From the creation of the government-subsidized Society of Beneficence in 1823, women were at the forefront of the child-focused philanthropic and municipal groups that proliferated first to address the impact of urbanization, European immigration, and high infant mortality rates, and later to meet the needs of wayward, abandoned, and delinquent children. Women staffed child-centered organizations that received subsidies from all levels of government. Their interest in children also led them into the battle for female suffrage and the campaign to promote the legal adoption of children. When Juan Perón expanded the welfare system during his presidency (1946–1955), he reorganized private charitable organizations that had, until then, often been led by elite and immigrant women. Drawing on extensive research in Argentine archives, Guy reveals significant continuities in Argentine history, including the rise of a liberal state that subsidized all kinds of women’s and religious groups. State and private welfare efforts became more organized in the 1930s and reached a pinnacle under Juan Perón, when men took over the welfare state and philanthropic and feminist women’s influence on child-welfare activities and policy declined. Comparing the rise of Argentina’s welfare state with the development of others around the world, Guy considers both why women’s child-welfare initiatives have not received more attention in historical accounts and whether the welfare state emerges from the top down or from the bottom up.

Mother-work, defined as "women's unpaid work of reproduction and caregiving", was the motivation behind women's public activism and "maternalist" ideology. Ladd-Taylor emphasizes the connection between mother-work and social welfare politics by showing that their mothering experiences led women to become active in the development of public health, education, and welfare services. In turn, the advent of these services altered mothering experiences in a number of ways, including by reducing the infant mortality rate. By examining women's activism in organizations including the National Congress of Mothers and Parent-Teacher Associations, the U.S. Children's Bureau, and the National Woman's Party, Ladd-Taylor dispels the notion of "mother-work" as a contradictory term and clarifies women's role in the development of the American economic system.

Book excerpt: In 1996, Democratic president Bill Clinton and the Republican-controlled Congress "ended welfare as we know it" and trumpeted "workfare" as a dramatic break from the past. But, in fact, workfare was not new. Jennifer Mittelstadt locates the roots of the 1996 welfare reform many decades in the past, arguing that women, work, and welfare were intertwined concerns of the liberal welfare state beginning just after World War II. Mittelstadt examines the dramatic reform of Aid to Dependent Children (ADC) from the 1940s through the 1960s, demonstrating that in this often misunderstood period, national policy makers did not overlook issues of poverty, race, and women's role in society. Liberals' public debates and disagreements over welfare, however, caused unintended consequences, she argues, including a shift toward conservatism. Rather than leaving ADC as an income support program for needy mothers, reformers recast it as a social services program aimed at "rehabilitating" women from "dependence" on welfare to "independence," largely by encouraging them to work. Mittelstadt reconstructs the ideology, implementation, and consequences of rehabilitation, probing beneath its surface to reveal gendered and racialized assumptions about the welfare poor and broader societal concerns about poverty, race, family structure, and women's employment.
