The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

Book excerpt: Army engineer support to U.S. Central Command's joint maneuver force during the Persian Gulf War was massive and critical. Over 100 active and reserve component engineer units contributed significantly to the success of Operation DESERT SHIELD/DESERT STORM. These contributions are well documented in Supporting the Troops: The U.S. Army Corps of Engineers in the Persian Gulf War. The Gulf War dramatically demonstrated the need to deploy engineers early so that they can determine the engineer requirements, communicate those requirements to the maneuver commanders, and take appropriate steps to bed down and sustain U.S. forces. The delayed flow of engineers and their equipment into Southwest Asia directly affected the ability of the maneuver units to sustain themselves and operate effectively. We are now moving toward a smaller, quality Army with rapidly deployable forces. There are fewer engineer units than in 1990, and a larger proportion of the engineer force is in the reserve components. As the active component force continues to shrink, we must insure that the reserve component engineer forces are well trained and ready to deploy on short notice. During the Gulf War engineers provided the model for the Total Army concept, successfully blending Active Army, Army National Guard, Army Reserve, and Department of Defense civilian engineer capabilities. U.S. forces could not have succeeded in the Gulf without the assistance of the reserve components and civilians. The force structure of today's Active Army does not include a number of specialized engineer units needed to support a large-scale deployment. Nor do operational engineer units have all the special expertise that can be found inthe U.S. Army Corps of Engineers. As Supporting the Troops vividly illustrates, the contributions of the Corps' military and civilian members were diverse and significant. Over 160 Corps civilians, who voluntarily deployed to Southwest Asia, provided procurement, design, construction, and real estate support. Corps members worked diligently, often in difficult conditions, to provide for the well-being and safety of tens of thousands of U.S. soldiers. They devised creative solutions to the problems they, encountered, whether implementing new policies or developing new project designs. It was my privilege to serve with them in the Persian Gulf. Book excerpt: This monograph presents a preliminary account of operations by the embarked Marine units under the operational control of the Commander, Naval Forces, Central Command, in the Persian Gulf from August 1990 to May 1991. It tells the story of the 4th and 5th Marine Expeditionary Brigades (MEBs) and the 13th and 11th Marine Expeditionary Units (MEUs) which comprised the Marine Forces Afloat during Operations Desert Shield and Desert Storm. The term "Marine Forces Afloat" was chosen carefully because although each of these units served in the same theater of operations, they remained separate entities capable of rapidly integrating into a single force or breaking away to conduct independent operations as the situation required. The Marine Forces Afloat came into existence early in Operation Desert Shield when the seaborne 4th MEB joined the forward-deployed 13th Marine Expeditionary Unit (Special Operations Capable) in the North Arabian Sea in mid-September. These Marines were later joined by the 5th Marine Expeditionary Brigade during what would eventually become the longest continuous shipboard deployment by a brigade-sized force in Marine Corps history. For those Marines, the major events of Desert Shield were a series of large amphibious exercises, maritime interdiction operations, and a daring evacuation of the American Embassy at Mogadishu, Somalia. During Operation Desert Storm the U.S. amphibious threat created a strategic distraction that kept Saddam Hussein's attention focused away from the main attack; Marine Aircraft Group 40 flew the first-ever fixed-wing combat strike off an amphibious assault ship; the 13th MEU made two landings; the 4th MEB conducted amphibious demonstrations off the coast of Kuwait; and the 5th MEB participated in ground combat ashore. On its way home the 5th MEB joined Operation Sea Angel, the international humanitarian effort to assist Bangladesh in dealing with the devastation of Cyclone Marian.
