1999 and underscore these realities. Moreover, COVID-19 and other shocks have reinforced the disconnect between positive macroeconomic trends at a national level and stagnant incomes at the household level. Working Today for a Better Tomorrow in Ethiopia: Jobs for Poor and Vulnerable Households outlines how Ethiopia can leverage its social safety net programs to help poor and vulnerable workers earn more in today’s labor market. The government’s latest development planning policies focus on private sector growth and structural transformation to create more and better jobs. While these long-term reforms take hold, the jobs agenda also must include near-term measures to improve worker productivity in and connect people to jobs that already exist. Complementing cash transfers with capital, training, and other services can help workers earn more in their current work, diversify into new types of employment, or connect to available wage jobs. These investments can have an immediate impact for poor people in Ethiopia while also contributing to sustainable and inclusive development.

Book excerpt: Trying to summarize the essentials of macroeconomic theory in the wake of the financial crisis that has shaken not only Western economies but also the macroeconomic profession is no easy task. In particular, the notion that markets are self-correcting and always in equilibrium appears to have taken a heavy blow. However, the jury is still out on which areas should be considered as failures and what which constitute the future of research. The overall aim of this text is to provide a compact overview of the contributions that are currently regarded as the most important for macroeconomic analysis and to equip the reader with the essential theoretical knowledge that all advanced students in macroeconomics should be acquainted with. The result is a compact text that should act as the perfect complement to further study of macroeconomics: an introduction to the key concepts discussed in the journal literature and suitable for students from upper undergraduate level through to PhD courses.

Book excerpt: This paper investigates the nature of unemployment among young men in urban Ethiopia and finds that it is concentrated among relatively well-educated first-time job seekers who aspire to a public sector job and spend on average close to four years in unemployment. This is consistent with a segmented labor market model where youngsters queue in unemployment for a good job, as confirmed by an empirical test of the theoretical prediction. We observe a negative (causal) relationship between household welfare and both the incidence and duration of unemployment, indicating that unemployment is concentrated among the relatively worse off urban households, which from a national perspective represent the middle classes, and find suggestive evidence that part of this effect is due to malnutrition during childhood. Job search through social networks is only effective after one has become unemployed, suggesting that networks provide insurance only after exposure to the risk.

Book excerpt: An analysis of panel data on individuals in a random selection of urban households in Ethiopia reveals large, sustained, and unexplained earnings gaps between public and private, and formal and informal sectors over the period 1994-2004. The authors have no formal evidence whether these gaps reflect segmentation of the labor market along either of these divides. In other words, they cannot show whether they are at least in part due to impediments to entry in the higher wage sector. But they do have evidence that, if segmentation explains any part of the observed earnings gaps, then it could only have weakened over the survey decade. The authors find, first, that the rate of mobility increased between the two pairs of sectors. Sample transition rates grew across survey waves, while state dependence in sector choice decreased. Second, the sensitivity of sector choice to earnings gaps increased over the same period. In particular, the role of comparative earnings in selection into the informal sector was evident throughout the survey decade and increased in magnitude over the second half of the period.

Book excerpt: This report focuses on a central element of Ethiopia's challenge: the urban labor market. The headlines, which are detailed in the report, are dramatic, and include the following: open unemployment has been persistently high and average duration is long, though recent trends suggest improved performance. There is a significant segmentation-two relatively privileged sector in the public and formal private sectors, a massive informal sector and a large stock of unemployed. Individual transitions across these states have increased over time, but remain relatively limited. Formal sector employment in urban areas is dominated by the state and manufacturing sector employment remains among the lowest in the world. The majority of those who are working in urban areas are engaged in informal sector activity, typically as a last resort but also as a persistent state. Average wages are low, especially for the unskilled and in the informal sector, but productivity is also very low. Women are especially disadvantaged in the labor market-and typically face worse outcomes with higher levels of unemployment, lower wages, and a greater concentration in the informal sector. Many youth seem to enter the labor market through low quality jobs in the informal sector or into unemployment. The structure of this report is as follows. Volume I synthesizes the emerging findings and policy implications while Volume 2 presents a series of thematic chapters which summarize the underlying background work. In this volume the next chapter sets the stage for the analysis by clarifying the metrics of the key labor market indicators. Chapter 3 looks at the structure of urban labor markets and what has hindered their ability to generate jobs despite the acceleration of growth in the last few years. Chapter 4 focuses on the challenge of urban unemployment, while Chapter 5 looks at the effects of migration on urban labor markets. The final chapter in this volume reviews the emerging policy agenda.
