Book excerpt: In Africa, women are critical agents of change in the fight against rural poverty, hunger and malnutrition. They are the backbone of their households, communities, and rural economies covering important roles in food production, processing and marketing, and also in the nutrition of the family. However, with food systems rapidly modernizing and dramatic effects of climate change and environmental degradation becoming the “new normal”, they continue to face multiple challenges due to persisting gender discriminations. Over the years, remarkable political commitments to improve women’s condition and status have been made, but substantial gender gaps still remain in the access and control over productive resources and assets, services and markets. Overcoming these challenges will require addressing the root causes of gender inequalities through innovative and gender-transformative approaches. According to FAO’s latest estimates (SOFI, 2019), the number of people suffering from hunger has been rising. Just this trend - and the awareness that we lost a decade of progress - is sufficient to underscore the immense challenge of achieving the Zero Hunger target by 2030. The situation is most alarming in sub-Saharan Africa, where the number of undernourished people has steadily increased since 2014, to 237 million in 2018. These findings are in line with the 2019 SDG report. It shows that we are still lagging behind in achieving the SDGs as the global response has not been ambitious enough.

Book excerpt: The Country Gender Assessment of Agriculture and the Rural Sector report provides a gender perspective of the agricultural and rural sector of Papua New Guinea. The analysis provides an overview of the gender-based gaps and inequalities in access to and control over critical productive resources and opportunities. The methods used involved a two-tier approach where there was the review of literature related to women’s engagement in agriculture and the rural sector as well as, semi-structured interviews and focus group discussions with selected groups. The findings recognizes that agriculture is key for the country’s economy. However, there remains to be persisting challenges in creating an enabling environment for enhancing women’s participation in food value chains. Additionally, the disparities are obvious in access to and control over key agricultural resources. The rural women even though are major contributors to the economy, their rights are not properly recognized hence, are excluded systematically from access to decision-making. It is thereby concluded that the lack of influential gender sensitive leadership and coordination of the agricultural sector impede the empowerment of rural women and girls in the country. The recommendation include a gender and workplace policy developed for the agricultural sector. Importantly, this publication is a tool for FAO, the Government of Papua New Guinea and other development partners to mainstream gender into programming towards gender equality and the empowerment of rural women in Papua New Guinea.

Increasing women's access to land, livestock, education, financial services, extension, technology and rural employment would boost their productivity and generate gains in terms of agricultural production, food security, economic growth and social welfare. Closing the gender gap in agricultural inputs alone could lift 100-150 million people out of hunger. No blueprint exists for closing the gender gap, but some basic principles are universal: governments, the international community and civil society should work together to eliminate discrimination under the law, to promote equal access to resources and opportunities, to ensure that agricultural policies and programs are gender-aware, and to make women's voices heard as equal partners for sustainable development. Achieving gender equality and empowering women in agriculture is not only the right thing to do. It is also crucial for agricultural development and food security.

The Assessment is also aimed at facilitating FAO’s contribution to the UN Country Team report on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) with up-to date and objective information on the situation of rural women in the country. The methodology of the CGA included a desk review of policies and programmes on agriculture, food and nutrition security and gender equality, a quantitative analysis of national statistics, in-depth interviews with FAO Viet Nam partners and qualitative surveys and focus group discussions (FGDs) conducted in two provinces (Ninh Thuan and Lao Cai).
