Book excerpt: To tackle climate change, reduce air pollution and promote development of renewable energy, the Ontario government is investing in the conversion of the coal-based Atikokan Power Generating Station (APGS) in Atikokan, Ontario, to woody biomass feedstock. This research offers one of the first looks at the perspectives of different individuals and groups on converting woody biomass to energy. Using a combination of study instruments which include literature review, surveys, interviews with key informants, semi-structured interviews, and focus group discussions, this dissertation uses qualitative research to provide a picture of the public's opinions and attitudes towards the APGS biomass energy development. Given Ontario's huge and sustainably managed forest resource, woody biomass is expected to be a major component of renewable energy production in Ontario. The move towards renewable energy that replaces fossil fuels with woody biomass will have considerable socio-economic implications for local and First Nation communities living in and around the bioenergy power generating station. Findings indicate that there is wide support for biomass utilization at the APGS by local people, especially since the project would create sustainable employment. The connection of woody biomass-based energy generation and rural community development provides opportunities and challenges for Atikokan's economic development. Respondents identified economic, environmental and social barriers to biomass utilization, and emphasized trust and transparency as key elements in the successful implementation of the APGS project. As demand for woody biomass-based energy increases, special attention will be needed to ensure and maintain the social, economic and environmental sustainability of biomass use at the APGS. In this research, respondents' views about biomass utilization for energy mainly focused on forest-related issues rather than energy. In Atikokan much of the project's social acceptability is directly linked to woody biomass providing job creation and community stability. Given this, it will be important to design policies and projects from a community development perspective to ensure long term community support. Information provided by this research creates a base for discussions as forest biomass energy becomes a vital issue in Northwestern Ontario, Canada, and other regions of the world. This research provides a look at a community's views using a method that provides breadth of information but that is specific in scope. Further research will be required to determine the reach of these opinions within the stakeholder groups, the general public, and across different regions.

Mechanical preprocessing technologies such as size reduction and densification, help improve particle size distribution and density. This book focuses on several specific topics, such as understanding how forest biomass for biofuels impacts greenhouse gas emissions; mechanical preprocessing, such as densification of forest residue biomass, to improve physical properties such as size, shape, and density; the impact of thermal pretreatment temperatures on woody biomass chemical composition, physical properties, and microstructure for thermochemical conversions such as pyrolysis and gasification; the grindability of torrefied pellets; use of wood for gasification and as a filter for tar removal; and understanding the pyrolysis kinetics of biomass using thermogravimetric analyzers.

Book excerpt: Biomass resources in Alaska are extensive and diverse, comprising millions of acres of standing small-diameter trees, diseased or dead trees, and trees having lowgrade timber. Limited amounts of logging and mill residues, urban wood residues, and waste products are also available. Recent wildfires in interior Alaska have left substantial volumes of burned timber, potentially usable for biomass energy. Motivated, in part, by rising fuel prices, organizations across the state -- including businesses, schools, and government agencies -- have all expressed an interest in wood energy applications. Numerous sites have pursued feasibility studies or engineering design analysis, and others have moved forward with project construction. Recent advances in biomass utilization in Alaska have been enabled by numerous factors, and involve various fuel sources, scales of operation, and end products. Already, thermal wood energy systems are using sawmill residues to heat lumber dry kilns, and a public school heating system is in operation. Management policies on national forests and state forests in Alaska could determine the type and amounts of available biomass from managed forests, from wildland-urban interface regions, and from salvage timber operations. Biomass products in Alaska having potential for development are as diverse as wood pellets, cordwood (firewood), compost, wood-plastic composite products, and liquid fuels. In addition, new technologies are allowing for more efficient use of biomass resources for heating and electrical generation at scales appropriate for community power. This case study review considers successes and lessons learned from current wood energy systems in Alaska, and also considers opportunities for future bioenergy development.

Book excerpt: In the state's Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation's first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state's RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state's carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact associated with biomass usage, an understanding of forest management trends including harvesting and fuel processing methods, and the carbon profile of utilizing forest based woody biomass for the emerging biomass markets. Each of the tasks and subtasks have provided an increased level of understanding to support new directives, policies and adaptation of existing regulations within Massachusetts. The project has provided the essential information to allow state policymakers and regulators to address emerging markets, while ensuring forest sustainability and understanding the complex science on CO2 accounting and impacts as a result of biomass harvesting for power generation. The public at large and electricity ratepayers in Massachusetts will all benefit from the information garnered through this project. This is a result of the state's interest to provide financial incentives to only biomass projects that demonstrate an acceptable carbon profile, an efficient use of the constrained supply of fuel, and the harvest of biomass to ensure forest sustainability. The goals of the Massachusetts Sustainable Forest Bioenergy Initiative as proposed in 2006 were identified as: increase the diversity of the Massachusetts energy mix through biomass; promote economic development in the rural economy through forest industry job creation; help fulfill the state's energy and climate commitments under the Renewable Energy Portfolio Standard and Climate Protection Plan; assist the development of a biomass fuel supply infrastructure to support energy project demands; provide education and outreach to the public on the benefits and impacts of bioenergy; improve the theory and practice of sustainable forestry in the Commonwealth. Completed project activities summarized below will demonstrate the effectiveness of the project in meeting the above goals.
