Book excerpt: Multiculturalism is a concept that has been stretched to include a variety of political conditions, mainly in countries that have liberal democratic political systems and traditions. In this North/South ‘comparison’ we illuminate remedies pursued by governments and various political interests to address the binary. Tensions of culture and rights may not be the same everywhere. An interesting point of comparison is in the treatment of liberalism – often assumed in the global North to be the universal norms to be defended, whereas in the global South, liberalism itself may be viewed as the problem. Colonial histories are fraught with discriminatory legislation aimed at accommodating indigenous populations, often a trade-off for more structural redistributive justice through, for example, land reform. In Africa, for example, the codification of customary law has reinforced misogynistic and static interpretations of ‘African culture’. This book will show how varied and complex the embodiment of multiculturalism as a political practice, or policy discourse in different political contexts can be, and how often the outcome of multicultural discourses creates a binary between culture and universal human rights. The aim of this book is to grapple with dislodging this binary. This book was published as a special issue of Politikon.

Book excerpt: Gender and Justice in Multicultural Liberal States explores the challenges that culturally plural liberal states face when they hold competing political commitments to cultural rights and sexual equality, and advances an argument for resolving such dilemmas through democratic dialogue and negotiation. Exploring recent examples of gendered cultural conflicts in South Africa, Canada, and Britain, this book shows that there is an urgent need for workable strategies to mediate the antagonisms between the cultural practices and arrangements of certain ethno-cultural and religious groups and the norms and constitutional rights endorsed by liberal states. Yet such strategies will be successful only insofar as they can resolve conflicts without either reinforcing women's subordination within cultural communities or unjustly dismissing calls for cultural recognition and forms of self-governance. To this end, the book develops an approach to mediating cultural tensions that takes seriously the demands of justice by cultural and religious minorities in liberal democratic states. Grounded in an argument for democratic legitimacy, this approach invokes norms of political inclusion and democratic dialogue, and highlights negotiation and compromise as the best vehicles for arriving at resolutions to conflicts of cultural value. However, it also reconceives the basis of democratic legitimacy so as to include not merely formal expressions of political consent, but also a range of non-formal democratic activity that occur in the private and social spheres, from acts of cultural reinvention and subversion to outright expressions of dissent and cultural refusal.

Book excerpt: A revealing oral history collection, Profiles in Diversity contains in-depth interviews of twenty-six women in South Africa from different racial, class, and age backgrounds. Conducted in Johannesburg, Pretoria, Bloemfontein, Vryburg, Cape Town, Port Elizabeth, Grahamstown, Durban, and a rural section of Kwa-Zulu Natal, these life histories encompass diverse experiences ranging from a squatter in a township outside Cape Town to an ANC activist in Port Elizabeth, who lost three sons to the struggle for democracy and who herself was imprisoned several times during what many in South Africa now refer to as the "civil war." Nearly all of these women describe their formative years spent growing up in South Africa's segregated society. Three young black students discuss the hardships they experienced in an unequal educational system as well as aspects of segregation in their childhood. They are joined in their memories and hopes for the future by two mature women—one now a high court judge in Durban and the other a linguist at the University of South Africa in Pretoria—both of whom studied at Harvard in the United States. Nancy Charton, the first woman ordained as an Anglican priest in South Africa, speaks about her past and what led her, in her early seventies, to a vocation in the church. Three Afrikaner women, including one in her late twenties, speak about growing up in South Africa and articulate their concerns for a future that, in some respects, differs from the predictions of their English-speaking or black sisters. Two now-deceased members of the South African Communist Party provide disparate accounts of what led them to lives of active opposition to the discrimination that marked the lives of people of color, long before apartheid became embedded in South Africa's legal system. Also included is an account by Dr. Goonam, an Indian woman who grew up in relative comfort in the then province of Natal, while Ray Alexander discusses how she witnessed the tyranny visited on the Jews of her native Latvia before immigrating to the Cape.

We also see a 'pluralism turn', with increasing legal recognition given to the customary law or religious law of minority groups and indigenous peoples. To date, the former trend has primarily benefitted majority women, and the latter has primarily benefitted minority men. Neither has effectively ensured the participation of minority women. In response, multicultural feminists have proposed institutional innovations to strengthen the voice of minority women, both at the state level and in decisions about the interpretation and evolution of cultural and religious practices. This volume explores the connection between gender parity and multicultural feminism, both at the level of theory and in practice.
