Book excerpt: International migration, the movement of people across international boundaries to improve economic opportunity, has enormous implications for growth and welfare in both origin and destination countries. An important benefit to developing countries is the receipt of remittances or transfers from income earned by overseas emigrants. Official data show that development countries' remittance receipts totaled 160 billion in 2004, more than twice the size of official aid. This year's edition of Global Economic Prospects focuses on remittances and migration. The bulk of the book covers remittances.

Book Synopsis Work Programme by : Great Britain: Parliament: House of Commons: Work and Pensions Committee
Download or read book Work Programme written by Great Britain: Parliament: House of Commons: Work and Pensions Committee and published by The Stationery Office. This book was released on 2011-05-08 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Work Programme will be implemented nationwide from June 2011, and will replace the range of existing programmes to help benefit claimants find jobs. It will be delivered on a regional basis by a framework of prime contractors, the majority of which will come from the private sector. These prime contractors will be paid by the Government based on their results in achieving sustainable employment for jobseekers. Prime contractors are expected to subcontract service provision to specialist local organisations, including voluntary sector providers. There is a risk that, even under the payment-by-results model, Work Programme providers might focus on the clients they assess as being easier to help. The Committee recommends that the Government keeps the payment model under review and assesses the outcomes for all participants. The Work Programme creates a significant financial challenge for prime contractors. This might lead to some clients receiving lower quality support and to significant costs to the Government in responding to service failures. The Government should put contingency arrangements in place to ensure the continuity of provision for clients. The Department for Work and Pensions (DWP) should remind prime contractors that a key aspect of their role is to bear financial risk, rather than passing it on to subcontractors disproportionately. Contracting arrangements need to ensure that subcontractors are fairly managed and that prime contractors are able to hold subcontractors to account for poor performance. The DWP must establish robust and independent arbitration and sanctioning arrangements.
Book Synopsis Youth Employment Programs in Ghana by : Christabel Dadzie
Download or read book Youth Employment Programs in Ghana written by Christabel Dadzie and published by World Bank Publications. This book was released on 2020-09-04 with total page 83 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unemployment and underemployment are global development challenges. The situation in Ghana is no different. In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.
Book Synopsis Preventing fraud and improper practices in contracted employment programmes by : Great Britain: National Audit Office
Download or read book Preventing fraud and improper practices in contracted employment programmes written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2012-05-16 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The introduction of the Work Programme in June 2011 largely addressed the main weaknesses in previous programmes which had led to a risk that fraud by providers was being understated. Some risks still remain because not every control applies to every programme, particularly to smaller ones. This report finds in particular that the assessment of the risk of fraud at A4e missed vital evidence. The Department does not currently obtain all relevant copies of providers' internal audit reports and did not receive the paper sent to the Chair of the Public Accounts Committee which highlighted a possible systematic failure to mitigate the risk of fraudulent and irregular activity. More than half of fraud allegations since 2006, valued at £773,000, have been in respect of New Deal programmes which ended in 2011. Schemes such as the Flexible New Deal and the Work Programme that replaced the New Deal have been designed with measurable and verifiable outcomes to minimize the risk of fraud. For example, the DWP now checks the records of HM Revenue and Customs to test whether claimants are actually working. But, notably, in the case of the £8 million programme providing mandatory work activity, there are still no independent checks with employers that unemployed people said to have been placed with them have been. Recommendations include that the Department make the most of the fraud risk knowledge it possesses and share it more effectively; and that users' complaints be used to assess the quality of service providers.
Book Synopsis International Counterterrorism Bureaucracies in the United Nations and the European Union by : Hendrik Hegemann
Download or read book International Counterterrorism Bureaucracies in the United Nations and the European Union written by Hendrik Hegemann and published by Bloomsbury Publishing. This book was released on 2015-03-26 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the attacks of September 11, 2001 a complex web of international structures and rules for the fight against transnational terrorism has emerged. However, previous research disregarded the organizational basis of counterterrorism cooperation. Using the example of bureaucratic actors in the United Nations and the European Union, this study examines how and to what degree international counterterrorism bureaucracies exercise autonomy and perform distinct functions. The book reveals the special ambivalence of counterterrorism cooperation for international bureaucracies, which need to reconcile calls for effective counterterrorism with the need to maintain an impression of technical impartiality in a particularly contested policy-field. They respond to this challenge with different strategies of politicization and depoliticization.
Book Synopsis In Search of the Perfect Citizen? by : Sergio Carrera
Download or read book In Search of the Perfect Citizen? written by Sergio Carrera and published by BRILL. This book was released on 2009-05-11 with total page 548 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book studies the normative intersection between integration, immigration and nationality in the European Union (EU). It examines the relationship between integration and the legal frameworks of admission, stay and access to nationality by third country nationals at national and European levels. Integration is being subject to multifaceted processes transforming its traditional policy and legal settings, as well as its classical theoretical premises and approaches. The Europeanisation of immigration policy has provoked the emergence of distinctive European approaches on integration. The legal elements of integration are being developed through two parallel settings: the EU Framework on Integration and European immigration law. These venues constitute two of the main pillars upon which the common EU immigration policy is being constructed, and their nexus raises several elements in need of reflection and study. This book examines the processes through which integration becomes a norm in nationality and immigration law and policy at the national and EU levels, and the implications of these processes for the legal status of third country nationals and the overall coherency of the common EU immigration policy.

Book Synopsis Can the Work Programme work for all user groups? by : Great Britain: Parliament: House of Commons: Work and Pensions Committee
Download or read book Can the Work Programme work for all user groups? written by Great Britain: Parliament: House of Commons: Work and Pensions Committee and published by Stationery Office. This book was released on 2013-05-21 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Work Programme has the potential to work well for relatively mainstream jobseekers but is unlikely to reach the most disadvantaged long-term unemployed people. The Government spent some £248 million less on the Work Programme than anticipated in 2012/13, due to providers' under-performance in a "payment-by-results" programme. In the short term, the Committee urges the Government to use the unspent Work Programme budget to: extend proven, alternative provision for disadvantaged jobseekers, such as the Work Choice programme for disabled people; extend and continue to promote Access to Work to help disabled people overcome the practical difficulties of starting a job; and provide further support for individuals who complete their two-year attachment to the Work Programme without finding sustained employment. The Committee also highlights that people with the severest barriers to work, such as homelessness and serious drug and alcohol problems are often not ready for the Work Programme and need support first to prepare for it. It recommends that DWP pilots ways of providing this additional support to prepare these groups for effective engagement with the Work Programme before they are referred. In the longer-term, the Committee calls on DWP to consider moving away from the current differential pricing model, which is based on the type of benefit a participant is claiming, to a much more individualised, needs-based model. The Report recommends that DWP should assess how a needs-based pricing structure could determine the appropriate level of up-front funding and the types of services required to support individual jobseekers.

Book Synopsis Darfur and the International Community by : Richard Barltrop
Download or read book Darfur and the International Community written by Richard Barltrop and published by Bloomsbury Publishing. This book was released on 2010-11-30 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: Darfur has become synonymous with suffering. A vast, remote and poor region, Darfur has been torn by armed conflict and humanitarian crises, and haunted by the spectres of ethnic cleansing and genocide. After it broke onto the international stage in 2004 and grew into one of the world's worst humanitarian crises, the Darfur conflict presented the international community with dramatic challenges. How could the international community stop the fighting in Darfur? How could it save lives and help the two million people displaced by the conflict? And how could the international community - or those who wanted to act - bring about peace in Darfur and at the same time ensure that the Comprehensive Peace Agreement for the wider war between 1983 and 2005 was implemented? Here, Richard Barltrop draws on original research inside and outside Sudan, including extensive interviews with Sudanese and others who have been involved in Sudan's conflicts, politics and peace talks since 1983 and before, and official Sudanese and international sources. Tracing the history of international responses to the conflicts in Sudan, Barltrop investigates what determined the outcomes of international mediation and relief in Sudan. He shows that Darfur must be seen within the wider pattern of conflict in Sudan, and that both Sudan and the international community have missed opportunities to respond more effectively to the fundamental drivers of conflict in the country. As he explains, lessons should be drawn from this for Sudan and for the practice of conflict resolution elsewhere in the world today and in the future. This ground-breaking and insightful book offers crucial analysis for policymakers, mediators and humanitarian and development workers, as well as students and general readers who wish to deepen their understanding of Africa's largest country and the major political and humanitarian challenges it has posed for the international community.
