Book excerpt: In September 2007 the Government announced that it was withdrawing state funding paid to higher education institutions to subsidise the fees of ELQ students, that is those studying for a qualification at the same or lower level than they already hold. The result is that from 2008-09 students starting a second degree could see their tuition fees increase by 200 per cent. The Committee found that consultation on the withdrawal of the funding was restricted to the implementation arrangements with the full effects of the changes and consequences for other policies inadequately examined. They conclude that the transitional arrangements and exemptions are inadequate and inconsistent and feel that the change would have been better left until the independent review of variable fees due in 2009.

Book Synopsis DIUS's Departmental Report 2008 by : Great Britain. Parliament. House of Commons. Innovation, Universities, Science and Skills Committee
Download or read book DIUS's Departmental Report 2008 written by Great Britain. Parliament. House of Commons. Innovation, Universities, Science and Skills Committee and published by The Stationery Office. This book was released on 2009 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its report examining the work and performance of the Department for Innovation, Universities and Skills (DIUS), set up 18 months ago, the Innovation, Universities, Science and Skills Committee finds that the department has not yet found its feet and it is too early to say if it will achieve the Prime Minister's ambitious targets. The DIUS annual report is 'impenetrable' and 'peppered with jargon', and the Committee fears that the jargon may be a substitute for having a clear idea about where DIUS is going and how it will achieve the Prime Minister's goals to make Britain one of the best places in the world for science, research and innovation. Examples of innovation in DIUS's own operations were disappointing, and the Committee also has doubts about the way DIUS presents figures and calls for the statistics in future annual reports to be reviewed independently. The Committee also expresses concern about the approach of the Government's new Chief Scientific Adviser to his role as a champion of evidence-based science, and draws attention to Professor Beddington's evidence on homeopathy in which he did not take the opportunity to restate the importance of scientific process and to emphasise the need for balance of scientific evidence. The customary, strong public voice from the Government Chief Scientific Adviser advocating policy based on evidence-based science must not become muted. The Committee also recommends that DIUS: develops a consistent method for ensuring policy is soundly based on evidence; faces up to and addresses the criticisms it received in the Capability Review; shows clearly how £1.5 billion in efficiency savings it has promised will be generated.

Book Synopsis Public Funding of Religions in Europe by : Francis Messner
Download or read book Public Funding of Religions in Europe written by Francis Messner and published by Routledge. This book was released on 2016-04-15 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection brings together legal scholars, canonists and political scientists to focus on the issue of public funding in support of religious activities and institutions in Europe. The study begins by revolving around the various mechanisms put in place by the domestic legal systems, as well as those resulting from the European law of human rights and the law of the European Union. It then goes on to look at state support and particular religious groups. The presentation of European and national law is supplemented by theoretical and interdisciplinary contributions, with the main focus being to bring into discussion and map the relationship between the funding of religions and the economy and to infer from it an attempt at a systematic examination or theorization of such funding. This collection is essential reading for those studying Law and Religion, with particular focus on the countries of the UK, France, Belgium, Germany, Italy, The Netherlands, Spain and Turkey. The views expressed during the execution of the RELIGARE project, in whatever form and or by whatever medium, are the sole responsibility of the authors. Book Synopsis Challenges and Inequalities in Lifelong Learning and Social Justice by : Susan Jackson
Download or read book Challenges and Inequalities in Lifelong Learning and Social Justice written by Susan Jackson and published by Routledge. This book was released on 2014-10-29 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: The connections and interactions of lifelong learning and social justice are complex and contested. Both are seen as a means to unconditional good, with little account taken of the inequalities and equalities located in constructions of power. This book develops critical ways to engage with international debates about lifelong learning and social justice through a range of competing and contested definitions, setting out some of the complexities and challenges of linking the two concepts. In particular, it engages in debates about the equalities and inequalities of learner identities, displacement and place. Its chapters consider those marginalised in complex and multiple ways, including gender, social class, ethnicity, age and migration. This book was originally published as a special issue of the International Journal of Lifelong Education.
Book Synopsis Balancing Student Mobility Rights and National Higher Education Autonomy in the European Union by : Alexander Hoogenboom
Download or read book Balancing Student Mobility Rights and National Higher Education Autonomy in the European Union written by Alexander Hoogenboom and published by Martinus Nijhoff Publishers. This book was released on 2017-09-18 with total page 403 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally viewed as a positive phenomenon, student mobility has recently come under critical scrutiny as a result of the financial crisis pushing European solidarity to its breaking point, and the fear of excessive EU incursion into the autonomy of Member States with respect to their higher education systems. In Balancing Student Mobility Rights and National Higher Education Autonomy in the European Union, Alexander Hoogenboom contributes to the ongoing and evolving debate from a legal perspective. The book offers recommendations with a view to reconcile the mobility rights of Union citizens for study purposes and the need to respect Member State autonomy in the organisation of their higher education systems. The argument made suggests rethinking established principles in EU free movement law while encouraging greater EU involvement in student funding opportunities.

Book Synopsis The regulation of Geoengineering by : Great Britain: Parliament: House of Commons: Science and Technology Committee

This book was released on 2010-03-18 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: Geoengineering describes activities specifically and deliberately designed to effect a change in the global climate with the aim of minimising or reversing anthropogenic climate change. The Committee gives three reasons why they believe regulation is needed. First, in the future some geoengineering techniques may allow a single country to unilaterally affect the climate. Second, some geoengineering testing is already underway. Third, we may need geoengineering in the event of a failure to reduce greenhouse gases we are faced with highly disruptive climate change. The Committee does not call for an international treaty but for the groundwork for regulatory arrangements to begin. The UN is the route by which, eventually, they envisage the regulatory framework operating but first the UK and other governments need to push geoengineering up the international agenda and get processes moving

Book Synopsis The impact of spending cuts on science and scientific research by : Great Britain: Parliament: House of Commons: Science and Technology Committee
Download or read book The impact of spending cuts on science and scientific research written by Great Britain: Parliament: House of Commons: Science and Technology Committee and published by The Stationery Office. This book was released on 2010-03-23 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The pressure to be seen to be making cuts across the public sector is threatening to undermine both the Government's good record on investment in science and the economic recovery. Whilst the contribution of a strong domestic science base is widely acknowledged, methodological problems with quantifying its precise value to the economy mean that it is in danger of losing out in Whitehall negotiations. Scientists are under increasing pressure to demonstrate the impact of their work and there is concern that areas without immediate technology applications are being undervalued. The Committee believes the Government faced a strategic choice: invest in areas with the greatest potential to influence and improve other areas of spending, or make cuts of little significance now, but that will have a devastating effect upon British science and the economy in the years to come.
