Available in PDF, EPUB and Kindle. Book excerpt: In February 1979, I wrote to the Alfred P. Sloan Foundation seeking sup port for the Aspen Institute for Humanistic Studies to embark on a policy oriented program in vocational education. The reason for the request, which was generously granted by the foundation, was stated as follows: The federal program on vocational education dates from World War I. Impor tant changes were made in later legislation in 1963 and 1976, affecting the pro grams conducted by the Department of Health, Education and Welfare. The recently enacted Comprehensive Employment and Training Act (CETA) of the Department of Labor has brought large federal support to efforts to reduce unemployment, especially for youth, by providing preparatory training. It may be an understatement to report that the programs of these two government departments have lacked adequate coordination in Washington or in the field. Certainly there is a long way to go in improving both policy and program, and an opportunity presents itself in preparing the policies to be proposed to the Con gress when the vocational education program next comes up for reconsideration in 1980 and 1981. Responsibility for preparing the administration's position and recom mendations lies with the Deputy Assistant Secretary for Planning and Evaluation of HEW, Michael O'Keefe.

Available in PDF, EPUB and Kindle. Book excerpt: In the decade of the 1970s the U.S. economy experienced its worst performance in four decades. Rising U.S. inflation and stagnant productivity growth were responsible for the worst economic performance of any Western country. The institute has published a number of studies on specific economic problems—on energy, planning, health care, tax reform, international trade, and other subjects. This is our first attempt to present an integrated view of the economy as a whole, looking back at serious problems experienced in the 1970s as part of fashioning a systematic statement of what reforms are necessary to restore to the U.S. economy the growth and stability of prior decades.

Available in PDF, EPUB and Kindle. Book excerpt: Housing provides shelter, in a variety of forms, but it is also resonant with meaning on many other levels--as a financial asset, a status symbol, an expression of private aspirations and identities, a means of inclusion or exclusion, and finally as a battleground for social change. John Adams' impressive new study explores this complex topic in all its dimensions. Using census data and other housing surveys, Adams describes the recent history of housing in America; the nature of housing supply and demand; patterns of housing use; and selected housing policy questions. Adams supplements this national and regional analysis with a remarkable set of small-area analyses, revealing how neighborhood settings affect housing use and how market forces and other trends interact to shape a neighborhood. These analyses focus on a sample of over fifty urbanized areas, including the nation's three largest cities (New York, Los Angeles, and Chicago). Special two-color maps illustrate the dynamics of housing use in each of these communities. Clearly and insightfully, this volume paints a unique picture of the American "housing landscape," a landscape that reflects and regulates significant aspects of our national life. Available in PDF, EPUB and Kindle. Book excerpt: Youth unemployment is one of the most critical problems generated by any recession. Widespread changes in the structure of the youth labour market, together with the increasing affluence amongst the employed, meant that the experience of unemployment for young people in the 1970s and 1980s was quite different from that of previous decades. Originally published in 1988, this book examines the psychological consequence of prolonged periods of joblessness among a national cohort of 16-19 year olds. It places the problem in a historical context and then examines evidence for the effect of unemployment on the work ethic, motivation to work, the search for jobs, psychological health, political views, lifestyles and early careers. Particular attention is paid to gender and ethnic group differences. Original research was integrated with existing literature with the aim of bringing together a wide variety of studies and theoretical positions previously dispersed throughout the literature.

Available in PDF, EPUB and Kindle. Book excerpt: The study of continuities and discon-tinuties in American working-class life represents a central concern in the literature on stratification and equality. This book, based on a 1975 Ford Foundation conference and updated to take into account the most recent developments, offers a sobering appraisal of the American working class, revealing the continuing gap between organized and unorganized workers despite the huge increase in the work force; the emergence of subclass structures between factory workers at one end and workers engaged in marginal occupations at the other; and the durability of pluralistic, multiclass politics within this large and amorphous working class. The volume is unique for several reasons: it focuses directly on the role of women in the labor force, ethnic and racial divisions within the working class, and the place of organized labor in international affairs. The American Working CJass Today offers a penetrating and wide-ranging examination by leading social and political researchers of a range of problems -- from how data are collected and manipulated to what the future holds for American workers. Book excerpt: The 1980s: A Critical and Transitional Decade, edited by Kimberly R. Moffitt and Duncan A. Campbell, is a holistic analysis of the decade that focuses on major turning points and developments in literature, entertainment, politics, and social experimentation. This analysis ultimately presents the 1980s as a significant phenomenon in the American landscape. The 1980s is a groundbreaking and stand-alone introductory volume that is unapologetically interdisciplinary in nature and encourages students to explore topics of the decade often overlooked or grouped together with other, more memorable decades such as the 1920s or 1960s.
