Conclusions reached by the Committee include: support for the approach taken by VOSA to protect the independence of the Traffic Commissioners; the need for an effective sanctions against infringement of regulations by foreign vehicle operators, including the introduction of a fixed penalty system as soon as possible; and the Committee's intention to keep under review the implementation and effectiveness of VOSA's electronic service delivery programme.
