The process of producing the next Defence and Security Review is the opportunity to engage the public in understanding the future of the Armed Forces. The Committee has very real concerns about the focus that will be given to the number of asymmetric security threats to the UK, such as from terrorism or cyber attack. The Government must think more strategically about the resilience of the country's critical infrastructure and recovery following an attack.

The Committee criticises the UK Government's poor provision of information about the UK-US Joint Strategy Board, which was created during President Obama's State Visit to the UK in May 2011. Among strategic issues that it considered, the Committee agreed with the Government that the proposed EU-US Transatlantic Trade and Investment Partnership (TTIP) could have significant positive strategic impact for the UK and the transatlantic relationship.

The current main national security threat was from international terrorism, but the Committee calls on the Government to ensure that the next National Security Strategy gives due weight to the likelihood of a return to an increased threat of state versus state conflict. The Government needs to resolve the balance between Parliament's essential role as a strategic inquisitor on military deployments and the use of the Royal Prerogative in conflict decisions. The Government should commit to ensuring that a summary of the legal justification on military action is available to Parliament in advance of any debate. The Government should also set out how it intends to define and assess successful exit strategies and end states.

Book excerpt: Proposals for reforms for the EU as a whole are likely to find a more favourable reception than possible requests for further 'special treatment' for the UK. The Committee is sceptical that other Member States would be willing to renegotiate existing EU law so as to allow the UK on its own to reduce its degree of integration, especially where this could be seen as undermining the integrity of the Single Market. Other Member States appear to want the UK to remain an EU Member. Closer Eurozone integration is a potential risk to the position of the UK and other non-Eurozone states in the EU. However, the December 2012 agreement on the Single Supervisory Mechanism for banking regulation shows what the UK can achieve to protect its position. The Eurozone is in any case far from a homogenous bloc and the expansion and closer integration of the Eurozone does not therefore necessarily render the UK's position in the EU impossible or worthless. This report does not examine whether the UK should remain in the EU or withdraw. However, it agrees with the Government that, if the UK were to leave the EU, the current arrangements for relations with the EU which are maintained by Norway or Switzerland would not be appropriate for the UK. If it is in the UK's interest to remain in the Single Market, the UK should either remain in the EU, or launch an effort for radical institutional change in Europe to give decision-making rights in the Single Market to all its participating states

The Committee says that: there is no evidence that the NSS has influenced decisions made since the Strategic Defence and Security Review; there should be an "overarching strategy", a document designed to guide government decision-making and crisis management both at home and on the international stage; the Government's assertion that there will be no reduction in the UK's influence on the world stage is wholly unrealistic in the medium to long term and the UK needs to plan for a changing, and more partnership-dependent, role in the world. The Government's unwillingness to provide the Committee with all the information it has asked for about the National Security Risk Assessment means that it is unable to give Parliament any assurances about its adequacy. The report also notes concern that the National Security Council's oversight of security issues is not sufficiently broad and strategic, given that it was deeply involved in operations in Libya and failed to discuss the national security implications of the Eurozone crisis or the possibility of Scottish independence.
