Informed by the Korean, Vietnam, and Gulf wars fought by the United States and its allies during the last half of the 20th century--wars in which, despite the qualitative superiority of our forces, the outcomes proved to be less than satisfactory--the conference theme for 2004 entailed a deep probe into the question of how can the West, in this new century of omnipresent terrorism, capitalize on its superior military and economic might to achieve a satisfying and enduring modus vivendi. The search for answers to this central question was lent added relevance and urgency by the fact that the allied anti-insurgency wars in Afghanistan and Iraq were transpiring even as the conference proceeded and, indeed, even as this report goes to press. The Strategic Studies Institute is pleased to provide this summary of the 2004 conference presentations along with a distillation of conference findings and conclusions.

These include low-intensity conflicts, counterinsurgency operations, and nation-building efforts. Although non-conventional warfare represents the majority of missions executed in the past sixty years, the Army still primarily plans, organizes, and trains to fight conventional ground wars. Consequently, in the last ten years, there has been considerable criticism regarding the military’s inability to accomplish tasks other than conventional war. Failed states and the threat they represent cannot be ignored or solved with conventional military might. In order to adapt to this new reality, the U.S. Army must innovate. This text examines the conditions that have allowed or prevented the U.S. Army to innovate for nation-building effectively. By doing so, it shows how military leadership and civil-military relations have changed. Nation-building refers to a type of military occupation where the goal is regime change or survival, a large number of ground troops are deployed, and both military and civilian personnel are used in the political administration of an occupied country, with the goals of establishing a productive economy and a stable government. Such tasks have always been a challenge for the U.S. military, which is not normally equipped or trained to undertake them. Using military effectiveness as the measurement of innovative success, the book analyzes several U.S. nation-building cases, including post World War II Germany, South Korea from 1945-1950, the Vietnam War, and Operation Iraqi Freedom. By doing so, it reveals the conditions that enabled military innovation in one unique case (Germany) while explaining what prevented it in the others. This variation of effectiveness leads to examine prevailing military innovation theories, threat-based accounts, quality of military organizations, and civil-military relations. This text comes at a critical time as the U.S. military faces dwindling resources and tough choices about its force structure and mission orientation. It will add to the growing debate about the role of civilians, military reformers, and institutional factors in military innovation and effectiveness.

Book excerpt: Analyzes the cultural attitudes, political decisions, and institutions surrounding the maintenance of armed forces throughout American history While traditionally, Americans view expensive military structure as a poor investment and a threat to liberty, they also require a guarantee of that very freedom, necessitating the employment of armed forces. Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. In Drawdown: The American Way of Postwar, a stellar team of military historians argue that the United States sometimes managed effective drawdowns, sowing the seeds of future victory that Americans eventually reaped. Yet at other times, the drawing down of military capabilities undermined our readiness and flexibility, leading to more costly wars and perhaps defeat. The political choice to reduce military capabilities is influenced by Anglo-American pecuniary decisions and traditional fears of government oppression, and it has been haphazard at best throughout American history. These two factors form the basic American “liberty dilemma,” the vexed relationship between the nation and its military apparatuses from the founding of the first colonies through to present times. With the termination of large-scale operations in Iraq and the winnowing of forces in Afghanistan, the United States military once again faces a significant drawdown in standing force structure and capabilities. Book excerpt: As the U.S. experience in Iraq following the 2003 invasion made abundantly clear, failure to properly plan for risks associated with postconflict stabilization and reconstruction can have a devastating impact on the overall success of a military mission. In Waging War, Planning Peace, Aaron Rapport investigates how U.S. presidents and their senior advisers have managed vital noncombat activities while the nation is in the midst of fighting or preparing to fight major wars. He argues that research from psychology—specifically, construal level theory—can help explain how individuals reason about the costs of postconflict noncombat operations that they perceive as lying in the distant future.In addition to preparations for "Phase IV" in the lead-up to the Iraq War, Rapport looks at the occupation of Germany after World War II, the planned occupation of North Korea in 1950, and noncombat operations in Vietnam in 1964 and 1965. Applying his insights to these cases, he finds that civilian and military planners tend to think about near-term tasks in concrete terms, seriously assessing the feasibility of the means they plan to employ to secure valued ends. For tasks they perceive as further removed in time, they tend to focus more on the desirability of the overarching goals they are pursuing rather than the potential costs, risks, and challenges associated with the means necessary to achieve these goals. Construal level theory, Rapport contends, provides a coherent explanation of how a strategic disconnect can occur. It can also show postwar planners how to avoid such perilous missteps.
